On August 17, at a regular press conference, answering reporters' questions regarding the statement of Russian Defense Minister Sergei Shoigu on Vietnam-Russia defense cooperation, Foreign Ministry Spokesperson Pham Thu Hang stated:
Vietnam always attaches importance to developing the Comprehensive Strategic Partnership with the Russian Federation in many fields, including defense cooperation.
The defense cooperation between the two sides is maintained and developed in accordance with cooperation documents and agreements, especially the Joint Vision Statement on Defense Cooperation for the 2020-2022 period and other cooperation mechanisms established in the past, thereby contributing to peace, stability, security, safety, cooperation and development in the region as well as in the world.
Previously, on August 15, within the framework of attending the 11th Moscow International Security Conference (MCIS-11) and the International Military-Technical Forum 2023 (Army 2023) in Moscow, Russian Federation, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense held talks with General Sergei Shoigu, Minister of Defense of the Russian Federation.
Minister Phan Van Giang highly appreciated the preparation and organization of MCIS-11 and Army 2023; he believed that the success of these international events would continue to contribute to strengthening the position and prestige of the Russian Ministry of Defense in particular and the Russian Federation in general, for peace, stability, cooperation and development in the region and the world.
Minister Phan Van Giang affirmed that the two countries have a long-standing, traditional, and close friendship. Vietnam always attaches importance to developing a comprehensive strategic partnership with the Russian Federation, in accordance with the Joint Statement on the vision of the Vietnam-Russian Federation comprehensive strategic partnership until 2030 (signed in November 2021).
For his part, Russian Defense Minister Sergei Shoigu affirmed that the two countries' Defense Ministries have accumulated a wealth of experience in cooperation, the important foundation of which is the long-standing friendship and mutually beneficial cooperation. Minister Sergei Shoigu thanked the Vietnamese Defense Ministry for sending a high-ranking delegation to attend international multilateral activities organized by the Russian Defense Ministry.
At the talks, the two sides assessed that, on the basis of the good traditional friendship, comprehensive strategic partnership and political trust, with the attention of the leaders of the two countries' States and Governments, the Vietnam-Russian Federation defense relationship continues to be consolidated and enhanced in a practical and effective manner, in accordance with cooperation documents and agreements, especially the Joint Vision Statement on Vietnam-Russian Federation Defense Cooperation for the 2020-2025 period and the established cooperation mechanisms, achieving effectiveness in the following areas:
Exchange of delegations at all levels, especially high-level delegations; dialogue, consultation; training; military medicine; cooperation between military and service branches; scientific research within the framework of the Vietnam-Russia Tropical Center; military media and news, military history; consultation and mutual support at multilateral defense mechanisms and forums, especially those led by the Association of Southeast Asian Nations (ASEAN); and actively participate in multilateral activities organized by each country's Ministry of Defense...
The two Ministers agreed to strengthen coordination in the coming time, continue to effectively implement cooperation activities, making an important contribution to the good development of Vietnam-Russia relations, focusing on the following areas: Effectively maintaining important cooperation mechanisms such as the Deputy Ministerial Defense Strategy Dialogue, the Intergovernmental Coordination Committee on the Vietnam-Russia Tropical Center, effectively implementing the agreed annual defense cooperation plan; continuing to participate and closely coordinate within the framework of the International Army Games, supporting international multilateral activities organized by each country's Ministry of Defense; enhancing training cooperation, cooperation at the military and service levels, and cooperation in the field of military history.
Continue to expand scientific research cooperation within the framework of the Vietnam-Russia Tropical Center, strive to develop the Vietnam-Russia Tropical Center into a regional scientific research facility, worthy of being a symbol of cooperation between the two countries; research to promote and expand other cooperation contents such as UN peacekeeping, cyber security, logistics and technical assurance... in accordance with the needs and response capabilities of each side.
