In the report on receiving and explaining the opinions of National Assembly deputies on the draft Law on Electricity (amended), the Ministry of Industry and Trade continued to emphasize the necessity of implementing the nuclear power project as well as the urgent requirement to submit it to the National Assembly for consideration and approval at a session.
Urgent need for power investment mechanism
Because the 8th power plan determines that by 2030, Vietnam's total power capacity must reach about 150,000 MW. At the same time, it is necessary to strongly transform the supply structure to clean, low-emission power sources to achieve the Net Zero target.
Thus, on average from now until 2030, each year it is necessary to put more than 10,000MW of new power sources into operation, along with a system of connecting lines, power transmission... Therefore, it is urgent to have open, synchronous, and adequate mechanisms and policies to attract investment in power sources, especially new energy sources.
The Ministry of Industry and Trade said that an average gas-fired power project takes 7-8 years, and a nuclear power project requires even longer. Therefore, if the revised Electricity Law is slow to be passed, we will have no way to ensure electricity security, let alone the Net Zero target.
The Ministry also reiterated the opinions of some National Assembly delegates discussing in the group, that the 10th Central Conference agreed to restart the nuclear power program. With a roadmap of 5-10 years to come, the construction of nuclear power plants needs to be started immediately, otherwise it may not be in time by 2045.
Therefore, the policy on nuclear power needs to be included in the Electricity Law right now and issues such as the required power capacity, location, technology used and ways to ensure power supply should be carefully considered. This is to study, discuss and seek the National Assembly's opinion to ensure proactive development of national energy.
In addition, nuclear power is a large source of electricity, capable of running in the background and providing stable electricity, and is also a green and sustainable source of electricity. Therefore, research and development of nuclear power in the future to ensure energy security and sustainable development is necessary.
Specific mechanisms will apply to each specific project.
Therefore, in order to have a basis for implementing the construction and development of nuclear power after having the policy of competent authorities, it is necessary to supplement the policy on nuclear power development in the revised Electricity Law.
According to the Ministry of Industry and Trade, issues such as power capacity, location, technology used and ways to ensure power supply will be carefully and specifically studied by the Ministry of Industry and Trade in coordination with relevant agencies during the process of power planning and project implementation.
To date, the Politburo has agreed to the policy of restarting the nuclear power program in Vietnam. Therefore, nuclear power projects will have to be submitted to the National Assembly for approval of investment policies and implementation in accordance with the provisions of the Law on Atomic Energy.
In particular, specific nuclear power mechanisms will be studied for each specific project and proposed in the project investment policy to be submitted to the National Assembly for consideration and approval.
In response to concerns about ensuring safety, security risks, and waste treatment, the Ministry of Industry and Trade also said that investment in construction, operation, termination of operations, and ensuring safety of the plant have been specifically regulated in the Law on Atomic Energy and other relevant legal regulations, including dismantling and handling of used fuel...
Therefore, the ministry affirmed that the plan to develop nuclear power to ensure electricity supply will be carefully studied by the Ministry of Industry and Trade in coordination with relevant agencies, specifically in the electricity planning process after being approved in principle by competent authorities.
