On June 19, at the Foreign Language - Information Technology Center (FLIC500) of the People's Security Academy, the 6-level English proficiency assessment certificate exam for Vietnam (VSTEP) took place.
FLIC500, together with MK Group Joint Stock Company and Tinh Van Technology Joint Stock Company, provides solutions for identifying and authenticating students using chip-embedded citizen identification cards (CCCD) and multiple-choice testing software in the examination process to help minimize fraud.
The Center for Information Technology and Foreign Languages of the People's Security Academy applies the MK e-ID solution in organizing VSTEP certification exams.
In recent years, foreign language certification exams have encountered many cheating problems, including the practice of having others take the exam for them, which affects the reputation and value of this certificate. Applying identification authentication solutions using chip-embedded CCCDs will help minimize these cheating problems.
During the exam on June 19, FLIC500 had 149 students divided into 3 exam rooms. To ensure accurate verification of candidates and prevent cheating during the exam, FLIC500 coordinated with the Center for Research and Application of Population Data and Citizen Identification and MK Group Joint Stock Company (MK Group) to pilot the use of MK e-ID Solution, integrated with the OmegaTest multiple-choice exam software of Tinh Van Technology Joint Stock Company.
As a unit certified by the Center for Research on Population Data Application and CCCD as "a unit authorized to provide products and services for authenticating citizen information in CCCD chips", the MK e-ID solution is researched and developed on the platform of authenticating chip-embedded CCCD cards of the Ministry of Public Security.
The MK e-ID solution authenticates the digital signature of the Ministry of Public Security stored in the CCCD chip to help identify real and fake cards and verify biometric information of fingerprints and faces of citizens stored in the CCCD chip, thereby preventing acts of document forgery, helping to accurately authenticate citizens' identities in transactions.
Previously, on May 23, the Center for Information Technology and Foreign Languages of the People's Security Academy organized a pilot evaluation of the MK e-ID Solution with a scale of 100 students divided into 2 exam rooms.
After two rounds of exams, the MK e-ID solution and OmegaTest multiple-choice testing software have confirmed their outstanding benefits; helping to successfully solve problems related to multiple-choice testing and preventing exam cheating.

OmegaTest software allows testing centers to organize a complete exam, from planning, board list, finalizing candidate list, compiling exam questions, to organizing the exam, supervising the exam, automatic grading (for reading and listening sections), assigning grading (for writing and speaking sections), announcing results, and organizing review.
In the coming time, the parties will continue to accompany and coordinate together to deploy a complete set of testing software solutions for units that are allowed to organize exams and issue foreign language certificates in particular, as well as exams/tests of the Ministry of Education and Training in general. There will be a complete set of testing software solutions, increasing efficiency based on Tinh Van's OmegaTest testing software seamlessly integrated with MK Group's MK e-ID Solution, contributing to increasing efficiency, security and safety for exams.
VSTEP is an English proficiency test according to the 6-level foreign language proficiency framework for Vietnam, equivalent to levels A1, A2, B1, B2, C1, C2 of the European Reference Framework, issued and designed by the Ministry of Education and Training.
As of 2023, the Ministry of Education and Training has licensed 25 universities to organize exams and grant VSTEP certificates, including the People's Security Academy.
