Deputy Minister Nguyen Thi Phuong Hoa shared that as two close neighboring countries, drinking from the same Mekong River and leaning against the majestic Truong Son mountain range, Vietnam and Laos have a tradition of friendly relations and are closely connected throughout the history of building and defending the country of the two peoples.

Regarding land cooperation between the two Ministries, in 2019, at the request of the Lao Minister of Natural Resources and Environment, the Vietnamese Ministry of Natural Resources and Environment sent a working delegation to Laos to attend and present Vietnam's experience at the "Consultation Workshop on the Draft Amendment of the Land Law of the National Assembly of the Lao PDR" chaired by Mr. Phan Pheng Kham Mi, Vice President of the Lao National Assembly and attended by Lao Ministers, Deputy Ministers and 60 Lao National Assembly deputies.

At the same time, the Vietnamese Ministry of Natural Resources and Environment received and worked with the Inspection Delegation of the Lao Ministry of Natural Resources and Environment to learn about experience in land valuation, land fund development organization, provision of public land services and human resource management related to inspection and control of land use, and the Delegation of officials from the Department of Agricultural Land Management and Development, Lao Ministry of Agriculture and Forestry to learn about experience in agricultural land management and use in Vietnam.

Recalling the special significance of 2022 when the two Parties and States solemnly celebrated the 60th anniversary of the establishment of diplomatic relations and the 45th anniversary of the signing of the Treaty of Friendship and Cooperation between the two countries, Deputy Minister Nguyen Thi Phuong Hoa expressed: The Ministry of Natural Resources and Environment was very pleased to welcome the delegation led by Minister Bounkham Vorachit to visit and work during a working trip to Vietnam.

Accordingly, during the 2022 visit, the two Ministers discussed and agreed to strengthen comprehensive cooperation between the two Ministries within the framework of the Memorandums of Understanding signed in the past, especially in the field of land management. The two Ministers agreed that the Vietnamese Ministry of Natural Resources and Environment will share its experience in land management during the process of amending the Land Law currently being implemented by the Ministry of Natural Resources and Environment.

Lao Deputy Minister of Natural Resources and Environment Saynakhone Inthavong said that implementing the content agreed by the two Ministries in the Memorandum of Understanding, on this occasion, the Lao Ministry of Natural Resources and Environment visited and worked with the Vietnamese Ministry of Natural Resources and Environment to exchange and share experiences in land management, especially experiences in the process of amending the current Land Law of Vietnam. "The experiences exchanged by both sides will certainly be valuable lessons contributing to land management and perfecting the land policy system of both Laos and Vietnam," said Deputy Minister Saynakhone Inthavong.

At the working session, delegates from the Ministry of Natural Resources and Environment of Vietnam shared their experiences in developing, implementing policies and implementing land laws, emphasizing the amendment of the 2013 Land Law. The amendment of the Law was carried out meticulously, carefully and methodically, ensuring objectivity, fairness and transparency. It is expected that in October, the Government will submit to the National Assembly for approval the amended Land Law. To ensure that the Law is put into practice, the Ministry of Natural Resources and Environment will coordinate with relevant agencies to develop 4 Decrees providing detailed guidance on the implementation of the Law on contents such as: land prices, resettlement compensation, penalties, inspections. The Ministry also develops Circulars for specialized contents. It is expected that in July 2024, when the Law officially takes effect, the sub-Law documents guiding the implementation of the Law will also take effect.

Also at the meeting, the Ministry of Natural Resources and Environment introduced the land registration system in Vietnam. Accordingly, land registration is mandatory and the issuance of certificates of land use rights, house ownership rights and other assets attached to land is based on demand. Regarding land use planning and plans, Vietnam's land use planning system includes: national land use planning, provincial and district land use planning, national defense land, and security land.

Respectfully accepting the experiences of the Ministry of Natural Resources and Environment in land management, Lao Deputy Minister of Natural Resources and Environment Saynakhone Inthavong assessed that these are valuable experiences that will help Laos further improve land management and promote land value for the socio-economic development of Laos in the coming time./.
