On June 24, the leader of Dong Ha City Police (Quang Tri) announced that he had just issued a decision to administratively fine Mr. HKL (34 years old, residing in Cam Hieu Commune, Cam Lo District, Quang Tri) with a fine of 7.5 million VND and requested Mr. L. to remove the post with violating content.
Specifically, according to information from Dong Ha City Police, on May 25, Mr. HKL went to the headquarters of the Citizen Reception Committee of Quang Tri province and was informed by an officer of the Provincial Citizen Reception Committee that the Provincial People's Committee had issued a document refusing to receive citizens for Mr. HKL.
However, Mr. L. did not agree with the announcement made by the Provincial Citizen Reception Committee and argued loudly, causing a commotion at the headquarters. At this time, Mr. L. used his phone to livestream the incident on his personal Facebook page.
Dong Ha City Police determined that Mr. L. had committed the act of "Collecting, processing and using information of other individuals without consent", as prescribed in Point e, Clause 3, Article 102, Decree 15/2020/ND-CP dated February 3, 2020 of the Government.
During the working process with Dong Ha City Police, Mr. L. admitted his violations and pledged to strictly comply with the provisions of the law.
