According to the Department of Natural Resources and Environment, the draft Regulations on compensation, support and resettlement when the State acquires land in the province include 4 chapters and 22 articles. The process of drafting the draft is based on inheriting, amending and supplementing the contents stipulated in Decision No. 24/2023/QD-UBND dated April 7, 2023 of the Provincial People's Committee and the new provisions in the Land Law 2024. The contents of the draft stipulate in detail the conversion rate, compensation conditions in land with a different purpose of use from the type of recovered land or in housing when the State acquires land; compensation for damage to houses and construction works attached to land when land is acquired; compensation for costs of self-renovation and repair of State-owned houses within the scope of land acquisition that must be demolished; support for stabilizing life when the State acquires land of less than 30% of the agricultural land area in use; rent support while waiting for resettlement arrangement…

At the meeting, delegates basically agreed on the draft content and proposed to supplement and clarify a number of issues such as: Clearly stating the level of authority in the appraisal and approval of compensation and site clearance support plans; considering increasing the level of housing rental support during the time waiting for resettlement arrangement and housing rental support costs during the time waiting for housing repair and renovation...
Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested the drafting agency, the Department of Natural Resources and Environment, to absorb the comments, organize a review and select practical and appropriate contents to include in the draft. Continue to research and supplement the process as well as the price of compensation and site clearance to ensure compliance with the provisions of the law on land, avoiding complaints and lawsuits. In addition, it is necessary to pay attention to studying and using easy-to-understand words and phrases to facilitate understanding and implementation; arrange the contents in reasonable provisions and eliminate some overlapping and unnecessary contents so that when the official decision is issued, it will contribute to improving the management and use of land in a unified and synchronous manner.
