The application of digital technology in receiving and processing recommendations on legal documents creates favorable conditions for individuals and organizations to promptly reflect and make recommendations and monitor the reception process.
On February 5, Deputy Prime Minister Le Thanh Long signed Decision No. 244/QD-TTg approving the Project "Application of digital technology in receiving and handling feedback and recommendations on legal documents" (Project).
According to the decision, the objective of the Project is to apply digital technology in receiving and processing information and feedback on legal regulations that are contradictory, overlapping, and no longer appropriate in the legal system on the basis of building and effectively operating the Information System for receiving and processing feedback and recommendations on legal documents, thereby contributing to speeding up the progress of receiving and processing feedback and recommendations and improving the quality of building and perfecting a unified, synchronous, public, transparent, and accessible legal system.
Applying digital technology to promote and facilitate individuals, organizations and agencies to promptly and quickly reflect and make recommendations and monitor the process of receiving and handling conflicting, overlapping and inappropriate legal regulations, while improving the quality of service to people and businesses and the policy response capacity of competent agencies and individuals; enhancing the effectiveness of reviewing and inspecting legal documents and organizing law enforcement in the current period.
Project implementation time from February 2025.
Three tasks to implement the project
The Decision clearly states three tasks to implement the Project, including:
One is to objectively and fully assess the current status of receiving and processing information reflected and recommended by individuals, organizations and agencies on legal regulations that are contradictory, overlapping and no longer appropriate.
Second, improve the quality and efficiency of receiving and processing information on inconsistent, overlapping, and inappropriate regulations in the legal system through maximum automation of the following stages: receiving, classifying, and transferring feedback and recommendations to competent authorities for processing; publicizing and sharing response results; monitoring and evaluating processing effectiveness, statistics, synthesis, and reporting.
Third is to build and operate an information system to receive and process feedback and recommendations on legal documents integrated with information and data in the National Database on Law, National Database on Population, National Identification Application, and National Public Service Portal to minimize social costs, shorten time, increase authenticity and improve the efficiency of reviewing legal documents, monitoring law enforcement, and responding to policies.
The functions of the Information System include: sending recommendations, reflections and processing information of the receiving agency; receiving and sorting feedback and recommendations; processing feedback and recommendations; responding to feedback and recommendations; evaluating the results of processing: Individuals, agencies, organizations and enterprises sending feedback and recommendations have the right to respond with information to clarify the results of processing by state agencies and evaluate the results of processing by state agencies with the following 5 criteria: very satisfied; satisfied; normal; dissatisfied; very dissatisfied and other opinions (if any).
Project implementation solutions
Solutions to implement the Project include:
Develop and issue documents; standardize data structures and apply digital technology in receiving and processing feedback and recommendations on legal documents; announce and officially organize the operation of the Information System for receiving and processing feedback and recommendations on legal documents; regularly research, evaluate, upgrade and develop the Information System for receiving and processing feedback and recommendations on legal documents; receive and process information and feedback on legal regulations that are contradictory, overlapping, or no longer appropriate on the Information System.
Along with that, perfecting the organization, arranging and assigning civil servants with appropriate expertise within the total number of staff assigned to the Ministry of Justice to carry out the management, operation, reception, classification and handling of feedback and recommendations on legal documents; training and fostering the team working on the construction and exploitation, using digital technology applications in receiving and handling feedback and recommendations on legal documents.
In addition, regularly organize seminars, workshops, and forums to evaluate and communicate the value and methods of exploiting and using the Information System; organize investigations, surveys, and assessments of the management, operation, and implementation of receiving and handling feedback and recommendations sent via the Information System; research, survey, and learn from international experiences in building, managing, and operating an information system to receive, classify, and handle feedback and recommendations on legal documents./.
