On May 23, at the 5th session of the 15th National Assembly, examining the Government's report on thrift practice and waste prevention in 2022, Mr. Le Quang Manh, Chairman of the National Assembly's Finance and Budget Committee, pointed out 11 groups of limitations in thrift practice and waste prevention.
In particular, the auditing agency emphasized that there is still waste in the management and use of working equipment, real estate, and public assets. The Finance and Budget Committee pointed out that a number of ministries, branches, and central agencies, after being assigned new working headquarters, did not hand over the old facilities to local management, such as: Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Natural Resources and Environment, Ministry of Science and Technology, Ministry of Public Security, and Government Inspectorate.
The situation of ministries and branches having new workplaces but still "holding" and refusing to hand over the old headquarters to the state and local authorities for management has been raised by the National Assembly and National Assembly deputies for many years without any signs of positive change.
The old headquarters of the Ministry of Foreign Affairs is located in a "golden" location on Ton That Dam Street (Ba Dinh District, Hanoi).
The new headquarters of the Ministry of Foreign Affairs is built at 2 Le Quang Dao (Me Tri ward, Nam Tu Liem district, Hanoi).
After more than 10 years of construction, the headquarters of the Ministry of Foreign Affairs is still unfinished.
The new headquarters of the Ministry of Science and Technology is a 13-storey building, built on a total area of 1.8 hectares.
The project began in 2000 and was completed and put into use by the end of 2011. The total investment for the project is about 300 billion VND.
The old headquarters of the Ministry of Science and Technology at 39 Tran Hung Dao (Hoan Kiem District, Hanoi).
The new headquarters of the Government Inspectorate is located at Lot D29, Cau Giay New Urban Area (Cau Giay District, Hanoi) with a total investment of 215 billion VND.
The headquarters was completed and put into use since December 2010.
However, the old headquarters of the Government Inspectorate at 220 Doi Can (Ba Dinh District, Hanoi) with an area of about 7,016.68 m2 has not been handed over to Hanoi City for exploitation and use.
The new headquarters of the Ministry of Natural Resources and Environment and the Ministry of Home Affairs have been moved to Ton That Thuyet Street (Nam Tu Liem District, Hanoi).
The new headquarters of the Ministry of Natural Resources and Environment is 18 stories high and has 1 basement, designed to ensure working standards for 1,234 people. This project is built on an area of over 13,800 m2. The total cost of the project is 372 billion VND and was put into use in 2011.
Although it has moved and worked at a new headquarters on Ton That Thuyet Street, the Ministry of Natural Resources and Environment still uses the old headquarters on Nguyen Chi Thanh Street (Dong Da District, Hanoi).
The new Ministry of Home Affairs headquarters was inaugurated in 2010 on Ton That Thuyet Street. The office building consists of 17 floors, a 2-storey multi-purpose hall with modern equipment.
Among the ministries and branches that have invested in building new headquarters, so far only the Ministry of Home Affairs has handed over the old headquarters to the competent authority for management. The Ministry of Finance has decided to reclaim 4 facilities of the Ministry of Home Affairs to arrange for other agencies to manage and use as working headquarters.
