(TN&MT) - The Party Committee of the Ministry of Natural Resources and Environment has just issued Plan 744-KH/BCSĐTNMT on the implementation of Resolution No. 29-NQ/TW dated November 17, 2022 of the 13th Party Central Committee (Resolution 29-NQ/TW) and Resolution No. 111/NQ-CP dated July 22, 2024 of the Government promulgating the Government's Action Program to implement Resolution No. 29-NQ/TW dated November 17, 2022 of the 13th Party Central Committee on continuing to promote the country's industrialization and modernization to 2030, with a vision to 2045 (Resolution 111/NQ-CP).
Strive for the environmental performance index (EPI) to reach over 55 by 2030.
The issuance of the Plan by the Party Executive Committee of the Ministry of Natural Resources and Environment to implement Resolution No. 29-NQ/TW and Resolution No. 111/NQ-CP aims to unify leadership, direction, organization, dissemination, drastic and effective implementation, creating a clear change in awareness and actions of cadres, civil servants, public employees and workers in the whole industry.
Along with that, the Plan aims to concretize the Party's viewpoints, guidelines, and orientations, the State's policies and laws in continuing to promote the country's industrialization and modernization; ensuring harmony between economic development and social progress and justice, and environmental protection; strengthening thrift and combating waste; associated with improving the state management capacity of the natural resources and environment sector, effectively implementing the sector's development strategy with the country's industrialization and modernization; clearly identifying the tasks and solutions that need to be focused on implementation.
In particular, the Plan aims to enable units under the Ministry to resolutely and effectively implement the tasks and solutions set out, creating a clear change in the awareness and actions of cadres, civil servants, public employees and workers in advising, developing and organizing the implementation of policies and laws on natural resources and environment, contributing to the good implementation of the objectives of Resolution No. 29-NQ/TW and Resolution No. 111/NQ-CP. Strive to achieve by 2030 the targets on efficient use of resources (land, water, minerals), reuse and recycling of waste equivalent to the leading ASEAN countries; the environmental performance index (EPI) reaches over 55.
6 tasks and solutions
To achieve the set goals, the Plan has set out 6 specific tasks and solutions. In particular, focusing on thoroughly disseminating, propagating, and disseminating to create consensus among the entire sector in developing and implementing the Plan of the Party Committee of the Ministry, Party committees at all levels, Party organizations, agencies, and units under the Ministry of Natural Resources and Environment to thoroughly disseminate, propagate, and disseminate the contents of Resolution No. 29-NQ/TW and Resolution No. 111/NQ-CP to cadres, civil servants, public employees, and workers in order to create a change in awareness, raise thinking, and create high determination in the viewpoints, goals, requirements, and core contents of the industrialization and modernization cause to 2030, with a vision to 2045; ensuring that it is demonstrated by specific actions in implementing regular tasks of agencies and units.
In addition, Party committees, Party organizations, agencies and units under the Ministry of Natural Resources and Environment focus on and effectively implement the work of perfecting institutions and policies to promote the country's industrialization and modernization; Developing science and technology, innovation and high-quality human resources to meet the requirements of industrialization and modernization; Developing economic sectors to promote industrialization and modernization.
At the same time, innovate financial and credit policies to promote industrialization and modernization of the country; Manage and use effectively, economically, and combat waste in resource management, environmental protection, nature conservation and biodiversity, proactively adapt to climate change; strengthen deep and effective international integration while protecting and developing the domestic market.
