Speaking with VietNamNet on the afternoon of June 24, Associate Professor Dr. To Van Hoa, Vice Principal of Hanoi Law University, Chairman of the Council for evaluating the doctoral thesis of graduate student Vuong Tan Viet (Venerable Thich Chan Quang) said: The entire training process and recognition of doctoral degrees were carried out seriously and fully by the evaluation council in accordance with the regulations of the Ministry of Education and Training.
Regulations of the Ministry of Education and Training clearly state that those eligible to study for a doctorate include those who have graduated with a master's degree or have graduated with honors or higher from a university in a suitable field of study.
“According to the regulations, people with a bachelor's degree with honors in the right field of study can study directly for a doctorate. However, that does not mean that knowledge of the master's program is ignored, but that knowledge must still be integrated into the doctoral study process. Regarding the specific details of Mr. Thich Chan Quang's case, the school's leaders are having the professional units review the records and report in detail the steps based on the regulations of the Ministry of Education and Training, the school's regulations on enrollment and training for doctoral degrees, time, and timing...”, Mr. Hoa said.
In the case of Venerable Thich Chan Quang, Mr. Hoa said, he is qualified to study directly for a doctorate. During the course of study, the doctoral student must also integrate all the knowledge of the corresponding master's program.
Specifically, when studying for a doctorate in Constitutional and Administrative Law, Venerable Thich Chan Quang had to complete the full master's program in the field.
"The only thing is, this person is not doing a master's thesis but a doctoral thesis," said Mr. Hoa.
According to Mr. Hoa, the Ministry of Education and Training also has regulations on the maximum time to complete a doctoral program and allows students to complete it ahead of schedule if they meet the requirements. Mr. Thich Chan Quang completed his doctoral program ahead of schedule and defended his thesis in December 2021.
A representative of Hanoi Law University also said that in the teaching process in general and doctoral training in particular, the school has many students and postgraduates who are religious activists.
