On October 7, Israeli National Security Minister Itamar Ben-Gvir declared a nationwide state of emergency after Hamas' attack on the Gaza Strip killed 40 Israelis and injured about 800.

Minister Ben-Gvir also ordered the mobilization of all volunteer police officers and requested that all security forces be fully armed. Israel had previously declared a state of war after Hamas militants suddenly fired rockets and infiltrated many places in Israel that morning. Statistics show that more than 5,000 rockets have been launched into Israeli territory.
Meanwhile, health officials in the Gaza Strip said that Israeli retaliatory airstrikes killed 198 Palestinians and injured 1,610.
World public opinion condemned the attack and called for restraint. The United Nations Special Envoy for the Middle East Tor Wennesland called the situation “on the brink of danger”, calling on all parties to protect civilians. Malta has requested a closed-door meeting of the United Nations Security Council on the developments in Israel.
On the same day, the Vietnamese Embassy in Israel issued a notice recommending measures to ensure security and safety for the Vietnamese community in the area; at the same time, providing a hotline to support and protect citizens in emergency cases.
