DNO - On the afternoon of March 27, the Standing Committee of the City Party Committee worked with the Standing Committee of the Hoa Vang District Party Committee on compensation, site clearance and site clearance in the district. Speaking at the meeting, Secretary of the City Party Committee Nguyen Van Quang asked the leaders of Hoa Vang district to report on the implementation of compensation and site clearance work in the district, focusing on current difficulties and problems as well as proposals for solutions.
At the same time, request the Party Executive Committee of the City People's Committee to give opinions on related issues, so that members attending the meeting can discuss and give opinions.
According to Secretary of Hoa Vang District Party Committee To Van Hung, in 2023, Hoa Vang district will carry out site clearance for 72 projects with 8,889 records.
Specifically, according to Decision No. 162/QD-UBND dated January 27, 2023 of the City People's Committee "on the compensation and clearance plan for projects in the city in 2023", 46 projects were implemented, with 7,798 records.
Accordingly, Group I has 20 projects, with 3,926 records, of which 2,197 records will be completed for site clearance in 2023 and 1,729 records in 2024.
Group II has 26 projects, with 3,872 records, of which 3,598 records will be completed in 2023 and 274 records in 2024. In addition, there are 17 projects invested by the District People's Committee with 1,101 records.
As a result, in 2023, site clearance for 16 projects was completed (of which, Group I completed 7 projects; Group II completed 6 projects with 1,281/5,795 records, reaching 22.1%; the group of projects invested by the District People's Committee completed 3 projects with 300/1,010 records, reaching 29.7%)...
Regarding difficulties and problems: Regarding resettlement arrangement, the demand for resettlement land in the district is 11,024 lots, of which the demand for projects being implemented is 3,532 lots and projects preparing to be implemented is 7,492 lots.

In Hoa Vang district, there are currently 57 resettlement areas with a total resettlement land fund of 6,016 lots, of which 2,448 lots have actual land and 3,568 lots do not have actual land.
In addition, the work of arranging resettlement to plots of land with large road cross-sections that already have actual land such as 10.5m, 15m roads... encountered difficulties because households did not agree and requested to move to plots of land with small road cross-sections such as 5.5m, 7.5m roads to ensure that many plots are arranged to facilitate the division of assets among children, or to easily transfer to cover the cost of building houses after clearance.
Along with that, people did not agree with the resettlement plan in resettlement areas in other localities and requested to be relocated in the locality where the clearance was made.
The reason is that the land fund for ongoing projects is unevenly distributed, lacking locally in some areas of Hoa Son, Hoa Nhon, Hoa Khuong, Hoa Bac communes...
Currently, apart from a small number of human resources trained in land management, finance, economics... but not trained in land prices, the People's Committee of Hoa Vang district has absolutely no experience in implementing, appraising and approving specific land prices.
Due to the rapid urbanization in some communes in Hoa Vang district, the demand for urban order and construction order management is very high.
In 2024 alone, the total number of projects the district must implement is 50, of which, according to Decision No. 445/QD-UBND dated March 5, 2023 of the City People's Committee, 33 projects will be implemented, with 7,311 records.
Hoa Vang District Party Secretary To Van Hung suggested that the city study mechanisms and policies to ensure people's rights in compensation and site clearance in accordance with legal regulations.
At the same time, strengthen decentralization and delegation of power to localities in implementing tasks related to site clearance.
On the local side, the role and responsibility of Party committees at all levels, authorities, agencies and units will be enhanced, especially the role of leaders in leading, directing implementation, mobilizing the participation and involvement of the entire political system in the work of compensation and site clearance for projects in the district...
