Building Dong Thap into a model province of ecological agriculture and modern countryside

Dong Thap province is the "land of lotus".

The announcement stated: Dong Thap has a strategic location, a key area for food production; is an economic exchange center, an eco-tourism center of the Mekong Delta and the whole country; is the "lotus land" of the West; famous for many relics and scenic spots with unique and distinct features.

Over the past years, the Party Committee, government, army and people of Dong Thap province have been highly determined, made great efforts, effectively implemented solutions to restore and develop the socio-economy and achieved important results. In 2022, the total product in the area (GRDP) reached 8.62% (ranked 5th/13 provinces and cities in the Mekong Delta); average income per capita reached 62.1 million VND. The province has restructured agriculture and achieved high results, building effective industry chains (ranked third in the country in OCOP products with 357 products); the rate of communes meeting new rural standards accounts for 94.78% of the total number of communes. The investment and business environment has been improved (for 15 consecutive years, the province has been in the group of 5 provinces and cities with the best management quality in the country in terms of provincial competitiveness index). In the first 6 months of 2023, despite general difficulties, industrial production still increased by 6.96%; agricultural, forestry and fishery production increased by 3.94%; total retail sales of goods and services increased by 13.14%; tourism attracted 2.5 million visitors, up 8.99%, and agricultural tourism was promoted. Urban areas developed in a civilized and modern direction but still retained the characteristics of the river region.

However, the province's socio-economic situation still has some difficulties, shortcomings and limitations that need to be overcome, such as: Development is not commensurate with potential; potentials, advantages and many positive assessment indicators are at a high level but have not been converted into resources; investment capital mobilization has not met actual requirements (mobilization of total social investment capital in the first 6 months of 2023 is only equal to 20.67% of GRDP). Industrial production, trade and services have recovered but the speed is still slow. Riverbank erosion, environmental pollution and canals pose many challenges.

To overcome the above limitations, the Prime Minister has given a number of directions, tasks and solutions for Dong Thap province in the coming time.

Developing Dong Thap in a balanced, comprehensive and sustainable manner

Specifically, Dong Thap province must continue to thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the Resolutions of the Central Party Committee, the National Assembly, the Government; and the Resolution of the 11th Provincial Party Congress. Promote the spirit of solidarity, self-reliance, self-improvement, and rise from human resources, cultural traditions, and homeland history; identify internal resources as fundamental, strategic, long-term, and decisive; external resources as important and breakthrough. Stick closely to reality, respect reality, and implement work with focus and key points.

Innovate thinking, awareness, methods, and approaches to solve practical problems and organize the implementation of socio-economic development tasks, overcome shortcomings and limitations, overcome difficulties and challenges, and develop Dong Thap in a balanced, comprehensive, and sustainable manner. Effectively implement the economic development strategy based on the following pillars: Agricultural economy is the driving force; agricultural processing industry, construction materials, renewable energy, and supporting industries are the breakthroughs.

Dong Thap is researching and establishing a master plan to "build Dong Thap into a pioneering and model province in ecological agriculture, modern countryside, and civilized farmers" based on the foundation of science and technology, innovation, and the heroic revolutionary history of Dong Thap; focusing on digital transformation, green transformation, sharing economy, circular economy, especially in the agricultural sector, striving to become a model for the whole country.

The Prime Minister requested the Province to urgently complete the Provincial Planning for the period 2021 - 2030, with a vision to 2050 in October 2023, with innovative thinking, strategic vision, promoting distinct potential, outstanding opportunities, competitive advantages, creating new momentum and development space; organize the announcement and publicization of the planning so that people can monitor the implementation of the planning.

Developing high-tech processing industry; renewable energy. Developing a synchronous and effective transport network, infrastructure of industrial parks, border economic zones (highways, connecting roads, rural roads, bridges for people). Planning and constructing inland waterway ports, inland waterway traffic. Strengthening the management and protection of resources (water resources, special-use forests and biodiversity); protecting the environment, especially canals and ditches. Having effective scenarios and solutions to adapt to climate change and the exploitation and use of water resources of the Mekong River and transboundary water resources by upstream countries; handling subsidence, landslides and flooding must be associated with planning and arranging residential areas, especially flood-proof residential areas.

Shifting thinking from agricultural production to agricultural economic thinking

The province must strongly transform its thinking from agricultural production to agricultural economic thinking, participate in the global supply chain effectively; diversify products, improve competitiveness, actively integrate and cooperate sustainably with partners. Develop sustainable organic agriculture; apply high-tech aquaculture associated with processing industry to increase product value; form key industry chains associated with brand building, ensure stable raw material areas, and increase production of OCOP products.

At the same time, develop tourism associated with historical traditions, cultural identity, suitable for natural conditions, typical and specific tourism products (agricultural eco-tourism associated with OCOP products, lotus products, etc.). Preserve and promote cultural, historical and traditional values. Implement well policies for people with meritorious services, social protection objects, ensure social security, reduce poverty.

Continue to promote administrative procedure reform, improve the business investment environment, enhance competitiveness, focus on improving PAPI, PAR INDEX and SIPAS indexes; accompany businesses, support business development, innovative startup ecosystem, strongly develop the private economy; organize investment promotion conferences with a number of potential countries. Diversify resources, take public investment to lead private investment, promote public-private partnership methods; strictly manage and use investment capital effectively.

Building an administrative agency with high solidarity, unity, integrity, and democracy, improving effectiveness and efficiency, ensuring publicity, transparency, and accountability, taking people and businesses as the center of service.
