On the morning of December 10, in Gia Binh district ( Bac Ninh province), Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Gia Binh airport construction project - an airport serving the training and combat readiness missions of the Vietnam People's Public Security Air Force.
General Luong Tam Quang, Politburo member and Minister of Public Security , chaired the ceremony. Also attending were members of the Party Central Committee: Minister of Planning and Investment Nguyen Chi Dung, Minister of Finance Nguyen Van Thang, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan; leaders of ministries, departments, branches, central agencies and Bac Ninh province.
Previously, the Prime Minister issued Decision No. 98/QD-TTg, dated September 17, 2024, approving the investment policy for the Gia Binh airport construction project. In particular, phase 1 will build a specialized airport with a 1,500 m runway and a land use scale of about 125 hectares in Xuan Lai commune and Gia Binh town; expected to be completed on the occasion of the 14th National Party Congress.
With the goal of building a multi-purpose, dual-use airport with specialized airport functions equivalent to level 4E, Gia Binh airport is a national key project, playing a particularly important role in the system of national defense and security projects.
The airport will serve the training and combat readiness missions of the People's Public Security Air Force, reserve for flight operations of the Air Defense - Air Force Service (Ministry of National Defense), reserve for airports and airfields in the region in case of emergency; orient to ensure the operation of special flights serving Party and State leaders, international politicians on large fixed-wing aircraft; and transport goods and passengers when required and qualified.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh stated that we are accelerating the implementation of three strategic breakthroughs in institutions, infrastructure and human resources, including transport infrastructure with five modes, including air transport. The development of aviation economy and the exploitation of space are among the new development drivers, contributing to promoting new productive forces, serving the development of the country in the new period.
Currently, the whole country is building an airport system in all three regions of the North, Central and South, which, in addition to economic significance, also contributes to ensuring national defense and security, with dual-use airports (both for civil use and serving national defense and security).
The Prime Minister stated that the major policy of the Party and State is to build a solid national defense posture, a people's security posture, and a solid people's hearts posture. Resolution No. 12-NQ/TW dated March 16, 2022 of the 13th Politburo determined to build a truly clean, strong, disciplined, elite, and modern people's police force to meet the requirements and tasks in the new situation. Modern works, means, and equipment will contribute to building a truly clean, strong, disciplined, elite, and modern people's police force, and when necessary, it can be used and coordinated well with the forces of the people's army.
With the attention of General To Lam since he was the Minister of Public Security and in his current position as General Secretary of the Party Central Committee, the agencies have urgently submitted to competent authorities and carried out procedures according to regulations to implement the Gia Binh airport project.
On behalf of the Government leaders, the Prime Minister highly appreciated the Ministry of Public Security and relevant ministries and branches for their close coordination and rapid implementation of preparations for investment in construction of the project, the Ministry of Planning and Investment and the Ministry of Finance for promptly allocating capital; welcomed Bac Ninh province for carrying out site clearance and handover in a short time; thanked the people of Bac Ninh province for their unanimity and support in the work of relocation and site clearance to serve the project implementation.
In the coming time, the Prime Minister requested the Ministry of Public Security and relevant agencies to quickly deploy phase 1 of the Gia Binh airport project, and immediately complete documents and procedures to implement phase 2.
The Prime Minister requested the Ministry of Public Security to implement the project with the "3 best" requirements: fastest time, best quality and cheapest price, thereby replicating the implementation method with other works and projects.
According to the Prime Minister, implementing these "3 most" will contribute to preventing negativity and waste, quickly putting the project into operation and use, and affirming the spirit of "saying is doing, doing what is done, finishing what is done".
The Prime Minister also requested Bac Ninh province and the Ministry of Transport to study and deploy the connecting road between Gia Binh airport and Hanoi capital with the "3 best" requirements: Shortest, most modern, most beautiful and 80-100 m wide; the part in Hanoi will be assigned to Hanoi. The Prime Minister requested Bac Ninh to discuss and agree with the Ministry of Transport to deploy quickly, no later than June 2025, there must be a plan for this route.
The Prime Minister assigned the Ministry of Transport, the Ministry of Public Security, and Bac Ninh province to immediately carry out the pre-feasibility study for phase 2 of the project. The Ministry of National Defense will coordinate with the Ministry of Public Security to deploy dual-use projects. The head of the Government also said that this area needs to develop an airport ecosystem, including a high-tech industrial ecosystem.

The Prime Minister requested the contractor to focus on implementing the project with efforts to set a new record, ensuring progress and quality, not exceeding budget, not allowing negativity or corruption to occur, ensuring safety, hygiene and environment.
The Prime Minister requested Xuan Lai commune, Gia Binh district, Bac Ninh province to continue to pay attention to and take care of the stable accommodation, living conditions, and social welfare of households that have handed over land and sites to implement the project, ensuring that the new accommodation for people and the new learning place for students are better than the old ones.
The Prime Minister believes that ministries, branches, agencies and localities will complete well the assigned tasks according to their functions, tasks and powers. If mechanisms, policies and conditions are needed, the agencies will report to the Government and the Prime Minister; strive to complete the project within 18 months and make more efforts to complete the project before December 31, 2025.
