On the afternoon of November 7, the National Assembly allowed adjustments to the program of the 8th Session of the 15th National Assembly. It added the screening of a video clip about the North-South high-speed railway project to serve the National Assembly's discussion on this content. On the sidelines of the National Assembly, a number of delegates shared their views on the feasibility and effectiveness of the project's implementation.

In fact, Vietnam has no experience in building high-speed railways and does not have a railway industry, but Vietnam can go faster than previous countries when building high-speed railways on the basis of absorbing technology from other countries. Therefore, it is possible to shorten the time and ensure the proposed progress. However, this is a large project, complex in technology and operation. The investment preparation process must be very thorough. Countries around the world have a long investment preparation time and fast disbursement. In Vietnam, the investment preparation process is fast, but the disbursement is slow. In fact, the disbursement rate in the first 9 months of this year is less than 50%. This can be seen in public investment in general and the transport sector in particular. The project stated that the preparation time of the project is 2 years, but the implementation time needs to be considered. The North-South high-speed railway project also includes 19 special policies for the National Assembly to consider and adopt policies to shorten the time and put the high-speed railway into operation in 2035. However, the preparation time must be reasonable, scientific and close to reality to avoid increasing the total investment. The North-South high-speed railway project will greatly promote the efficiency of the railway, connecting the North and South. With experience in implementing the expressway system in recent years, delegates believe that the Ministry of Transport and related agencies will implement it well when they are well prepared to press the start button.
The North-South high-speed railway project is the project with the largest investment amount ever. In fact, domestic investors will be proactive, as with the 500KV line 3, which was implemented quite quickly. Therefore, whether the North-South high-speed railway project can be implemented or not depends on whether Vietnam can master it or not. Vietnam needs to consider ways to diversify investment resources, not only requiring investment from the State budget. The way to do it is that the State needs to attract domestic corporations and investors to mobilize capital to implement it together. At the same time, create a competitive mechanism to find suitable investors.
