On June 9, Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National Steering Committee for the 2023 High School Graduation Exam and Working Group No. 1 of the Steering Committee worked with Ca Mau province on exam preparations.
Here, the Deputy Minister and the working delegation inspected the actual preparation work at the Ho Thi Ky High School Examination Site, the exam marking location at the Ca Mau Province Continuing Education Center, the exam printing location at the Ca Mau Department of Education and Training and worked with the Ca Mau Province Examination Steering Committee.

In 2023, Ca Mau province has 9,820 candidates registered to take the High School Graduation Exam. The whole province has 414 examination rooms, organized into 17 official examination sites and 2 backup examination sites. Ca Mau city has 7 examination sites, districts have 10 examination sites.
The province plans to mobilize 1,650 cadres, teachers, and employees to work in the Examination Council and its Committees. Of which, the Department of Education and Training will send 1,500 cadres and teachers; the provincial police, districts, and cities will send 92 people, and the Department of Health will send 40 people.
To ensure that no candidate has to drop out of the exam due to financial difficulties or travel difficulties when taking the exam, the Department of Education and Training requires units and schools with candidates taking the exam to report candidates with difficult circumstances so that support plans can be made.
Create favorable conditions for travel, meals and accommodation for candidates, their relatives and staff and teachers participating in the examination; mobilize and support candidates who are children of poor households, in remote areas, candidates with disabilities, and candidates affected by the epidemic.
At the working session, members of Working Group No. 1 of the National Steering Committee noted to the Steering Committee of Ca Mau province a number of issues such as: review work for students; arrangement of exam marking locations, printing of exam papers; coordination of inspection and examination between forces; note of new points on ensuring security and safety for the Exam; training and communication about the Exam, especially the prevention of possible violations, especially exam paper confidentiality...
Deputy Minister Pham Ngoc Thuong suggested that Ca Mau province do a good job of training the exam-taking force according to the principle of "no officer is left without training". Training must be fully implemented, individualized training and encouraged to add more testing and evaluation during the training process.
Noting that the province needs to prepare fully and best in terms of facilities and equipment, the Deputy Minister emphasized the need to ensure the health of those taking the exam based on the care of the facilities. Giving an example after checking the location for printing and copying exam papers, the Deputy Minister recommended that Ca Mau province consider having a more spacious printing and copying location.
Regarding inspection, examination and supervision work, the Deputy Minister noted that all stages must be inspected, examined and supervised based on the principle of prevention and containment.
The Deputy Minister also requested Ca Mau province to fully implement the 4 rights - 3 no's in organizing the High School Graduation Exam. The 4 rights are: Correct regulations and exam instructions; correct/sufficient procedures; correct positions, responsibilities and tasks; correct timing, timely handling of unusual situations. The 3 no's are: No negligence, subjectivity (already know, already understand); no arbitrarily handling unusual situations; no excessive stress and pressure.
