Specifically, the Ho Chi Minh City Police Department has prosecuted Mr. Ho Van Bup, Director of the Traffic Mechanics Practical Skills Center of the Central College of Transport III, for the crimes of "abusing position and power while performing official duties" and "giving bribes";
Prosecuted Mr. Nguyen Van Duong, Deputy Director; Nguyen Ngoc Thuy, Head of Training Department and Ms. Ngo Thi Han Ly, Chief Accountant, Head of Finance - Human Resources Department for the crime of "abusing position and power while performing official duties".
In addition, Ho Chi Minh City Police also prosecuted Tran Ngoc Nhan and Tran Thi Thanh An (both specialists of Inspection Department No. 3 - Ho Chi Minh City Tax Department) for "receiving bribes".
The police prosecuted two other people, Nguyen Thi Ngoc Nga and Nguyen Thi Nghiep, for "illegally buying and selling invoices and documents for state budget payments".
The above decisions and orders have been approved by the Ho Chi Minh City People's Procuracy.
According to initial information, during the process of expanding the investigation of the case related to violations and negatives in the field of vehicle registration, the Ho Chi Minh City Police Department of Investigation discovered many particularly serious negatives in the testing and training of drivers occurring at the Center for Practical Skills of Transport Mechanics under the Central College of Transport III.
Through investigation, it was determined that in order to attract students to study driving, the Board of Directors of the Center, including Mr. Ho Van Bup and Nguyen Van Duong, directed subordinates Nguyen Ngoc Thuy and Ngo Thi Han Ly to implement the policy of cutting down on theory and practice hours; and paid illegal commissions to those who introduced students to study at the center with an amount of more than 7.2 billion VND.
In order to legalize the above violations and at the same time appropriate the amount of gasoline that was not actually spent due to the reduction of practical teaching hours, Mr. Bup and his accomplices bought 451 fake invoices for more than 13.2 billion VND from Phuong Thien Gas Station (belonging to Phuong Thien Trading and Service Private Enterprise).
Notably, in the period 2018 - 2021, the Center had many violations in tax declaration, with an estimated amount to be collected of more than 40 billion VND.
To get the above violations ignored, Mr. Bup directly gave bribes to Tran Ngoc Nhan and Tran Thi Thanh An - specialists of Inspection Department No. 3 - Ho Chi Minh City Tax Department with the amount of 1 billion VND during the tax inspection at the end of 2021.
Based on the investigation, Ho Chi Minh City Police initiated a case and prosecuted the above-mentioned people to expand the investigation.
Up to now, the Ho Chi Minh City Police Department has prosecuted 200 suspects to investigate violations and negative acts in the field of vehicle registration, testing and driver training. Currently, Ho Chi Minh City Police is continuing to expand the investigation of these cases.
