Speaking before 980 delegates at the solemn session of the 9th Congress of the Vietnam Youth Union (term 2024-2029) on December 18, General Secretary To Lam conveyed that message.

Along with pointing out the need to recognize the important role of youth in the country's new revolutionary stage, the General Secretary emphasized the need to focus on building a strong, pioneering team of Union and Youth Union cadres, always "impartial", taking care of youth first, having fun after youth, going through hardship first, and enjoying life later.
Questions from the General Secretary
While appreciating the achievements of the association and youth movement in the past term, General Secretary To Lam frankly pointed out five issues that need attention. The General Secretary said there was no specific resolution on youth work to plan youth work to meet the requirements and tasks in the renewal period.
This reality shows that there are still shortcomings in concretizing and institutionalizing the Party's policies into life, in the lives and practical activities of young people.
The next thing the General Secretary emphasized was that the situation of crime and social evils among teenagers and young people is very worrying.
"There is still a segment of young people who lack ideals and ambitions, are pragmatic, selfish, far from the nation's fine cultural traditions, do not strictly abide by the law, fall into individualism, have limited integration capabilities, are weak both physically and mentally, and waste their youth," General Secretary To Lam commented.
According to the General Secretary, a country with 105 million people but only 9.3 million young people participating in the Youth Union shows that the rate of solidarity and gathering of young people of the Union has not reached the desired level. He said that only 2/3 and there is still 1/3 of the youth force standing outside the Union organization and asked the question: "Are the Union activities in some places substantial, effective, practical, catching up with the trends and tastes of young people, attracting a large number of young people?" for the Union organization and young people to ponder.
Frankly pointing out that ideological education work is still following the old path and has not caught up with new trends, the General Secretary also said that the structure and organizational model of the Youth Union and the Vietnam Youth Federation still have many issues that need to be improved. "Is the organizational model of the Youth Union and the Association reasonable? Is it an inverted cone?", the General Secretary asked.
And he himself answered: "The framework at the central and provincial levels is very impressive, with full authorities, but at the grassroots level, in the villages and hamlets, there are many difficulties." From there, the General Secretary directed that we must strengthen the grassroots level to mobilize strength right on the spot, right in the locality and homeland.
In addition, General Secretary To Lam also raised many other issues. He asked whether there were volunteers in the youth volunteer movement? Another issue was whether career guidance for union members and youth was practical and effective.
The Association's staff must be able to plan and organize effective movements, be a shining example in gathering young people, and have the capacity to fulfill the requirements of the tasks in the new revolutionary period.

Model of "patriotic, imbued with national identity" youth
The 9th Congress of the Vietnam Youth Union determined to continue implementing the "I love my Fatherland" movement in the next five-year term. It added the content "Youth participate in preserving and promoting national cultural identity" as one of the key tasks when implementing this movement.
The movement has had a strong appeal and spread, truly a flag of encouragement, urging, and calling on a large number of young people, creating an environment for training, experience, and promoting the spirit of shock, volunteerism, and creativity for young people. The new President of the Vietnam Youth Union, term IX, Nguyen Tuong Lam, said that many new factors, typical advanced youth, have been discovered and honored, contributing to creating a beautiful image of the new generation of Vietnamese youth.
The congress also continued to establish and implement the program "Building a strong Vietnam Youth Union". In addition, the congress agreed on 10 targets for the new term associated with the main movements and programs of the Union as well as targets on start-up activities, improving digital capacity, consulting, career guidance for young people...
Mr. Nguyen Tuong Lam said that patriotism in the hearts of every young person needs to be strongly aroused. The fundamental strength from the spirit of great solidarity needs to be strengthened. Every young person needs to be oriented to promote pioneering spirit, dare to commit, and be ready to share with the community. The creative aspirations and innovation of young people need an environment to promote and develop.
"Patriotism - aspiration - solidarity - pioneering - creativity will be the luggage for young people to be self-reliant, confident, independent, self-reliant, and proud to enter a new era with the whole nation, an era of prosperity and development," said Mr. Lam.
Three suggestions for young people
Suggesting to the congress, General Secretary To Lam said that it is necessary to unify the perception of the role of youth and the special importance of youth work in the new revolutionary stage of the Party and nation.
Strongly innovate the work of the Association and the Youth Union, build a strong team of Association and Youth Union cadres. It is necessary to clearly define the responsibilities and tasks of the Association, its member organizations, and the collectives of the Association and the Youth Union in the work of educating revolutionary ideals, preventing moral and lifestyle degradation, and preventing crimes and social evils among youth, students, and pupils.
"In the era of national development, young people must carry out breakthrough tasks in building the country in the new era. Innovation, digital transformation, technology application, strategy... these are issues that are all within the strengths of young people," General Secretary To Lam said.
