Looking back at 5 years of implementing the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress, what experiences have Luc Yen drawn and what tasks and solutions have been identified for the coming time? Standing Deputy Secretary of the District Party Committee Hoang Kim Trong (left photo) will clarify in the following interview with a reporter of Yen Bai Newspaper.

Reporter : Dear Standing Deputy Secretary of the District Party Committee, the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress for the 2020-2025 term set out the goal of "Improving the leadership capacity and fighting strength of the Party". How have the Executive Committee and the Standing Committee of the District Party Committee institutionalized and concretized it to lead and direct the implementation?

Comrade Hoang Kim Trong: The Central Committee's Resolution is a strategic policy and guideline, a "light" to guide the way, as Yen Bai Newspaper mentioned in the previous article. The Provincial Party Committee's Resolution has concretized the Central Committee's Resolution to closely follow the situation and requirements of the tasks. The District Party Committee must concretize and propose very specific tasks and solutions. For example, Resolution No. 26-NQ/HU dated July 26, 2021 of the District Party Committee institutionalizes and concretizes the Resolution of the 19th Provincial Party Congress on improving the leadership capacity and fighting strength of Party committees and organizations, focusing on grassroots Party committees for the period 2021 - 2025, with a vision to 2030; Action Program No. 18 - CTr/HU dated September 18, 2021 of the Standing Committee of the District Party Committee is to concretize the content of Resolution No. 37 - NQ/TU of the Provincial Party Committee on "Improving the leadership capacity and fighting strength of Party committees and organizations, focusing on grassroots Party committees for the period 2021 - 2025, with a vision to 2023". In Action Program No. 18 - Ctr/HU, 25 targets and 11 groups of tasks and solutions have been clearly identified for leadership, direction and implementation...

PV : The grassroots is the place where the Party's Resolutions are put into practice. Leadership capacity is determined by the quality of cadres. Comrade, what new and outstanding results have there been in the 5 years of the 2020 - 2025 term?

Comrade Hoang Kim Trong: Many new results, many positive changes. Starting from the training and education work: The Standing Committee of the District Party Committee sent 864 party members to attend political theory training; 1,988 party members attended political theory training classes, updating new knowledge; 433 party members who are members of the Party Committee, grassroots Party cell members, secretaries, and deputy secretaries were trained in Party building work. Talking about cadre work, a problem that was once very "difficult" was the shortage of cadres.

During the 2020 - 2025 term, the district has transferred 6 cadres from the commune to the district; 15 cadres from the district to the commune; 27 cadres from one commune to another; 4 comrades participating in Project 11-DA/TU of the Provincial Party Committee hold key leadership positions at the commune level. This approach has overcome the shortage of cadres; increased cadres for localities with urgent needs, especially difficult and extremely difficult communes. Thanks to that, the leadership capacity of Party committees and organizations, focusing on grassroots Party committees, has been significantly improved. The comrades have just had a field trip to many grassroots levels, mainly in extremely difficult areas, so there are many proofs.

Regarding lessons and practices in Luc Yen, in my opinion there are 6 valuable experiences.

First, improve the quality of activities of Party committees, Party cells and Party chapters.

Second, strictly implement the policy that the Party Secretary or People's Committee Chairman must not be a local person.

Third, members of the standing committee of the Party Committee and members of the Party Committee must attend meetings with the Party cells under the grassroots Party Committee.

Fourth, it is necessary to strictly implement the principles of Party organization and operation, especially the principles of democratic centralism, collective leadership, individual responsibility; and the principles of self-criticism and criticism.

Fifth, promote the responsible, pioneering and exemplary role of cadres and party members, especially heads of party committees, party organizations and key leaders at all levels. Sixth, it is very important to strengthen inspection and supervision, especially with leaders in areas and fields where violations are likely to occur or where there are "outstanding" signs, in order to promptly correct and rectify them.

PV: From practice, what limitations and shortcomings have been pointed out, comrade?

Comrade Hoang Kim Trong: The Party's Resolutions are highly general and have a wide scope; the goals and tasks include immediate and strategic tasks. Therefore, the concretization into goals and tasks for leadership, direction, organization and implementation depends more or less on the capacity of the collective and cadres. Furthermore, there are places and times when cadres and party members are not strictly managed; there are also places and times when many contents are integrated into one conference; including important contents. That is, there needs to be more specialized and thematic conferences to be in-depth, to update and directly answer the contents that cadres and party members, especially in the grassroots Party Committees, are interested in; and even "stuck" with.

Reporter: Dear comrade! The two-level model from Party agencies, local authorities and organizations will be implemented very urgently and quickly according to the Central's policy and the Provincial Party Committee's direction. So, what impact does the current context and situation have on Party building work?

Comrade Hoang Kim Trong: The Party's policies, the Politburo's conclusions and the Provincial Party Committee's directions are highly agreed upon by cadres and people. In fact, in this or that department; in this or that place, there may be "moods", not many but understandable. Through grasping public opinion, the situation; meeting cadres, party members and people, we deeply understand and appreciate the two ideas.

Firstly, General Secretary To Lam said: "This is not simply an adjustment of administrative boundaries but also an issue of adjusting economic space; adjusting the division of labor, decentralization, adjusting the allocation and combination of economic resources".

Second, Provincial Party Secretary Tran Huy Tuan emphasized: "The purpose is nothing other than for the benefit of the nation, country, people, and homeland". Up to this point, the Standing Committee, District Party Committee; Party committees at all levels, Party organizations, authorities, and unions in the Party Committee have done a good job of dissemination and propaganda; the mentality of cadres, party members, civil servants, public employees, and workers are all ready!

PV: What is the core content that Party committees and organizations at all levels focus on leading to improve capacity and fighting strength, focusing on grassroots committees, comrade?

Comrade Hoang Kim Trong: Party congresses at all levels will take place in accordance with the direction of the Central Committee and the Provincial Party Committee. Five tasks have been identified by the Standing Committee and the Party Executive Committee; in which, special emphasis is placed on further strengthening the leadership and direction of Party committees at all levels in studying, thoroughly grasping and propagating the Party's directives and resolutions; improving the quality of the reporting team; strongly promoting the role of the Fatherland Front Committees at all levels and socio-political organizations; doing well in political and ideological work, creating high consensus in society, especially among cadres and Party members in implementing the Politburo's conclusions on streamlining the Party and State apparatus and implementing the two-level model of Party organization, government and local mass organizations. With Luc Yen, when the Provincial Party Committee directs, it is carried out immediately.

PV : The last question is still about the Party's personnel work. How should the leadership pay attention to the "key" part of the "key" task in the coming time, comrade?

Comrade Hoang Kim Trong: There are many contents, tasks and solutions. In summary, I would like to emphasize two points. One is to be proactive, review and do better in the work of evaluating cadres. Two is to strictly implement the policy that the Party Secretary or Chairman of the People's Committee at the commune level must not be a local person. These two tasks are closely linked to the personnel work for the grassroots Party Congress for the 2025-2030 term, and the election of National Assembly deputies and People's Councils at all levels for the 2026-2031 term.
