Ho Chi Minh City Police explained the reason for changing the name of the citizen identification card to the identity card. At the same time, they pointed out the benefits of adding information stored in the National Database (CSDL) on population and the ID database.

Changing the name to the ID card also ensures inclusiveness.
Change name to ID card
The name change to ID card is to be consistent with the names of citizen identification cards of countries around the world today (Identity Card - ID card or personal identification card).
Besides, with the expansion and integration of more information into the ID card, the information on the card and the information integrated into the card is not simply basic information of the citizen as before.
The name change will ensure more comprehensiveness and will not affect people's psychology because Article 46 of the Law on Identification clearly stipulates that types of legally valid documents issued using information from the ID card and CCCD card remain legally valid; CCCD cards specified in legal documents before the effective date of this Law are as valid as ID cards specified in this Law.
Thus, changing the name of the CCCD card to the citizen identification card will not affect state budget expenditures or social costs.
Additional benefits of information stored in databases
Currently, the Ministry of Public Security is providing many services to exploit information in the national population database for ministries, branches and localities such as: Citizen information authentication service; Household information authentication service; Citizen information lookup service; Personal identification number suggestion service requiring ID number; Identification number suggestion service not requiring ID number; Personal identification number and ID number confirmation service...
These services have been implemented very effectively in the past time, bringing many advantages to State management, saving the State budget, most notably connecting and sharing information with Vietnam Social Security, General Department of Taxation, Ministry of Finance, People's Committee of Thai Nguyen province, People's Committee of Thua Thien Hue province, People's Committee of Hanoi city; People's Committee of Ho Chi Minh City...
In addition, it also creates a shared database, convenient for ministries, branches and localities to use; creates an accurate initial database, without having to spend money on initial collection and cleaning. Ministries, branches and localities save money on collecting and cleaning population data when they can exploit and use available information in the national population database.
For individuals, there is no need to declare multiple times, work with many different State agencies to provide personal information; it is convenient to exploit and use the information they have provided because this data is already concentrated in the national population database and identity database.
Use value of ID card
The ID card will be valid as proof of identity and other information integrated into the ID card of the cardholder to carry out administrative procedures, public services, transactions and other activities in the territory of Vietnam.
Identity cards are used in place of immigration documents in cases where the Socialist Republic of Vietnam and a foreign country sign a treaty or international agreement allowing citizens of the signatory countries to use identity cards in place of immigration documents in each other's territories.
The identity card or personal identification number is used for agencies, organizations and individuals to check the information of the cardholder in the National Population Database, other national databases and specialized databases according to the provisions of law.
In case the person granted an identity card must present the identity card at the request of a competent agency, organization or individual, that agency, organization or individual shall not request the person granted the card to present documents or provide information that has been printed or integrated into the identity card.
In case the information has changed compared to the information on the ID card, the cardholder must provide legally valid documents and papers proving the information has changed.
