CTTĐT - On the afternoon of February 21, Minister of Industry and Trade Nguyen Hong Dien chaired an online conference to assess the implementation of the Lao Cai - Vinh Yen 500kV Transmission Line Project.

The 500kV Lao Cai - Vinh Yen transmission line project has a length of about 228.92km. With a total investment of about 7,411 billion VND, the starting point is the 500kV Lao Cai transformer station, the end point is the 500kV Vinh Yen transformer station, with a length of about 229.5km passing through 04 provinces and 12 districts (Lao Cai: 02 districts; Yen Bai: 02 districts; Phu Tho: 03 districts; Vinh Phuc: 05 districts), a total of 468 pole foundation locations (Lao Cai: 100 locations; Yen Bai: 173 locations; Phu Tho: 94 locations; Vinh Phuc: 101 locations), the total land area occupied by pole foundations is 63.03ha, affecting 2,189 households, of which 248 households must be resettled. The project was assigned by EVN to the Power Project Management Board 1 (EVNPMB1) to manage the project.

Currently, the project is facing some difficulties in site clearance; the process of assigning ownership and counting corridors is facing problems at some columns; the districts have not completed the work of establishing, appraising and approving specific land prices, so they cannot apply prices and approve compensation and resettlement support plans as a basis for paying people to hand over the site to the Project...

Speaking at the Conference, Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc said: In the past time, accompanying the Investor in the process of project implementation, Yen Bai province has promptly issued all legal documents for implementation in site clearance (GPMB), proactively supported the Investor in adjusting, fine-tuning the route, and converting the purpose of forest use; established a Working Group to implement the investment in the 500kV Lao Cai - Vinh Yen transmission line project; directed the People's Committees of districts and communes to establish Steering Committees and Working Groups to remove difficulties and obstacles in compensation and GPMB work, ensuring early handover of the site for the Investor to implement the project, meeting the project implementation schedule in accordance with the direction of the Prime Minister and the State Steering Committee for important national programs, works, and projects, key to the energy sector.

The route passing through Yen Bai province is about 90 km long, with 173 column foundations, the land acquisition area is 24.31 ha, of which Luc Yen district is 39.55 km long, including 82 column foundation locations, 10.97 ha of land acquisition, the route passes through 10 communes, with 25 households to be resettled and Yen Binh district is 50.51 km long, with 91 column foundations, land acquisition is 13.34 ha, the route passes through 12 communes and 01 town, with 34 households expected to be resettled.

Up to now, the land acquisition map has been appraised and confirmed for 10/10 communes in Luc Yen district, corresponding to 82/82 electric pole foot locations; Appraised and confirmed for 10/13 communes in Yen Binh district, corresponding to 63/91 electric pole foot locations.

The inventory has been completed at 166/173 locations, of which: Luc Yen District has completed the inventory of 82/82 pole foot locations in 10 communes; Yen Binh District has completed the inventory of 84/91 pole foot locations in 13 communes and towns; 07 locations have problems with land administration and 06 pole foot locations have expanded area (due to design changes), expected to be completed before February 28, 2025.

The work of measuring houses, structures, and land in the corridor at the site reached 60/68 households. Measuring the boundaries of landowners and determining the type of land in the corridor reached 79/173 column spaces. The District Land Acquisition Council is preparing a compensation, support, and resettlement plan (provisional) as a basis for the investor to transfer money to the Land Acquisition Council to organize the advance payment to households.

However, during the implementation process, there were still some difficulties and problems due to the fact that the land acquisition map measurement records provided by the investor still had many errors between the map and the current status at some column locations in Yen Binh district; The handover of the land acquisition map was approved by the competent authority slowly, thus encountering many difficulties in the inventory of land and assets on the acquired land in Luc Yen district.

The province has directed the People's Committees of Luc Yen and Yen Binh districts to continue to speed up the progress of making and approving compensation, support, resettlement and payment plans for people, striving to complete the handover of land and column foundation positions in February 2025.

At the same time, a decision was issued on changing the purpose of forest use to another purpose to implement the Project; however, forest owners must complete the steps of selecting a consulting unit to develop a plan for exploitation and utilization; the consulting unit must investigate and inventory to develop a plan for exploitation and utilization; forest owners must submit for appraisal and approval in accordance with regulations, so in terms of time for approving the exploitation and utilization plan before February 25, 2025, it does not comply with current regulations; the Provincial People's Committee directed the People's Committee of Luc Yen district to guide and support investors to urgently edit and complete the dossier as a basis for approving the location of the dumping site before March 10, 2025...

Vice Chairman of the Provincial People's Committee Ngo Hanh Phuc also requested Vietnam Electricity Group to direct relevant units to continue to closely coordinate with Yen Bai province, departments, branches and localities of the province where the 500kV line passes through to carry out compensation, support and resettlement work quickly and in accordance with current legal regulations; The investor urgently directs the consulting unit to complete the cadastral map of land recovery for the column foundation and corridor and submit it to the competent authority for approval so that the Compensation and Resettlement Support Council of the districts can carry out the next steps.

At the Conference, representatives of Lao Cai, Vinh Phuc and Phu Tho provinces also discussed and pointed out some difficulties and problems in the project implementation process.

Concluding the Conference, Minister of Industry and Trade Nguyen Hong Dien evaluated the direction of project implementation in the provinces. At the same time, he emphasized: To ensure the successful completion of the project, it requires political determination, the support of authorities at all levels, and the support of the people. He suggested that the provinces continue to mobilize the entire political system to direct the implementation and organize site clearance and support investors in project implementation. Strengthen communication work so that people in the areas where the project passes through agree and support the project; urgently consider and simultaneously implement related tasks such as approving compensation plans, supporting resettlement and paying people to hand over the foundation and column sites to investors in February 2025 and completing the handover of the route corridor; direct forest owners to promptly develop plans for exploitation and collection of forest products to submit to competent authorities for approval; Carry out counting, cutting down, and gathering trees to a centralized location to create a construction site within the management scope of the organizations.

Request the People's Committees of Yen Bai, Phu Tho and Vinh Phuc provinces to direct the People's Committees of districts to issue documents approving the location of the dumping site before March 10, 2025.

For Vietnam Electricity Group, it is necessary to urgently and resolutely work with localities to complete documents and procedures related to compensation and site clearance and organize payment to people; continue to mobilize people to hand over the site as soon as possible; promptly select contractors to carry out construction as soon as the site is available. Prepare conditions, materials, equipment, means and human resources... to carry out construction simultaneously on the entire route, ensuring the set progress...
