Ministry of Construction announces Planning for exploration, exploitation, processing and use of minerals as construction materials

The planning for exploration, exploitation, processing and use of minerals as construction materials for the period 2021 - 2030, with a vision to 2050 (the Planning) was approved by the Prime Minister in Decision 1626/QD-TTg dated December 25, 2023.

Deputy Minister of Construction Nguyen Van Sinh delivered the opening speech at the Conference.

Speaking at the opening of the Conference, Deputy Minister of Construction Nguyen Van Sinh said: According to the Plan, basically all mineral areas in each locality belonging to 6 economic regions across the country are delineated with corner coordinates, specifically determining the area, expected resources, reserves and exploitation capacity to facilitate the issuance of mineral operation licenses; at the same time, they are scientifically arranged according to the list for each type of mineral classified by purpose of use to facilitate management, monitoring, searching and updating information during the implementation of the plan later.

During the process of building, completing and having the Prime Minister approve the Plan, the Ministry of Construction highly appreciated and thanked the participation in building and contributing ideas from ministries, branches, central agencies and localities, along with experts and scientists in the fields of geology, minerals, environment and construction materials.

To successfully implement the Plan approved by the Prime Minister, the Ministry of Construction requests that central and local ministries, branches and localities, within the scope of their assigned functions and tasks, continue to pay attention to and coordinate with the Ministry of Construction to deploy the tasks assigned by the Prime Minister during the implementation of the plan to ensure timeliness, quality and efficiency.

The Ministry also requests relevant organizations and individuals to coordinate with competent authorities to organize the implementation of the planning; synthesize and report relevant information and propose problems (if any) in the exploration, exploitation, processing and use of minerals as construction materials.

“With the participation, coordination, support and facilitation of ministries, branches and localities, experts, scientists and the business community in the field of construction materials, the Ministry of Construction believes that the Plan will be implemented with quality and efficiency, achieving important results, contributing to the development of the construction materials industry and the socio-economic development of the country in the coming years and in the future,” Deputy Minister Nguyen Van Sinh emphasized.

The planning for exploration, exploitation, processing and use of minerals as construction materials for the period 2021 - 2030, with a vision to 2050, includes the following contents: Planning for exploration and exploitation by mineral groups; Planning for processing and use; Orientation for infrastructure planning and Orientation for science and technology development.

According to Mr. Dao Cong Vu - Deputy Director of the Institute of Mining and Metallurgy Science and Technology (Ministry of Industry and Trade), the Planning has been carefully researched and developed in strict compliance with the provisions of the Planning Law, the 2010 Mineral Law and Decision No. 131/QD-TTg dated January 17, 2020 of the Prime Minister, Decision No. 215/QD-BXD dated May 8, 2020 of the Ministry of Construction.

At the same time, the Planning has been built on the basis of synthesizing and analyzing natural conditions, socio-economic conditions of regions with distribution of minerals as construction materials, analyzing and assessing the impact of exploration, exploitation, processing and use of minerals as construction materials on socio-economic fields and sectors, forecasting the development context of the country, sectors, localities and forecasting the demand for using mineral resources as construction materials for development in the Planning period; assessing resources - reserves, assessing the current status of exploration, exploitation, processing and use, human resources, technology - equipment in the exploitation - processing of minerals as construction materials.

The objective of the Planning for exploration, exploitation, processing and use of minerals as construction materials for the period 2021 - 2030, with a vision to 2050, is to sustainably develop exploration, exploitation, processing and use of minerals as construction materials, commensurate with mineral potential, maximally meeting the demand for raw materials for construction materials production for the economy, minimizing negative impacts on the ecological environment and landscape. Forming a concentrated, synchronous and effective industry for mining and processing minerals as construction materials with advanced technology and modern equipment, in line with world trends.

By 2030: the mining and processing industry of minerals for construction materials will become a modern industry, thoroughly applying information technology and positioning technology solutions to management and production; limiting construction material production activities that inefficiently use natural resources; applying science and technology, innovating advanced and modern mining and processing equipment associated with a circular economic model, responding to climate change, reducing greenhouse gas emissions; meeting domestic consumption needs and exporting products with high added value and competitive advantages.

Vision period to 2050: Develop the mining, mineral processing and construction materials production industry into a strong economic sector, reaching advanced and modern levels, basically meeting domestic needs; thoroughly apply information technology, artificial intelligence, comprehensively transform technology and equipment of advanced and modern mineral mining and processing facilities according to the circular economic model, green economy equivalent to advanced countries in Asia; end construction materials production activities that inefficiently use natural resources, cause environmental pollution, prioritize the development of green materials, new environmentally friendly materials...
