On the afternoon of December 12, Politburo member, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai - Head of the Steering Committee for the implementation of the Ring Road 4 Project - Capital Region chaired a meeting to listen to reports, review progress, implementation status, difficulties and obstacles in the implementation process and solutions to speed up the project's progress.
Co-chairing the conference were Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh; Member of the Party Central Committee, Secretary of the Hung Yen Provincial Party Committee Nguyen Huu Nghia.

Land recovery rate reached 98.44%
The report at the conference showed that, in Hanoi, 786.2/798.65ha of land has been approved and recovered (98.44%), with the remaining 12.45ha not yet completed, including 2.93ha of agricultural land and 9.52ha of residential land. Additional land has been recovered for 5.73/9.96ha and 34/36 high-voltage pole foundation locations; 10,281/10,347 graves have been moved (99.36%). Currently, 776.82/786.2ha of land has been received, equivalent to 48.35km/52.73km (91.7%).
In addition, the city has basically completed resettlement areas and arranged resettlement for 337/818 households. Districts have basically completed the approval of land prices for departure and arrival (except Dan Phuong district). The City People's Committee has assigned the Department of Natural Resources and Environment to study and resolve problems related to implementation procedures, resettlement land allocation limits, and land prices for departure and arrival. The expected progress is to strive to complete site clearance and handover before December 31, 2024 (some difficult cases will be completed before Tet).
Regarding the relocation of technical infrastructure (medium and low voltage electricity, information systems, water supply, etc.), the progress is expected to be completed in the first quarter of 2025. Regarding the relocation of high voltage electricity, the Project Management Board has completed 4/16 intersections and received the handover of 37/39 pole foundation locations; completed 33/39 high voltage pole foundation locations; manufactured all single-body poles and imported glass insulating materials. The progress is expected to be completed in the first quarter of 2025.
Regarding the adjustment of Component Project 1.1, the Department of Transport has submitted to the City People's Committee to adjust the implementation time to the end of the second quarter of 2025 (complete site clearance and relocation of technical infrastructure works in the first quarter of 2025).
For construction component projects: Regarding component project 2.1, after about 17 months since the commencement date, 4 construction packages have been simultaneously deployed by contractors on a route length of 48.35km with 32 construction points (23 road points, 9 bridge points). The project is expected to be completed in the fourth quarter of 2025.
For Component Project 3: Regarding the Public Investment Sub-project in the PPP project, the Project Management Board has carried out the survey, technical design and construction estimate from February to May 2024. By August 2024, the Vietnam Expressway Administration - the specialized construction agency, had appraised the implementation design after the basic design.
Regarding the adjustment of total investment of component projects, the total investment of all 7 component projects is expected to be adjusted down by about VND 2,345 billion compared to the preliminary total investment in Resolution No. 56/2022/QH15.
Regarding the supply of raw materials: for the source of sand for filling of Component Project 2.1, up to now, the source of sand for filling is provided from commercial sources and sources exploited under special mechanisms (Chu Phan mine, Thach Da 1) is about more than 2.1 million m3 (about 85% of the volume), the supply of sand for filling basically meets the remaining demand.
Regarding the source of earth filling materials, the volume of earth filling that has been gathered and constructed to date is approximately 0.765 million m3 (about 65% of the volume), the remaining volume of earth has been requested by the Hanoi People's Committee to the Hoa Binh Provincial People's Committee to be provided from material mines with surplus earth. Regarding the source of crushed stone aggregate materials, it is provided from commercial mines in neighboring provinces to meet the demand according to the project implementation progress.
Regarding the capital plan allocated to Hanoi City to date, it is 14,385,696 billion VND; 10,330,196 billion VND has been disbursed (reaching 71.81%), of which 1,550,929/3,720,89 billion VND has been disbursed in 2024 (reaching 41.68%).
Basically completed site clearance work
In Hung Yen province, localities have basically completed the site clearance of agricultural land, public land, and enterprise land; recovered land and handed over 215/225.9 hectares (18.3/19.3km), reaching 95.1%; relocated 4,193/4,207 graves, reaching 99.5%; completed 7/11 resettlement areas, are implementing 4/11 resettlement areas and the construction volume has reached over 90%. It is expected to strive to complete all resettlement areas and hand over to households before December 15, 2024; completed 7/7 areas of cemetery renovation and expansion.
Regarding the relocation of technical infrastructure, the relocation of 110kV, 220kV, 500kV power systems is currently organizing the construction of 29/33 column foundations (13 locations are organizing the erection of steel columns). It is expected that at the same time as Hanoi and Bac Ninh, power outages and connections will be organized at the same time in January 2025. The relocation of medium-voltage, low-voltage power systems and other technical infrastructure works is undergoing design approval, and the contractor selection is expected to be completed in December 2024.
