Binh Dinh still strives for GRDP growth of at least 7%

(BD) - This morning (April 4), the Provincial People's Committee held a direct and online conference to assess the province's socio-economic situation in the first quarter and deploy key tasks in the second quarter of 2023.

Also attending the conference were Permanent Vice Chairman of the Provincial People's Council Doan Van Phi; leaders of departments, branches, 11 districts, towns, cities and 159 communes, wards and towns in the province.

The report at the conference showed that the gross local product (GRDP) in the first quarter of 2023 increased by 4.11% over the same period, 0.79 percentage points higher than the national average growth (the national GDP in the first quarter increased by 3.32%); ranked 40/63 provinces and cities nationwide, 11/14 provinces and cities in the North Central and Central Coast regions; and ranked 3/5 provinces and cities in the Central key economic region. Of which, agriculture, forestry and fishery increased by 2.22%; industry and construction increased by 3.75% (industry alone increased by 3.17%); services increased by 5.31%; product taxes minus product subsidies increased by 4.03% over the same period.

For 11 districts, towns and cities in the province, although the value of local gross domestic product has increased compared to the same period; however, Van Canh is the only locality with an economic growth target exceeding the first quarter plan according to the decision of the Provincial People's Committee assigned at the beginning of the year.

The report of the Provincial People's Committee also pointed out the shortcomings and limitations in socio-economic development in the first quarter. That is, the production, business and consumption activities of a large number of enterprises are facing difficulties. Investment attraction, especially foreign investment, is still limited. Compensation and site clearance for a number of works and projects, especially key projects, are still slow. Budget collection from land use fees is facing difficulties. Land encroachment, illegal construction, environmental pollution in a number of industrial clusters and points... still occur in some localities but have not been completely handled. Some localities are still confused in planning, directing and operating socio-economic development with specific indicators, data and scenarios. Administrative reform and administrative procedure settlement of some units are still limited, there is still a situation of late settlement of administrative procedure records...

At the conference, leaders of departments, branches and localities focused on discussing the advantages and difficulties in socio-economic development of each sector and field; at the same time, proposed solutions to achieve tasks, goals and targets in the second quarter and the whole year of 2023.

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan reviewed the results in the province's socio-economic development and management activities. Notably, the province has organized many large-scale events, signed activities with travel businesses and airlines, thereby contributing to promoting and enhancing the image of Binh Dinh province. Regarding the shortcomings and limitations, besides the objective causes of economic decline, reduced domestic and international purchasing power, and high interest rates, Chairman of the Provincial People's Committee Pham Anh Tuan also frankly pointed out: The sectors and localities have only initially entered data, have not looked at the numbers and parameters to manage and make decisions, and are not aware that the delay in handling work within the scope of responsibility will affect socio-economic development. The coordination between departments, sectors and localities is not good, there are still signs of avoidance, fear of responsibility, not daring to report and tell the truth about the backlog; not proactively solving work, lacking determination in managing and removing difficulties for businesses and people. These are subjective causes that, if overcome, will help to better carry out development goals.

Regarding the orientations and solutions to promote the province's socio-economic development in the second quarter and the following months, the Chairman of the Provincial People's Committee affirmed his determination to continue to direct the development of goals and targets in each field according to the registered plan. Strive for the GRDP growth rate for the whole year of 2023 to reach at least 7%.

Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: To do this, we start to operate and make decisions with figures and data. I suggest that all localities, departments and branches look at the results of the first quarter to point out the issues that need to be done. The agricultural sector focuses on some of the things I have mentioned, which is to change the crop structure, do it thoroughly, doing more than planned is fine. Regarding livestock, pay attention to disease prevention. Regarding investment projects in the province, first of all, review all licensed projects, every day, departments, branches and provincial leaders, even some tasks including the Provincial Party Secretary and the Standing Committee work to clear all obstacles for investors with sufficient conditions and potential; and if any investor is not qualified, stop and revoke it; at the same time, continue to support businesses to overcome difficulties to expand production and business. The province continues to promote investment attraction. Focus on tourism development, tourism projects, especially in Quy Nhon. Continue to promote exports, expand the province's export products; review OCOP products for export. Focus on implementing key tasks and especially the 7 action programs of the Provincial Party Committee. Focus on implementing existing investment projects and implementing new projects.

Regarding the investment and finance sector, the Chairman of the Provincial People's Committee directed investors, departments, branches and localities to focus on implementing investment projects that ensure regulations on construction and project quality, resolutely handle weak contractors and construction units; accelerate the disbursement progress of public investment capital and resolutely transfer capital in localities and projects that do not ensure disbursement progress to construction projects with good disbursement progress, especially key projects of the province; continue to implement solutions to collect budget, focusing on collecting land use fees, boldly organizing auctions, bringing land prices to real value to contribute to promoting production development; at the same time, implementing measures to save spending...

Chairman of the Provincial People's Committee Pham Anh Tuan also requested departments and branches to closely follow the key tasks of the sector to implement. In particular, the agricultural sector continues to promote the transformation of crop structure, increase income value per unit area; together with the province, attract and call for investment in agricultural, forestry and fishery processing projects and resolutely implement solutions to combat IUU fishing. The Departments of Industry and Trade, Construction, Planning and Investment and localities coordinate all existing production investment projects to promptly resolve difficulties for businesses. The Department of Information and Communications continues to carry out the province's digital transformation tasks in a methodical, effective and economical manner... The Chairman of the Provincial People's Committee also requested units and localities to continue to focus on environmental protection and solid waste collection, and also criticized some localities for not promptly implementing waste collection according to the plan and resources approved and specifically allocated by the Provincial People's Committee; Strengthen urban order management, restore order and discipline, and combat land encroachment throughout the province.

For 11 districts and cities, the Chairman of the Provincial People's Committee requested to proactively review all detailed data on socio-economic development results in the first quarter, identify causes, problems, and propose appropriate solutions in the second quarter and the following months. At the same time, continue to focus on implementing registered projects, clearing land for construction of projects in the area; research and propose breakthrough project areas for local development. In addition, it is necessary to thoroughly grasp and direct communes, wards, and departments to focus on supporting local people and businesses to develop the economy.

Chairman of the Provincial People's Committee Pham Anh Tuan suggested: Localities focus on resolving stuck projects, especially issues related to site clearance to quickly put projects into production. This is a joint coordination from the district level to departments and branches. Localities focus on proposing large, breakthrough projects for socio-economic development. After the recent training session, localities must direct communes to coordinate in activities, management and support people to get rich, avoiding "laxity". 151 commune and ward authorities have a firm grasp of their duties and comply with the instructions they have been trained and discussed. Commune authorities have implemented good public ethics and complied with regulations.

The Chairman of the Provincial People's Committee also said that in the near future, the Provincial People's Committee will establish two working groups, one of which will be responsible for grasping and removing difficulties for each project and the other will conduct inspections of the public service of civil servants and public employees of the entire provincial government.
