Yen Bai - With the aim of stabilizing food security and ensuring agricultural production plans, right after the Lunar New Year, based on the 2024-2025 winter-spring crop planting plan, the People's Committee of Mu Cang Chai district directed specialized departments and offices to urge communes and towns to urgently mobilize farmers to actively go to the fields, striving to complete the planting of the entire spring rice area within the best time frame.

This spring crop, Lao Chai commune strives to cultivate 320 hectares of rice, with 80% of the area being hybrid rice, the rest being other local rice varieties, striving for a yield of 53 quintals/ha. Determining that this is the main crop with the highest yield, immediately after receiving the plan from the District People's Committee, Lao Chai commune has reorganized the Steering Committee for the 2024-2025 winter-spring crop production, developed a detailed production plan, and allocated specific targets to each household. The commune assigned each comrade in the Party Committee to be in charge of villages and hamlets to direct Party cells to propagate and mobilize Party members to set an example first; assigned each cadre and Party member to be in charge of 5-10 households or more to urge people to implement.

Mr. Giang A Lu - Chairman of Lao Chai Commune People's Committee said: "Before Tet, the commune directed professional staff to guide people to plow, harrow, prepare the land, clear the flow to ensure enough irrigation water, develop a concentrated soaking plan in each village to ensure the highest survival rate of seedlings; directed agricultural and forestry staff to coordinate with the District Agricultural Development Support and Service Center to guide people on sowing techniques, use of fertilizers and pesticides for the best rice growth".

Nam Co commune is assessed to have a fairly good wet rice production movement, and is also the locality with the largest spring rice planting area in the district with 330 hectares. After the end of the 2024 crop, the commune will summarize experiences and discuss the 2025 spring crop production plan. The commune also holds meetings to assign specific tasks for members to monitor and take charge of villages and hamlets, with the task of urging and directing people from land preparation to seed selection and seedling incubation to ensure the best sowing and planting time.

Chairman of Nam Co Commune People's Committee To Van Hoc said: "The time for sowing and transplanting rice is concentrated after Tet. Therefore, the commune directs professional staff to stay close to the grassroots, mobilizing people to ensure adequate conditions for fertilizers, pesticides, and reserve rice seeds so that after Tet they can start planting immediately. The commune is determined not to let people plant earlier or later than the crop schedule and ensure that the entire rice area after planting has enough water for irrigation."

In the 2025 spring crop, Mu Cang Chai district strives to plant 1,671 hectares of rice, with 80% of the area being hybrid rice and the rest being pure rice. The average yield is expected to reach over 5.2 tons/ha. Planting time is from February 6 to 14, 2025.

To ensure successful winter-spring crop production, the District People's Committee directed the agricultural sector to coordinate with the People's Committees of communes to organize conferences to deploy production right at the grassroots level; each commune established a steering committee for winter-spring rice production 2024 - 2025 to inspect, urge and assign specific tasks to each member, closely follow the assigned area to urge and guide people to produce in accordance with the area, correct techniques and crop schedule. The District directed the Department of Agriculture and Rural Development to provide general technical guidance and direction throughout the implementation process, check the quality of seeds, fertilizers, and pesticides; the Center for Agricultural Development Support and Services coordinated with localities to guide people to actively apply technical advances in production and ensure the correct crop schedule.

Mr. Sung A Chua - Vice Chairman of Mu Cang Chai District People's Committee said: "After the end of the summer-autumn crop, the district directed localities to mobilize farmers to immediately start consolidating the banks of the fields, promoting mechanization in the land preparation stage; conducting field sanitation, using organic fertilizers and manure to supplement nutrients for the soil. The technical instructions and the time for soaking and incubating seedlings were also specifically and specifically disseminated by the district to the agricultural sector for each rice variety to the people. The district directed localities to thoroughly grasp the spirit of concentrating on production, seriously implementing the set plan; at the same time, requiring localities to closely work with the grassroots, urging the people every day, every hour; developing a backup seed plan to support farmers in case the planted rice dies due to severe cold. If any locality is too busy enjoying the spring and does not direct the people to complete the spring rice planting plan, the Party Secretary and the Chairman of the People's Committee of the localities will directly That is responsible to the Chairman of the District People's Committee".

Along with directing farmers to produce winter-spring crops according to the planting schedule and detailed plan, the district also closely directs the work of preventing and combating cold for spring rice to proactively prevent damage caused by weather effects, aiming to ensure all three aspects: area, productivity and output.
