Retail discounts on gasoline are decreasing.
Continuously over the past few days, many petroleum retail businesses across the country have said that the discount rate - the sales commission that the main businesses and distributors give to petroleum retail businesses - has continuously decreased, ranging from 50 - 200 VND/liter. With this commission rate, after deducting transportation costs, labor, loss, sales management... petroleum retail stores confirm that they are suffering heavy losses.
On the morning of February 1, Petro Times Company announced a discount of 550-600 VND/liter for diesel, but only 50 VND/liter for gasoline, taking goods from warehouses in the northern region. As for Nha Be warehouse (HCMC), this company only announced a discount of 600 VND/liter for diesel, no announcement of the discount level for gasoline.
Two days earlier, many petroleum retailers also reported that the discount on gasoline, taken from the warehouses of distributors, was reported to be 200 - 250 VND/liter, focusing on goods from warehouses in the Hai Phong area. Gasoline warehouses in the Central region such as Phu Yen and Binh Dinh also reported a discount on gasoline of only 100 VND/liter, and higher for oil.
Talking to Thanh Nien , gasoline retail businesses in region 2 (far from ports, far from warehouses...) said that currently, for every liter of gasoline sold, businesses are losing about 700 - 800 VND/liter, due to having to cover transportation costs, store operations, sales costs and employee salaries.
A gas station in District 8, Ho Chi Minh City has been closed for several days.
Why did the gasoline discount suddenly decrease? The owner of a gasoline retail business in Ho Chi Minh City said that the sales department of the gasoline supply company said that because the world price fluctuates unpredictably, one day it decreases, the next day it increases, the imported supply is just enough to supply the system. Moreover, the private wholesale businesses have had their licenses revoked due to violations, the import source will be reassigned by the Ministry of Industry and Trade, so the supply may be limited in the short term.
Previously, the General Department of Customs (Ministry of Finance) requested provincial and municipal customs departments to stop customs procedures for petroleum and raw materials of Hai Ha Waterway Transport Company Limited (Hai Ha Petro) and Xuyen Viet Oil Trading, Transport and Tourism Company Limited. The reason is that the Ministry of Industry and Trade has revoked the certificates of eligibility to act as a petroleum wholesaler of Hai Ha Petro and Xuyen Viet Oil. Therefore, these two companies are not eligible to carry out procedures for import and export, temporary import for re-export, transit, and export processing of petroleum and raw materials for blending.
Hai Ha Petro is one of the petroleum trading hubs whose license was revoked by the Ministry of Industry and Trade due to abusing the Price Stabilization Fund and owing taxes on January 12. This enterprise has a network of agents and petroleum stores in many northern provinces and cities such as Hanoi, Hai Phong, Quang Ninh and Thai Binh. Meanwhile, Xuyen Viet Oil had its license revoked by the Ministry of Industry and Trade since August 2023 due to debt to the Price Stabilization Fund and tax violations. Before its license was revoked, this enterprise held about 40% of the petroleum market share in Ho Chi Minh City and some South Central provinces.
Ministry of Industry and Trade "urgently" directed
Talking to Thanh Nien , some retail businesses said that the situation of "squeezing" discounts and goods supply has not been tightened yet, but the limits in the form of having to notify 1 day in advance, the quantity to take... from distributors show that the supply is not very abundant during this period.
Facing the risk of a possible shortage of goods during Tet, on January 30, the Ministry of Industry and Trade sent an official dispatch stamped "express" to key petroleum producers; key petroleum traders; and petroleum distributors requesting them to ensure supply.
Accordingly, the Ministry requested that petroleum traders strictly implement the Prime Minister's telegrams and the Ministry of Industry and Trade's Directive on solutions to ensure adequate supply of petroleum for production, business and consumption of people and enterprises.
"Petroleum traders and petroleum distributors must absolutely not interrupt the supply of petroleum in the business system," the Ministry of Industry and Trade emphasized, and requested that petroleum producers take the initiative in supplying and stockpiling; and petroleum traders take the initiative in supplying and ensuring adequate supply of petroleum for the domestic market in all situations.
"In all situations, sufficient gasoline must be provided to retail stores in the enterprise's distribution system to maintain regular sales activities," the Ministry of Industry and Trade directed.
Faced with the sharp drop in discounts, the urgent dispatch of the Ministry of Industry and Trade also noted that the parties should "focus on sharing supply sources and profits in the distribution system in a reasonable manner" to ensure that there is no interruption in the supply of gasoline to the market; arrange enough human resources, organize on-call duty or overtime to maintain regular and continuous sales activities for the market, especially before, during and after the Lunar New Year of Giap Thin in 2024.
