The conference was attended by leaders of units under the Ministry: Department of Environmental Pollution Control, Department of Nature Conservation and Biodiversity, Department of Planning and Finance, Department of Legislation, Department of Science and Technology, Department of International Cooperation, Ministry Inspectorate and all officials and civil servants of the Department of Environment. Deputy Minister of Natural Resources and Environment Vo Tuan Nhan and Director of the Department of Environment Nguyen Hung Thinh chaired the conference.
Stabilize organization, effectively implement work
Reporting at the Conference, Director of the Department of Environment Nguyen Hung Thinh said that the Department of Environment has always received attention and close direction from the Ministry's leaders in the process of implementing work. Therefore, although there are still many difficulties in terms of facilities and organizational structure in the process of consolidation and reorganization to suit the functions, tasks and work requirements, the Department of Environment has quickly stabilized the organization to effectively implement the assigned work.
Although it is a newly established unit, the Department's leaders and experts mostly have good professional skills, a high sense of responsibility for their work and many years of experience in the environmental field. Accordingly, the Department of Environment has quickly stabilized the organization, issued regulations and rules suitable for the unit's activities to promote the progress of work settlement.
In 2023, the Department has completed a large volume of assigned tasks. Some outstanding results: In the direction and operation work, the Department's leadership regularly and periodically held meetings to discuss and agree on key tasks that need to be directed and operated. Completed and processed 15/15 documents assigned with a deadline by the Government and the Prime Minister (accounting for 100%); 05/06 tasks assigned with a deadline by the Ministry's leadership (01 task is being processed).
The rate of environmental impact assessment and environmental rehabilitation reports in mineral exploitation activities that are appraised and results are returned before the deadline is always above 80%; many guiding documents are promptly issued to answer questions from ministries, branches, localities, and enterprises, requiring localities to properly implement the provisions of the Law on Environmental Protection 2020. More than 200 guiding documents have been issued to ministries, branches, localities, and enterprises in the process of implementing the Law on Environmental Protection.
In the process of performing its assigned management functions and tasks, the Department has also proactively advised the Ministry to send documents to relevant ministries and branches; Presided over and closely coordinated with agencies and units in the process of developing and submitting for promulgation the National Environmental Protection Plan to 2030, with a vision to 2050. Researched and commented on hundreds of regional plans, provincial plans, strategies, national sectoral plans, technical and specialized plans that must undergo strategic environmental assessment.
In addition, the Department also focuses on monitoring and inspecting the implementation of environmental protection laws of investment projects. The Department promptly detects and records administrative violations against project owners who do not comply with legal regulations in the process of implementing legal regulations on environmental impact assessment. It has proactively updated and monitored the Decisions approving the results of appraisal of EIA reports approved by the Provincial People's Committees.
In addition to the achievements, the Department of Environment also frankly acknowledged some common shortcomings and limitations in the environmental field. Accordingly, the Department of Environment is a newly established unit based on the reorganization of the General Department of Environment. Therefore, the handover and processing of documents in the initial stage still has certain impacts. Regarding these issues, on behalf of the Department of Environment, Director Nguyen Hung Thinh said that the unit will unite, unify and be determined to overcome them in the coming time.
Reporting on the work orientation in 2024, Mr. Nguyen Hung Thinh said that the Department of Environment will focus on drafting legal documents, implementing and monitoring law enforcement.

Coordinate and unite to perform tasks well
Participating in constructive speeches at the Conference, leaders of the units of the Ministry highly appreciated the report as well as acknowledged the achievements of the Department of Environment, especially in the work of resolving and processing documents that has been done much better. Assessing that this is a unit that both performs professional tasks and performs advisory and synthesis tasks for the Ministry, therefore, leaders of the units agree with the direction and tasks set out by the Department in professional work in a more professional and modern direction. At the same time, it is recommended to further strengthen the assignment and decentralization of work, proactively review tasks to promptly report to the leaders of the Ministry to promptly remove difficulties.
Adding to the comments from the Ministry's professional agencies, Deputy Minister Vo Tuan Nhan also highly appreciated the implementation of the assigned tasks of the Department of Environment. After a year as a new unit of the Ministry, the professional quality has been higher, the work progress has been smoother and the tasks have been completed better. The Deputy Minister suggested that the Department closely coordinate with the units under the Ministry, ministries, branches and localities to effectively carry out the general synthesis work in the field of environmental protection. At the same time, improve the quality of staff to raise the level as well as meet the tasks and expectations of the Ministry's leaders in the coming time.
Acknowledging the report and comments, and giving a speech at the Conference, Minister Dang Quoc Khanh emphasized that environmental protection and climate change response are regular and long-term tasks, urgent for the country's development. In particular, environmental protection regulations are the condition, foundation, central and prerequisite for sustainable socio-economic development.
The Department of Environment is an advisory body for the Ministry of Natural Resources and Environment to bring new policies and regulations into life, contributing to improving the effectiveness of environmental protection work in the new situation. Therefore, through the summary, we will look at, evaluate and most importantly, propose better and more strategic solutions to carry out and complete the tasks well. To do that, the Minister believes that the role of the leader is very important, both operating and managing, and promoting the collective intelligence, building a united, strong and developed unit.
In terms of professional work, the Minister acknowledged and commended the Department of Environment in the past year, despite having limited human resources, it still solved a large and effective volume of work. In the coming time, the Minister suggested that the Department should proactively coordinate with units, organizations, and localities; strengthen international cooperation to learn from experiences as well as receive scientific achievements, policies, and finances supported by international organizations, thereby being able to advise the leaders of the Ministry and the Minister to issue policies to implement the Law on Environmental Protection as well as contribute ideas to build resolutions of the Central Government, the Government, etc.
With the assigned tasks and duties, the Minister suggested that it is necessary to frankly acknowledge the shortcomings and limitations in order to overcome them and set even greater development goals. In addition to advising and formulating policies, it is necessary to proactively inspect and supervise the implementation, monitor the enforcement of laws, actively and proactively disseminate laws on environmental protection, pay attention to training, fostering resources and ensuring the rights of the Department's staff. Minister Dang Quoc Khanh hopes that with the solidarity, unity, exemplary role and efforts of the staff, the Department of Environment will achieve high achievements in the following years.
