The Ministry of Education and Training is seeking comments on the Draft Circular on the Regulations on Admissions to Junior High Schools and High Schools before promulgation. The Ministry said that, as planned, the new Admissions Regulations will be promulgated 3 months earlier than in previous years to create conditions for schools, teachers, and students to study and review thoroughly, preparing for the exam.

Expected method of secondary school admission

According to the draft, secondary school admission is based on the selection method. In case the number of students registering for grade 6 is more than the enrollment target, the admission will be conducted by combining selection with testing and evaluating students' abilities.

The basis for admission is the training results and learning results of the primary education program or literacy program of the candidate. If a grade is repeated, the results of the repeated year of that grade will be used.

The Department of Education and Training and higher education institutions provide guidance on enrollment by combining admission with testing and assessment of students' abilities.

According to the draft Regulations on Secondary School and High School Admissions, there are 3 methods of admission to grade 10 of high school: entrance exam, selection or a combination of entrance exam and selection. The selection of the admission method is under the authority of the locality. Accordingly, the Department of Education and Training advises the People's Committee of the province/city directly under the Central Government to approve and select the method.

Regarding the organization of entrance exams, to ensure consistency and ensure the viewpoint of a light and inexpensive exam, the draft Regulations generally stipulate the implementation of 3 exam subjects, including Math, Literature and a third exam subject or a combined exam selected by the Department of Education and Training, the higher education institution with a high school and announced before March 31 every year.

The third subject is selected from among the subjects assessed by scores in the general education program at the secondary level. The selection of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage.

The exam is a combination of subjects selected from subjects assessed by scores in the secondary school general education program.

Regarding exam time, the draft Regulations stipulate that Literature is 120 minutes; Math is 90 minutes or 120 minutes; the third exam is 60 minutes or 90 minutes; and the combined exam is 90 minutes or 120 minutes.

The content of the 10th grade entrance exam is part of the secondary school general education program, mainly the 9th grade program.

The Draft Regulations also stipulate a framework of requirements for exam preparation, exam supervision, exam grading, exam review, and announcement of results, benchmark scores, direct admission, priority policies, etc. to ensure quality and safety in organizing exams in localities.

Nearly 8,900 secondary education institutions have commented on the proposed revised content.

The Ministry of Education and Training said that before announcing the draft Regulations on Secondary School and High School Admissions, it had sought public opinions on some contents of the Regulations from 63 Departments of Education and Training and High Schools nationwide. The Departments of Education and Training sent their opinions on the contents of Secondary School and High School Admissions.

Along with that, the Ministry also collected opinions from 8,898 secondary education institutions in 63 provinces/cities, of which 8,267 opinions agreed with the draft contents, accounting for 92.9%; 631 opinions had additional suggestions.

60/63 Departments of Education and Training agreed with the plan of 3 subjects for entrance exams to grade 10 high school and said that this is suitable for reality and reduces pressure.

It is expected that the Circular on Junior High School and High School Admission Regulations will be completed and issued before December 31, 2024./.
