Entering the first years of the third decade of the 21st century, in the environment of the 4.0 industrial revolution, although the trend of peace and cooperation is still the mainstream, the world and regional situation has recorded rapid, unusual and unpredictable changes. Strategic competition between major countries tends to be increasingly fierce in almost all areas of life such as politics, economics, trade, etc., leading to the trend of dividing lines and gathering forces, especially in the Asia-Pacific and Southeast Asia regions. The situation of sovereignty disputes, local conflicts, and proxy wars continues to be complicated; the role of the global governance system and international law is declining. Many non-traditional challenges have emerged with the potential to intertwine and transform into traditional risks such as climate change, natural disasters, epidemics, immigration, energy security, food security and even information security. All of these characteristics have a profound impact on all aspects of international and regional life; as well as the comprehensive interests of Vietnam. The world and regional situation has raised the urgency of further enhancing the effectiveness of international integration and defense diplomacy, contributing to enhancing the position, role and prestige of Vietnam in general and the Vietnam People's Army in particular, ensuring national and ethnic interests, contributing to protecting the Fatherland early and from afar. One of the solutions identified by the Central Military Commission and the Ministry of National Defense to promote and raise the level of international integration and defense diplomacy is close inter-sectoral coordination, increasing the scale and effectiveness of foreign information and propaganda work through channels and at many levels. It can be said that, as an important part of the overall foreign affairs and diplomacy of the country, international integration and defense diplomacy have received special attention, investment, care and development conditions from the Party, State, Government and directly the Ministry of National Defense. Maintaining and promoting throughout the 11th and 12th National Party Congresses, up to the 13th Party Congress, our Party has clearly defined the task of international integration and defense diplomacy as: "promoting and deepening bilateral cooperation with partners, especially strategic partners, comprehensive partners and other important partners, creating a situation of intertwined interests and increasing trust. Proactively and actively participating in multilateral mechanisms on defense and security according to the new thinking on protecting the Fatherland". This guiding viewpoint of our Party in the 13th National Congress Document demonstrates the innovation of thinking about foreign affairs and defense cooperation in the direction of being increasingly respected, organically linked with the policy of protecting the Fatherland early and from afar; at the same time, it is reflected very promptly by foreign information, fully conveying the message of friendship, trust and responsibility to international partners.

To contribute to the successful realization of Conclusion No. 53-KL/TW dated April 28, 2023 on international integration and defense diplomacy to 2030 and the following years, foreign information and propaganda work continues to promote its parallel role, aiming at unification, raising awareness of the role and importance of international integration and defense diplomacy in the overall foreign affairs of the Party, State diplomacy and people's diplomacy; in accordance with Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation. With the synchronous combination of many forces of Ministries, branches, measures, solutions, forms, and priority tasks of foreign information and propaganda is to make our compatriots abroad, friends, partners, and international public opinion clearly and correctly understand the foreign policies, guidelines, and policies on peaceful national defense and protection of the country of our Party and State and the development achievements of the country and the Vietnam People's Army. Thereby consolidating social consensus, gaining the highest sympathy and support from the international community, and at the same time contributing to maintaining a peaceful and stable environment to serve the socio-economic development tasks of the country; protecting the country early and from afar. Besides the task of "building" to serve international integration and defense diplomacy, foreign information and propaganda always promote its important role on the information front, fighting strongly to protect the Party's ideological foundation, defeating all plots, arguments, and activities against the Party, State, and Army; Fight against fake news, refute distorted arguments about international integration and defense diplomacy in particular, and the foreign policy of the Party and State in general; contribute to resolutely and persistently fighting against acts of violating Vietnam's sovereignty. In the general formation of
the " army" of information and foreign propaganda, the Army press is like a "regular force" with a creative spirit, innovative thinking, mastery of technology, always closely following the practical situation of the country, promptly and honestly reflecting all aspects of Vietnam's international integration and defense diplomacy activities; contribute to creating a driving force to promote innovation, build the Army, strengthen national defense, and protect the Fatherland; contribute to strengthening people's trust in the leadership of the Party, the management of the State and the achievements of the comprehensive national innovation; spread the good image of Vietnam in the hearts of the people and international friends. In addition to traditional press channels, information about Vietnam's international integration and defense diplomacy is also spread and expanded through each individual and collective that is performing the task of international integration and defense diplomacy such as the team of cadres working in foreign affairs, research institutes, schools, training facilities, Vietnam's Defense Attaché Office abroad, experts and scholars inside and outside the Army... creating extremely positive effects through information channels.

From now until 2030 and the following years, in order to effectively serve international integration and defense diplomacy, and gain an advantage on the information front, the foreign information and propaganda sector needs to invest in and build human resources with steadfast political qualities, in-depth knowledge of communications and international relations, grasp and master digital technology and have practical experience in international integration and defense diplomacy activities; in particular, it is necessary to aim to train excellent "foreign affairs experts" writers who can work in regional and international forums. In addition, it is necessary to take advantage of the country's position and strength, thereby building or actively promoting a network of good relationships with friends who are diplomats, scholars and international experts who love Vietnam to create a two-way information interaction channel; ensuring objectivity. In the trend of the digital age, foreign information serving international integration and defense diplomacy needs to catch up with the trend of multimedia, multi-channel, multi-language to reach readers; minimize geographical and time distance to increase coverage and effectiveness of information. From the results achieved in the past time, the entire army, the entire people and the entire political system need to continue to fully and deeply perceive and promote the role and effectiveness of foreign information and propaganda work in performing the tasks of international integration and defense diplomacy in the new context. With the parallel of information, foreign propaganda, international integration and defense diplomacy, it has been and will continue to contribute to proactively protecting the Fatherland, creating important positions and forces to build an increasingly strong national defense posture, promoting endogenous strength, the strength of great national unity and the strength of the times, consolidating people's trust and extensive international support, contributing to protecting the Fatherland early and from afar, while joining hands to create a peaceful and stable environment in the region and the world./.
