(Baoquangngai.vn) - The 20th Provincial Party Committee Conference unanimously announced decisions related to the merger of departments on February 20, 2025. The new departments will officially come into operation from March 1, 2025, in accordance with the requirements and directions of the central government.
On the morning of February 18, the Provincial Party Standing Committee held the 20th Provincial Party Committee Conference for the 2020-2025 term to carry out the contents within its authority. Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Bui Thi Quynh Van; Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Committee Nguyen Hoang Giang and Deputy Secretary of the Provincial Party Committee Dinh Thi Hong Minh chaired the conference.

At the conference, Head of the Provincial Party Committee's Organization Committee Lu Ngoc Binh presented the Proposal of the Provincial Party Committee Standing Committee to the Provincial Party Executive Committee on the proposal to review and comment on the Projects to merge and establish departments under the Provincial People's Committee.

Accordingly, the Department of Transport and the Department of Construction will be merged into the Department of Construction of Quang Ngai province; the Department of Planning and Investment and the Department of Finance will be merged into the Department of Finance of Quang Ngai province (transferring the Investment Promotion Center under the Department of Planning and Investment to the Office of the Provincial People's Committee); the Department of Labor, Invalids and Social Affairs and the Department of Home Affairs will be merged into the Department of Home Affairs of Quang Ngai province (after transferring some functions and tasks of the Department of Labor, Invalids and Social Affairs to management agencies); the Department of Information and Communications and the Department of Science and Technology will be merged into the Department of Science and Technology of Quang Ngai province (after transferring the staffing and tasks of press, publishing, electronic information, grassroots information and foreign information, advertising from the Department of Information and Communications to the Department of Culture, Sports and Tourism); the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development will be merged into the Department of Agriculture and Environment of Quang Ngai province.

After the reorganization, Quang Ngai province has 14 departments and branches under the Provincial People's Committee, ensuring the requirements of the central government (including the Dung Quat Economic Zone Management Board and Quang Ngai Industrial Parks). The basic objectives and requirements in the Projects ensure that the state management tasks assigned to the province are not overlooked. Specifically, 5/5 projects to merge departments have been adjusted to ensure a reduction of internal focal points of over 35% with a reduction of 31 focal points at the department and branch level.
Regarding staffing, the projects determined that after the merger and operation, they will review and streamline the staffing to reduce at least 20% of civil servants and public employees receiving salaries from the state budget in accordance with instructions.

Regarding department-level leaders, the Provincial Party Committee Standing Committee has reviewed and approved the policy that the positions under the management of the Provincial Party Committee Standing Committee are eligible for appointment immediately upon establishment. The number of deputy heads shall not exceed the number of deputy heads of the two departments before the merger. The Provincial Party Committee Standing Committee will decide on the number of deputy heads of the departments based on the proposal of the Provincial Party Committee after the Government issues an official decree that takes effect and reduces the standard within 60 months from the date of merger.

Chairing the discussion on adjusting the GRDP growth target in the province in 2025, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Hoang Giang said that the Government's initial target was double-digit growth and each locality must also have double-digit growth. However, after thorough research, the Government set a national growth target of 8% or more. Particularly for Quang Ngai, the Government assigned a growth rate of 8.5% or more.

“According to the Resolution of the Provincial People's Council, the growth target for 2025 is set at 7.5 - 8.5%, which will be adjusted and committed to striving to achieve 8.5% in accordance with the Government's direction and the province's goals. Agreeing with the Government's policy of adjusting growth, Quang Ngai City Party Secretary Ngo Van Trong said that the city will face many challenges because the annual economic growth rate is only 7-8%. To reach 8.5% with the province, more efforts must be made because the city's contribution to the province's total value is only second to Dung Quat Economic Zone. At the same time, research on the fields of industry, trade, services, etc. will be conducted to accelerate the growth rate in the year so that by 2026, it will have double-digit growth.

Also at the conference, Head of the Provincial Party Committee's Organization Committee Lu Ngoc Binh disseminated Regulation No. 232-QD/TW dated January 20, 2025 of the Central Executive Committee on the implementation of the Party Charter. The conference also unanimously approved the adjustment of the personnel structure of the Provincial Party Executive Committee for the 2025-2030 term; approved the Project on allocating delegates to the 21st Provincial Party Congress for the 2025-2030 term.
Speaking at the conference, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Bui Thi Quynh Van requested Party committees, authorities, agencies and units to urgently and seriously, resolutely and effectively implement the scenario to promote socio-economic growth in 2025 according to the direction of the Prime Minister, with the spirit of achieving higher, better and more breakthrough results than in 2024; clearly assigning people, tasks, resources, methods, and completion times, and removing difficulties, obstacles, bottlenecks and bottlenecks.

Therefore, it is necessary to direct the dissemination, propaganda and implementation with the highest political determination.
In particular, it is necessary to ensure full content according to requirements; to arrange the organization associated with building job positions and to draft decisions on ending operations and establishing new ones; regulations on functions, tasks, working relationships... so that after being approved by competent authorities, they will be issued and implemented immediately. Pay attention to and do a good job of reviewing, screening, and arranging staff according to job positions, ensuring the right selection of qualified, capable, reputable, dedicated, and responsible staff in the new apparatus.
Along with that, it is necessary to continue to promote propaganda work about the congress, especially effectively implementing a special emulation campaign to welcome party congresses at all levels towards the 14th National Congress of the Party; creating an exciting and enthusiastic atmosphere in the entire Party, the entire army and the entire people actively looking towards the congress.
