The Vietnam Federation of Commerce and Industry, Nghe An - Ha Tinh - Quang Binh branch (abbreviated as VCCI, Nghe An - Ha Tinh - Quang Binh branch) is built on a "golden land" area of ​​more than 2,400 square meters at the Hai Quan roundabout intersection, No. 1 Le Nin Avenue (Hung Dung ward, Vinh city, Nghe An).

According to the approved planning, the construction items built on the land include the 7-storey VCCI building, area 540m2; 3-storey canteen, refreshment and resting house for staff, workers and employees, area 167m2; 1-storey security house, area 12m2; entrance gate. The remaining land area of ​​more than 1,600 m2 is mainly internal roads, green trees and 255m2 is for shared roads with private enterprises.

This land is considered a "golden land" with 4 frontages. In which, the East borders Nguyen Phong Sac Street and the gas station; the West borders Le Nin Avenue; the North borders Private Enterprises and the South borders the Hai Quan 5-way intersection flower garden.

Despite having a plan, VCCI Nghe An - Ha Tinh - Quang Binh branch has built a series of illegal constructions instead of building internal roads and planting trees. Specifically, at the end of 2024, the Vinh Urban Order Management Team (Vinh City, Nghe An) inspected and discovered many construction items in the construction cluster of VCCI Nghe An - Ha Tinh - Quang Binh branch violating construction planning. The inspection report shows that the 7-storey building is basically in accordance with the granted construction permit. There are 8 other construction items that are all built in the wrong location and in violation of the approved planning.

Specifically, the 3-storey house was built in the wrong location and overlapped a part of the garden planning land with an area of ​​58.1 square meters; the garage is 4 meters high with an area of ​​138 square meters; the kitchen is 4 meters high with an area of ​​100 square meters; the wooden house with a gate is 3.5 meters high with an area of ​​40 square meters; the 2 restaurants are 4 meters high with an area of ​​128.2 square meters and 138 square meters; the warehouse is 3 meters high with an area of ​​45 square meters; the cashier counter is 3 meters high with an area of ​​12 square meters.

This area has been used for restaurant business for many years.

In response to a series of violations by VCCI Nghe An - Ha Tinh - Quang Binh branch, on November 26, 2024, Vinh City People's Committee issued Decision 5883 requiring this unit to remedy the consequences by dismantling construction works that are inconsistent with the specified planning. The time to organize the dismantling is within 30 days (from the date of receipt of the decision).

By December 31, 2024, Vinh City People's Committee continued to issue Decision No. 8939 on "Enforcing the implementation of remedial measures" against VCCI Nghe An - Ha Tinh - Quang Binh branch with a deadline of 30 days. Vinh City People's Committee forced VCCI Nghe An - Ha Tinh - Quang Binh branch to dismantle construction items that violate planning and bear all costs for organizing the enforcement.

According to the reporter's records on the morning of February 17, some items in this construction cluster had tarpaulins used to cover the tile roofs.

Speaking with Tien Phong, an official from the Vinh Urban Management Department said that if the VCCI Nghe An - Ha Tinh - Quang Binh branch does not dismantle as requested, the city will direct the forced demolition in accordance with regulations.
