Landslide into house kills one person
On the evening of September 9, information from Si Lo Lau Border Guard Station, Lai Chau Border Guard Command said that in Si Lo Lau commune, Phong Tho district, a landslide occurred in a house, killing one person.
Specifically, at 7 p.m. the same day in Pho Vay village, Si Lo Lau commune, landslides hit the house of Mrs. Phan Nu May (born in 1981), at that time there was only Mrs. Phan Nu May in the house. Due to the impact of prolonged rain in recent days, the house was located under the positive slope behind the hill.
When the slope collapsed, rocks and soil fell down and half of the house collapsed. As a result, Mrs. May died on the spot, and property damage was about 80 million VND.
Mrs. May's family has 9 members, but fortunately at that time, Mrs. May's husband, Mr. Tan Chin Nien, and her children and grandchildren were not in the house.
Upon receiving the news, Si Lo Lau Border Guard Station dispatched 15 officers and soldiers to coordinate with local authorities to search for victims and move valuable assets to a safe place. Si Lo Lau Border Guard Station initially supported the victim’s family with 1 million VND and a consolation gift. The soldiers of the Station continued to monitor and grasp the local situation to promptly overcome natural disasters and help people during the flood season.
Lai Chau is experiencing prolonged heavy rains and rising floods, posing a risk of landslides in residential areas, roads, and rivers. Local authorities and relevant agencies have proactively disseminated and instructed people on safety measures during the rainy season.

Bac Ninh moves people from the area outside the Cau River bank
The Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Bac Ninh province has just requested the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Yen Phong district, Que Vo town and Bac Ninh city and related units to urgently organize a review of cases living outside the Cau riverbank that are at risk of losing their lives; organize the relocation of people to safe areas.
Currently, the water levels of rivers in Bac Ninh province are high. At 1 p.m. on the Cau River, at Dap Cau station, the water level was 12 cm below alert level 2; at Phuc Loc Phuong station, the water level was 0.9 cm below alert level 2. On the Thai Binh River, at Pha Lai station, the water level was 0.6 cm above alert level 1.
It is forecasted that the water level of Cau River is rising very quickly and may rise above alert level 3 on the night of September 9; Thai Binh River is forecast to be above alert level 2; Duong River is at alert level 1. In recent days, due to the impact of storm No. 3, heavy rain has occurred in Bac Ninh, causing soil saturation at the dike lines, with a high risk of landslides on river banks and dike structures.
Due to the high water level of Cau River, the drainage of water from Ngu Huyen Khe River to Cau River is slow. In the left and right banks of Ngu Huyen Khe River, there have been recent incidents of subsidence, cracking, and landslides, directly affecting the safety of the project. The Steering Committee for Natural Disaster Prevention, Control, and Search and Rescue of Yen Phong and Tien Du districts has mobilized materials and equipment to temporarily handle the incidents to ensure safety.

Tuyen Quang issues urgent dispatch to respond to storm circulation No. 3
To proactively respond to and overcome the impact of storm No. 3 causing flooding in the province, the People's Committee of Tuyen Quang province has issued an urgent dispatch to proactively respond to and overcome the impact of storm No. 3.
The telegram requested the armed forces and localities to deploy forces to the grassroots to inspect and review residential areas along rivers and streams at high risk of flooding, flash floods, landslides, and rockslides; proactively evacuate people to safe places; prepare forces, means, equipment, and necessities according to the "four on-site" motto to proactively and be ready to respond to all situations, absolutely not leaving people without shelter and hunger when having to evacuate to safe places.
Along with that, continue to organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured; do not let unfortunate human losses occur due to carelessness or subjectivity.
The transport sector implements measures to ensure the safety of bridges, underground works, spillways, dykes, embankments, etc. (especially works that are having problems or are under construction); for works under construction, investors, project management boards, and contractors are required to grasp information about the situation of rain, floods, and inundation, proactively take measures to ensure the safety of people, vehicles, equipment, and works, and stop construction if necessary.
Localities organize 24/7 forces ready to promptly respond to any worst-case scenario; focus on directing immediate overcoming of consequences, ensuring production; supporting the stabilization of people's lives in areas affected by natural disasters; promptly visiting and encouraging households with people who died due to natural disasters. Proactively use the district and city's reserve budget and other legal funding sources according to regulations to overcome consequences, support people to soon stabilize their lives and production.

Implement solutions to cope with flood situation
On September 9, the People's Committee of Ha Nam province issued Document No. 1788/UBND-NNTNMT on ensuring the safety of the dike system to respond to floods and operate flood discharge from hydroelectric reservoirs.
Specifically, according to the report of the Department of Agriculture and Rural Development, the Standing Office of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Ha Nam province, currently, the water level on the Day River in Phu Ly has exceeded alert level 2 (actual water level measured at 1:00 p.m. on September 9 was 3.82m, below alert level 3: 0.18m), the water level of the Day River is forecast to continue to rise, at the same time, currently, the Hoa Binh hydropower reservoir is opening 2 bottom spillway gates.
To ensure the safety of the dike system, proactively respond to rain, floods and impacts on the operation of the Hoa Binh hydropower reservoir, the Chairman of the People's Committee of Ha Nam province requested the People's Committees of districts, towns and cities to closely monitor and promptly notify authorities at all levels, people, organizations operating on rivers, riverbanks, aquaculture facilities, water transport vehicles, ferry terminals; review and ensure the safety of works under construction on the riverbank; organizations and units carrying out production, business and sand and gravel exploitation activities to know information on the flood discharge of hydropower reservoirs to proactively take preventive measures to ensure the safety of people and property.
Localities check, review and proactively implement plans to evacuate people living in riverbank areas at risk of being affected by floods and inundation to ensure the safety of people's lives and property; promptly implement in practice dike protection plans, key protection plans, and plans to ensure the safety of approved works according to the "4 on-site" motto; proactively arrange forces, materials, and means in key vulnerable areas, unfinished dike works, and completed culverts under dikes that have not been tested to be ready to promptly handle incidents, especially situations that pose a risk of insecurity due to rain, floods, and the impact of flood discharge regulation operations of hydropower reservoirs.
The People's Committees of districts, towns and cities shall seriously and effectively carry out the work of patrolling and guarding to protect dikes during the rainy and flood season in accordance with the provisions of the Law on Dikes and the guidance of the Ministry of Agriculture and Rural Development in Circular No. 01/2009/TT-BNN dated January 6, 2009 to promptly detect and handle incidents that may occur from the first hour; be responsible before the Chairman of the Provincial People's Committee if they are subjective or negligent in leadership and direction, allowing incidents to occur that cause dike insecurity due to failure to patrol and guard to protect dikes in accordance with the law./.
