Ensuring safe operation of power transmission system

(QBĐT) - By doing a good job of state management, applying modern technology and investing in reasonable construction, the power transmission system in the province has been operating safely and stably. Thereby, contributing to providing continuous and stable power supply for production and daily life, improving operational efficiency and sustainable development of the province's electricity sector in the future.

The transmission grid system currently operating in the province has 388km of 500kV lines, circuit 1, circuit 2 and circuit 3; 220kV lines have over 275km. Regarding the distribution grid, Quang Binh has 13 110kV transformer stations (TSAs) in operation with a total capacity of 595 MVA. In addition, the province also has a 110kV step-up station of the DOHWA Le Thuy Solar Power Plant with a 110kV line length of over 6km. The total length of 110kV lines in operation converted to a single circuit is 363.8km. Regarding the medium and low voltage grid, there are 2,891 35 (22)/0.4kV TSAs with a total capacity of 801 MVA, over 2,265km of medium voltage lines, and 3,851km of low voltage lines.

Assessing the state management of electricity activities and electricity use in the province, Mr. Nguyen Viet Ha, Deputy Director of the Department of Industry and Trade, said: “In recent times, the department has strengthened solutions to effectively direct and implement the program of economical and efficient energy use, ensuring safe operation of the power transmission system in the province. In addition to focusing on propaganda and dissemination of knowledge and legal regulations on the use of energy-saving equipment for businesses, organizations and individuals to know and implement, the department regularly organizes inspections of high-voltage power grid safety corridors (HLATLĐ) and electricity business organizations that have been granted electricity operation licenses”.

According to Mr. Nguyen Viet Ha, through the inspection of occupational safety and health, it was found that in some localities where power transmission lines pass through, some people have not complied with regulations on electrical safety, construction, covering, planting trees, etc., violating occupational safety and health. The inspection team promptly detected and handled violations. To ensure the safe operation of the power transmission system, the Department has requested local authorities to strengthen the direction of relevant units to regularly disseminate knowledge and legal documents on high-voltage occupational safety and health protection; safe, economical and effective use of electricity; solutions to prevent and fight electrical fires and explosions among the people, contributing to preventing and minimizing electrical accidents and explosions, ensuring safe and continuous power supply, serving the socio-economic development goals of the locality and the people in the area.

To operate power sources and grids safely, reliably and efficiently, Quang Binh Power Company (PC Quang Binh) focuses on important solutions: Strengthening inspection, consolidating and correcting defects to improve the reliability of transmission lines and substations; promoting maintenance according to operating conditions; inspecting and evaluating equipment status to promptly handle and prevent incidents; fully preparing spare materials and equipment to handle incidents when they occur. The Company is also promoting grid development by focusing on investing in upgrading and constructing new works; implementing projects to complete and prevent overloading of medium and low voltage grids in central areas of districts, towns and cities; relocating unsafe power lines; building new communication circuits and adding remote switching equipment to optimize grid operations.

PC Quang Binh Deputy Director Vi The Hao added: “We have applied advanced technology, put the SCADA/DMS control center and smart grid into operation to improve the efficiency and quality of power supply for electricity customers. Currently, 100% of 110kV substations operate in unmanned mode, remotely monitored and controlled. The control center has connected 636 medium-voltage switching devices for remote operation, and put the DMS system and grid automation into operation in Dong Hoi City, part of Quang Ninh, Quang Trach districts and Ba Don town with 21 22kV feeders. This system helps to accurately identify the fault point, quickly restore and transfer electricity, ensuring stable power supply for customers”.

Deputy Director of the Department of Industry and Trade Nguyen Viet Ha emphasized: Currently, with 2 220kV substations and 13 110kV substations, the voltage in Quang Binh area operates stably, fluctuates little, and is always within the allowable voltage range. The power grid system is increasingly being improved, works to prevent overload, reduce power loss, and improve the reliability of power supply will be effective after completion and put into use.

In addition, PC Quang Binh has implemented load management programs to optimize operations and ensure grid safety, such as the power saving program with a power saving output of 30.6 million kWh in 2024, accounting for 2.61% of total commercial electricity. The company has signed load adjustment (DR) agreements with 27 major customers, is ready to participate in DR events upon request and fully report on power supply.

However, in the process of implementing power projects in the province, PC Quang Binh still encounters many difficulties and obstacles related to site clearance and protection of occupational safety and health with many housing projects violating the law, tall trees outside the corridor are at risk of falling onto the power lines, potentially causing unsafety and interruption of power supply. Although it has been invested in and renovated, the rural low-voltage power grid system still has many branches deep in people's gardens, not ensuring safe operation, causing high power loss. To overcome these difficulties and obstacles, it is necessary to have synchronous solutions from all levels, sectors and local authorities in supporting the electricity sector to protect occupational safety and health and handle violations of occupational safety and health so that people are more aware; create conditions and support the electricity sector in site clearance, ensuring the progress of investment projects in construction and development of power sources and grids...
