Reform and breakthrough to unlock development resources

(MPI) - Speaking at the 15th discussion session on the assessment of the results of the implementation of the 2024 socio-economic development plan; the expected socio-economic development plan for 2025, Minister of Planning and Investment Nguyen Chi Dung said that despite many difficulties and challenges, the socio-economic situation has achieved many important and encouraging results, with the possibility of achieving 15/15 targets assigned by the National Assembly.

Six key tasks and solutions

The results achieved are thanks to the close, timely and scientific leadership and direction of the Party Central Committee, directly and regularly by the Politburo and the Secretariat, headed by the General Secretary; the supervision, accompaniment, proactive, timely, close and effective coordination of the National Assembly, the National Assembly Standing Committee, National Assembly deputies and agencies in the political system; the drastic and firm direction and management based on a basic grasp and forecast of the situation, with flexible, timely and effective policy responses of the Government, the Prime Minister, all levels, sectors and localities; the support and active participation of all classes of people and the business community; the cooperation, support and assistance of international friends.

According to Minister Nguyen Chi Dung, there are still many difficulties and challenges ahead, mainly focusing on 5 areas. First, the agriculture and tourism sectors are still heavily affected after storm No. 3.

Second, exports are facing many major risks such as: conflicts between countries in the world, competition, and protection.

Third, industrial production depends on large markets.

Fourth, investment recovery is slow, especially private investment and investment by state-owned enterprises with low results. Meanwhile, the removal of difficulties and bottlenecks is very slow, wasting a lot of resources.

Fifth, the domestic market has not been promoted and exploited effectively.

Regarding solutions for the end of the year and the last months of 2025, Minister Nguyen Chi Dung said that the Government will focus on 6 key solutions. In particular, the first and most important solution is to continue to improve the institution and consider this a breakthrough solution of breakthroughs. Accordingly, effectively implementing the laws passed by the National Assembly, especially at this 8th session, the Government is submitting to the National Assembly many amended laws related to investment, business, and public investment to immediately resolve difficulties and obstacles to development, reform administrative procedures, strongly decentralize and delegate power, contributing to strongly liberating resources to serve development, from state investment resources, private resources to foreign capital.

Second, focus on removing difficulties and obstacles for land projects; third, promote the development of the real estate market; fourth, promote investment resources of the economy; fifth, promote investment resources of economic sectors, in which public investment is determined to lead private investment, selectively attract FDI capital, especially large projects, high-tech projects, attract strategic investors; sixth, continue to promote new growth drivers such as innovation, digital economy, green economy, new industries, etc.

Many important new points and breakthroughs in institution building to unlock resources

Minister Nguyen Chi Dung also emphasized and clarified two more issues, which are institutional innovation and decentralization. Accordingly, regarding institutions, in recent times, the National Assembly and the Government have been very determined and focused on institutional innovation; General Secretary To Lam also mentioned a lot and made very high demands on the work of building and perfecting institutions.

In the process of institutional innovation, the Government has always received the support of the National Assembly, which is clearly demonstrated in this session. In particular, at this session, the Government will submit to the National Assembly laws and decrees with many new and breakthrough regulations. For example, in the draft amendment to the Law on Public Investment this time, the Government proposes to separate site clearance for Group B and Group C projects to do preparatory work; promote decentralization and delegation of authority to allow localities to invest in the central development budget, allowing localities to use the budget to invest in other local projects that are inter-regional...

Regarding the amended Investment Law, there is also a strong breakthrough; it will design a “green channel” for high-tech projects or high-tech product manufacturing according to the list issued by the Ministry of Science and Technology. Accordingly, for investment projects in industrial parks and export processing zones, procedures will be simplified. Firstly, there will be no need to apply for an investment certificate, only an investment registration certificate is required and within 15 days, the registration certificate must be issued to the investor.

Second, for construction procedures, environmental impact assessment reports, and fire prevention and fighting, investors shall prepare and self-approve according to regulations, norms, and standards issued for high-tech projects according to the issued list; investors shall do it themselves, take responsibility for themselves, and do not need to submit it to superior agencies for approval.

Minister Nguyen Chi Dung emphasized that the draft revised Law on Public Investment and the Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model, and the Law on Bidding have very strong reforms; many important new points, breakthroughs to unlock resources. This is also the requirement of the Politburo, the National Assembly, and the Government.

Regarding the new and breakthrough points of institutional work, overcoming the bottlenecks in the law-making work in the past time in the spirit of strong change in thinking, both managing and creating for development; liberating production capacity, unblocking resources, especially in new areas; promoting decentralization, clearly assigning responsibilities in the spirit of the recent 10th Central Conference, that is, localities decide, localities do, localities take responsibility. The Government and the National Assembly will play the role of creating, building policy mechanisms and strengthening inspection and supervision in a "proper and well-practiced" manner as the General Secretary requested, the Minister emphasized.

Minister Nguyen Chi Dung affirmed that the Government will continue to direct and absorb the opinions of National Assembly deputies; at the same time, closely coordinate with the National Assembly to implement the draft laws to be passed at this session, contributing to attracting investment capital for development, ensuring the successful implementation of the set goals and scenarios.

Regarding the disbursement of public investment capital, Minister Nguyen Chi Dung said that this situation is nothing new, it is still due to problems with site clearance, compensation, land price determination, resettlement policies, avoidance and pushing, plus natural disasters such as storms, floods and prolonged rain affecting construction... The Government has identified and is strengthening the establishment of delegations and working groups to urge and promote public investment disbursement, striving to achieve the set plan.

Regarding the resolution of backlogged and prolonged projects, Minister Nguyen Chi Dung said that on October 23, 2024, Prime Minister Pham Minh Chinh signed Decision 1250/QD-TTg to establish a Steering Committee to review and remove difficulties and obstacles related to projects, in which Permanent Deputy Prime Minister Nguyen Hoa Binh was assigned as Head of the Steering Committee and the Deputy Head of the Committee was Minister of Planning and Investment Nguyen Chi Dung.

The Steering Committee members include leaders of the Ministry of Finance; State Bank of Vietnam; Minister of Justice; Minister of Natural Resources and Environment; Judges of the Supreme People's Court; Ministry of Public Security; Ministry of Construction; Government Inspectorate; Deputy Chief Justice of the Supreme People's Procuracy (directing the work of supervising the execution of civil judgments) and the State Audit.

The Steering Committee will review stalled projects to classify the causes and propose solutions; thereby, freeing up large capital sources, helping to increase budget revenue, contributing immediately to GDP growth, creating jobs for people, and supporting businesses. The Government is very determined but also identifies this as a very difficult problem, Minister Nguyen Chi Dung emphasized./.
