"Four goods" create breakthroughs in building a strong Party

BHG - The four-good party cells (CBBT) and four-good grassroots party committees (CSBT) are widely deployed throughout the provincial Party Committee, not only having strategic significance in promoting internal strength but also being a valuable "handbook" for building a strong Party, ensuring the successful implementation of local political tasks.

Party cells and grassroots Party committees are the "cells" that make up the Party's strength; they are the foundation of the Party, the political nucleus, the bridge between the Party and the People, ensuring the leadership of the Party at the grassroots level. Clearly recognizing that importance, our province pays special attention to consolidating and building grassroots Party organizations (GSOs) and improving the quality of Party members in the new period. One of the important solutions to improve the leadership capacity and fighting strength of GSOs is to effectively implement the model of CBBT, CSBT Party Committee with four core criteria: Successfully completing political tasks; good quality of activities; good solidarity and discipline; good cadres and Party members.

Based on the plan to build the CBBT and the CSBT Party Committee of the Provincial Party Committee, the Party Committees at all levels in the province have specified the content framework in accordance with the functions and tasks of each type of TCCSĐ and led and directed the implementation to ensure strictness, substance and effectiveness. Some Party Committees have good and creative ways of doing things, bringing about clear results, typically: Dong Van District Party Committee compiled the core content on building the CBBT and the CSBT Party Committee to widely deploy to all Party members in rural areas; at the same time, organized scoring and evaluation of the monthly results of building the CBBT and the CSBT Party Committee of each Party member. Ha Giang City Party Committee selected a number of Party cells and grassroots Party Committees to sign commitments and launch emulation to implement the CBBT and the CSBT Party Committee associated with the annual assessment and classification of Party cells. Meanwhile, Bac Quang District Party Committee organized a conference to summarize the implementation of building the CBBT and the CSBT Party Committee...

Maintaining the title of CBBT for 2 consecutive years, the Party Cell of the People's Court of Bac Quang district has become a bright spot in building a strong TCCSĐ. Party Cell Secretary Dam Thi Tu said: If in the past, the Party Cell only organized 1-2 thematic meetings each year, since implementing the CBBT model, the number of meetings has increased to 4. The practical content of the meetings is closely linked to professional work and Party work, political and ideological education for Party members, attracting many opinions to participate and speak. 100% of Party members uphold the spirit of responsibility, are exemplary, are ready to take on difficult and complicated tasks, and actively participate in patriotic emulation movements in the locality. In the past 2 years, the Party Cell of the People's Court of Bac Quang district has always been classified as having excellently completed its tasks. 12/15 Party members have completed their tasks well (accounting for 80%), 3 Party members have completed their tasks excellently (accounting for 20%).

Currently, the whole province has 402/516 grassroots party cells (accounting for 77.90%), 2,500/3,749 party cells directly under the grassroots party committees, and departmental party cells (accounting for 66.68%) recognized as CBBT; an increase of 34 and 383 party cells, respectively, compared to 2023. Along with that, the entire provincial Party Committee has 194/302 grassroots party cells meeting the "four good" standards (accounting for 64.23%), becoming vivid evidence affirming the efforts to improve the leadership capacity and fighting strength of grassroots Party organizations, spreading the "four good" movement. Typically, the Party Committees of Dong Van, Vi Xuyen districts, Ha Giang city and the Provincial Border Guard Party Committee all have the rate of grassroots party cells meeting the "four good" standards of more than 95%...

According to the assessment of the provincial Party Committee: The building of the Party Committee and the Party Committee of the Central Military Commission has achieved many positive results. The quality of Party cell activities and grassroots Party committees has been gradually improved, ensuring leadership, education, and combativeness; effectively maintaining the regime and working order, strictly implementing the Party's regulations, rules, and principles; internal solidarity and unity. The vast majority of cadres and Party members have a steadfast and firm stance and ideology, promoting well the vanguard, exemplary role, responsibility to set an example, strictly observing discipline, ready to receive and complete assigned tasks, creating strong changes in the performance of duties and responsibilities, maintaining ethics, lifestyle, culture, communication, and professionalism in the work of cadres and Party members. In 2024, the quality of the Party Committee will be clean and strong, accounting for over 90%, the rate of Party members completing their tasks will reach 99%.

The implementation of the CBBT and the CSBT Party Committee not only helps improve the quality of the activities of the TCCSĐ but also creates a strong spread of the sense of responsibility of cadres and party members. However, some party cells and grassroots party committees lack determination in implementing the "four good" contents. Inspection and supervision work at some party committees is not strict, failing to promptly detect and correct existing limitations. Notably, there are 4 grassroots party cells, 12 party cells directly under the grassroots party committee, departmental party committees and 1 grassroots party committee that have not met any of the 4 "four good" criteria, due to party members violating discipline.

In order for the "four goods" to go into depth and substance, becoming a sustainable driving force in Party building work, our province continues to mobilize the drastic participation of Party committees and Party organizations at all levels in concretizing and effectively implementing the content of the "four goods"; strengthen inspection and supervision work; promote the pioneering, exemplary and responsible spirit of cadres and Party members; at the same time, innovate leadership methods, promote initiatives and good experiences in organization and implementation. Thereby, the "four goods" movement continues to spread widely, becoming a "compass" in Party building work, contributing to improving the leadership capacity and fighting strength of the entire Provincial Party Committee, meeting the requirements of tasks in the new period.
