Vietnam jumps 15 places in global e-Government rankings by 2024

This is the first time Vietnam has been ranked in the EGDI group at the Very High level and has risen to its highest ranking since it began participating in the United Nations EGDI assessment in 2003.

E-Government Development Index

The theme of this year's Report is "Accelerating Digital Transformation for Sustainable Development" to emphasize the increasingly important role of digital transformation and digital government for countries around the world to achieve sustainable development goals.

The United Nations report provides information on the development of Digital Government globally, regionally and nationally; helping each country know its position in the picture of Digital Government in the world, promptly grasp trends to have the right strategy to develop Digital Government in the future.

The EGDI 2024 report shows the development of Digital Government around the world, applying digital technology to improve the quality of public services and increase citizen participation in the operations of state agencies, especially in the recovery period after the Covid-19 pandemic.

The EGDI 2024 Report introduced a new Digital Government Model Framework for countries to refer to in order to accelerate the digital transformation process for sustainable development. The United Nations Digital Government Model Framework includes 06 drivers of Digital Government, such as: Digital Leadership; Data-centricity; Legal Digital Identity; Effective e-Participation; Digital Culture and Digital Infrastructure. In addition, the EGDI 2024 Report also provides information on the role of Artificial Intelligence (AI) in public sector governance.

E-Government Participation Index

Vietnam's EGDI index in 2024 reached 0.7709 points , ranked in the group of countries with EGDI at Very High level .

According to the United Nations' assessment, in terms of value, Vietnam's EGDI Index in 2024 reached 0.7709 points, ranked in the group of countries with EGDI at the Very High level ( 39.4% of countries are ranked in this group) and higher than the average EGDI Index of the world (0.6382), of the Asia region (0.6990), as well as of the Southeast Asia region (0.6928).

Compared to 2022, Vietnam's EGDI index increased by 13.6%, with all component indexes growing in value and ranking, especially in HCI ranking and TII value. Specifically:

- Telecommunication Infrastructure Index (TII): reached 0.8780, ranked 67th, up 7 places compared to 2022.

- Human Resource Index (HCI): reached 0.7267, ranked 79th, up 36 places compared to 2022.

- Online Services Index (OSI): reached 0.7081, ranked 75th, up 01 place compared to 2022.

In terms of value, EGDI grew by 13.6%, of which TII is the main index with the strongest growth compared to 2022 with 25.9% ; followed by OSI with 9.2%; HCI grew by 5.3%. Of the 3 main indexes, Vietnam's TII is ranked at Very High ; OSI and HCI are ranked at High .

In the 2024 Electronic Participation Index (EPI), Vietnam scored 0.6027, ranking 72nd in the world, higher than the world average (nearly 0.5). This shows the efforts of the Government and ministries and branches in increasing people's participation in online public services .

In the Southeast Asian region, Vietnam has surpassed Brunei to rise to 5th place out of 11 countries (up 1 place compared to 2022); 4 countries with higher positions than Vietnam are Singapore, Thailand, Malaysia and Indonesia. Notably, Singapore rose 9 places to 3rd place worldwide; the Philippines rose 16 places; Vietnam rose 15 places; Indonesia rose 13 places; East Timor fell 12 places.

The United Nations assessed that Vietnam, along with 03 countries Indonesia, Philippines, Brunei in the Southeast Asian region, has moved its EGDI value from the High group to the Very High group. In particular, the United Nations highly appreciated Vietnam for its efforts in improving the quality of online public services. Compared to 55 countries in the lower middle-income group, Vietnam is one of five countries with EGDI at the Very High level (the other 04 countries are Ukraine; Mongolia; Uzbekistan and the Philippines).

In this year's survey report, the United Nations also assessed 03 sub-indices including: Electronic Participation (EPI); Local Online Services (LOSI, started assessment, published in 2020); Open Government Data (OGDI, started assessment, published in 2020). Of which, OGDI reached 0.7436, ranked 77/193, up 10 places compared to 2022; LOSI (United Nations selected to assess Ho Chi Minh City) reached 0.6354, ranked 53/152 cities (ranked 54/146 in 2022); EPI reached 0.6027, ranked 72/193, unchanged compared to 2022.

With this outstanding ranking result, Vietnam has completed the target set for 2024 of increasing the e-government ranking by at least 5 places in Resolution No. 02/NQ-CP dated January 5, 2024 of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2024; at the same time, demonstrating the strong direction of the Government and the Prime Minister, the participation and efforts of state agencies at all levels have brought about remarkable results.

In the coming time, Vietnam will continue to make efforts to implement national digital transformation for socio-economic development, including implementing solutions to continue improving the ranking of the E-Government Index and Vietnam's digital government according to the United Nations' assessment; thereby improving the business environment and enhancing national competitiveness.
