In an official dispatch sent to the People's Committees of provinces and cities to coordinate in organizing the 2023 high school graduation exam, Minister of Education and Training Nguyen Kim Son requested localities to focus on transporting and preserving exam papers, ensuring traffic safety and communication.
In particular, the Ministry requested that localities provide adequate electricity and water at examination sites throughout the exam, creating the most favorable conditions for candidates to take the exam safely with the spirit of "not letting anyone miss the exam".

"Localities need to have plans to arrange suitable exam locations and prepare response plans for extreme weather conditions or natural disasters and epidemics," the document of the Ministry of Education and Training clearly stated.
To prepare well for the 2023 high school graduation exam, the Ministry recommends that localities increase review and testing for students, ensuring adequate knowledge for them to participate in the exam.
According to statistics from the Ministry of Education and Training, this year there are 1,025,166 candidates registered for the high school graduation exam. Of which, the number of candidates only considered for graduation is 73,232 (accounting for 7.14%). Candidates only considered for admission are 34,203 (accounting for 3.34%). The total number of candidates considered for graduation + admission is 917,731 (accounting for 89.52%).
The Ministry of Education and Training announced the revised 2023 high school graduation exam regulations. Accordingly, candidates are only allowed to bring into the exam room pens, pencils, compasses, erasers, rulers, calculators without text editing functions and the Vietnam Geography Atlas when taking the Geography exam.
Thus, candidates are not allowed to bring any type of recording device, even if it only has the function of recording information, but cannot listen, watch or transmit signals - which is allowed by current regulations.

In addition, instead of allowing candidates to leave the examination area after two-thirds of the essay time has passed, the draft regulations require candidates to remain in the waiting room for the remainder of the examination. They must still submit their papers, test questions, and scratch paper to the invigilator before leaving the room and moving to the waiting room.
In addition, the 2023 high school graduation exam regulations also change the regulations that candidates can register for the exam online, in addition to registering directly at the school where they studied grade 12 as currently; adding priority candidates will be given 0.25 and 0.5 points compared to the old regulations.