Regarding component project 2.2, 8 construction teams have been organized. Construction output is about 350.1/1,253 billion (reaching 28% of contract value and 97.11% compared to approved progress). Regarding the capital plan, up to now it is 5,244.46 billion VND and has disbursed 2,973 billion VND (reaching 56.69%). Of which, the capital plan for 2024 is 2,075.5 billion VND and has disbursed 694 billion VND (reaching 33.44% of the capital plan for 2024).
In Bac Ninh province, the plan has been approved and 363.84/374 ha (34.3/35.3km2) of land has been recovered, reaching 97.28%; grave relocation has been basically completed; 2/11 resettlement areas have been completed and 9/11 resettlement areas are being implemented. The plan is to basically complete and organize resettlement in the first quarter of 2025.
Regarding the relocation of technical infrastructure, the relocation of medium and low voltage power systems and technical infrastructure is expected to be implemented and returned from November 2024. For the relocation of 110kV, 220kV and 500kV high voltage power systems, the total number of pole positions is 37 poles (including 24 main poles and 13 temporary poles). Construction of 18/32 pole foundation positions with handed over sites has been completed. To date, the construction output has reached 55/300.68 billion VND, equivalent to 18.33%.
Regarding Component Project 2.3, 3/3 packages have been started, 28 construction teams have been arranged. The construction output of the 3 packages is about 311.6/2,299 billion VND, reaching 13.6% of the planned value. The capital plan to date is 3,669.63 billion VND and 2,237.2 billion VND has been disbursed (reaching 60.97%). Of which, the capital plan for 2024 is 1,626.63 billion VND and 679.84 billion VND has been disbursed (reaching 41.79% of the capital plan for 2024).
Discussing at the conference, representatives of agencies and units of the 3 provinces and cities clarified the remaining difficulties and problems, including capital issues, relocation of technical infrastructure, relocation of graves... Notably, the implementation of component project 3 under the form of public-private partnership (PPP) investment is still very difficult.
According to Standing Committee member of the City Party Committee, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan, the Component 3 project will need about 30 months of construction; while if the investor is selected in the first quarter of 2025, construction can begin in the second quarter of 2025.
Make the most of policies to ensure the best benefits for the people.
Speaking at the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh requested that the project implementation must be uniform and consensual with the spirit of applying what is beneficial to the people. In addition, in the context of the law being amended, localities need to apply the provisions of the law in a manner appropriate to the actual situation in the locality for implementation.
Concluding the conference, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, Head of the Steering Committee, highly appreciated the determination and high-level efforts of the Party Committees at all levels, the political system and the support of the people of Hanoi and the provinces of Hung Yen and Bac Ninh. Thanks to that, up to now, all three provinces and cities have completed a huge amount of work, including very difficult tasks in site clearance, and at the same time made progress in implementing the construction of parallel roads according to plan. Difficulties and obstacles related to soil and sand filling materials have been basically resolved by Hanoi and Hung Yen, with some difficulties remaining in Bac Ninh.
The Secretary of the Hanoi Party Committee praised the electricity sector for actively participating in removing difficulties and working with localities to relocate power projects.
Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that the Steering Committee agreed that this is a large project, so not only are there current difficulties, but there will certainly be new difficulties and problems arising during the implementation process. Therefore, localities, agencies and units in all three provinces and cities must uphold their sense of responsibility, compete with each other, learn from each other's experiences, focus on discussing solutions, proactively remove difficulties and problems; it is necessary to promptly report and propose to the Steering Committee for resolution.
Secretary of the Hanoi Party Committee Bui Thi Minh Hoai requested that, during the implementation process, localities, agencies and units need to pay close attention to the spirit of doing everything possible to take care of the people and make the most of the most beneficial policies and strategies so that people subject to land clearance can soon stabilize their lives. At the same time, to resolve any difficulties and problems that arise, agencies, units and localities must promptly report and propose to the Steering Committee for resolution, ensuring compliance with the law and the spirit of doing what is most beneficial for the people.
The Head of the Steering Committee requested agencies, units and localities participating in the project implementation with the support of ministries and branches to strive to complete the site clearance work before the Lunar New Year 2025; complete the parallel road before the Party Congress of the 3 provinces and cities; and strive to start the construction of component project 3 in the second quarter of 2025.
Regarding the issue of adjusting capital structure, the Steering Committee assigned Comrade Tran Sy Thanh, Chairman of Hanoi People's Committee, Deputy Head of the Steering Committee, to promptly report in writing after this conference and request the Prime Minister's direction for resolution.
