This afternoon, December 27, the Provincial Police Department held a conference to review 5 years of implementing Directive No. 33 of the Prime Minister and 3 years of implementing Decree No. 49 of the Government on community reintegration; implementing Decision No. 22 dated August 17, 2023 of the Prime Minister on credit for people who have completed their prison sentences. In Quang Tri province, the number of people who have completed their prison sentences (pardon; conditional early release; completed prison sentences) and returned to reside in the locality from 2018 to October 2023 is 1,756 people. The number of people whose criminal records have been cleared is 804 people. The total number of people being managed is 703 people. According to statistics, the number of people who have completed their prison sentences in the area tends to increase every year; most of them are in difficult economic circumstances, have unstable jobs, and low incomes...

In recent years, the implementation of Directive 33 and Decree 49 on community reintegration for those who have completed their prison sentences in the province has received comprehensive leadership attention from Party committees and authorities at all levels; the participation of departments, branches, sectors, organizations and people of all walks of life, achieving many important results.

The work of building and replicating typical models and individuals in community reintegration has been actively implemented by the police force in coordination with the Party Committee, the government, the Fatherland Front and socio-political organizations, in conjunction with the content of building the movement "All people protect national security", "All people unite to build cultural life in residential areas", the movement "Reforming wrongdoers in residential communities", the campaign to eliminate hunger and reduce poverty...

The whole province has built, consolidated and expanded 23 models of community reintegration for those who have completed their prison sentences, ensuring effectiveness and practicality, such as: "Helping and educating those who have completed their prison sentences to reintegrate into the community" of the Veterans Association of Vinh Long commune, Vinh Linh district; "The Veterans Association joins hands to help those who have completed their prison sentences to reintegrate into the community" of the Veterans Association of Trieu Long commune, Trieu Phong district; "The Youth Union and the Veterans Association of Ward 4 reform, educate and help those who have completed their prison sentences to reintegrate into the community"...

Those who have completed their prison sentences have made great efforts to overcome their complexes about their past mistakes in order to rise up, stabilize their lives, and reintegrate into the community. The rate of those who have completed their prison sentences violating the law and re-offending each year is below 5%. This result has had a positive impact on the fight against, prevention, and control of the increase in crime, contributing to socio-economic development and ensuring security and order in the locality.

At the conference, representatives of the Provincial Police and the Provincial Social Policy Bank implemented the credit policy for people who have completed their prison sentences according to Decision No. 22 of the Prime Minister. The Decision has 16 articles, regulating the credit policy for people who have completed their prison sentences and production and business establishments that employ people who have completed their prison sentences to borrow capital from the Social Policy Bank for vocational training, production, business, and job creation.

Accordingly, the maximum loan for studying is 4 million VND/month; the maximum loan for production and business is 100 million VND within 10 years for those who have completed their prison sentences and meet the conditions. For production and business establishments that employ at least 10% of contract workers who have completed their prison sentences, the maximum loan is 2 billion VND. The loan interest rate is equal to the loan interest rate for poor households. To date, the whole province has had 25 cases of borrowing capital under Decision 22 with a total amount of 1.84 billion VND.

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong requested Party committees, authorities at all levels, departments, branches, and organizations to effectively implement community reintegration work for people who have completed their prison sentences in the locality.

Strengthening information and propaganda, disseminating the Party's guidelines, policies and laws of the State, Directive No. 33 of the Prime Minister, Decree No. 49 of the Government in many diverse, rich, practical and effective forms, along with praising, rewarding, encouraging and replicating typical advanced examples, effective community reintegration models, creating motivation for offenders to overcome their complexes, reform, and avoid the risk of re-offending.

Strengthen legal consultancy, career guidance, vocational training, and job referrals for people who have completed their prison sentences and returned to their localities; create conditions for loans, production, and business for people who have completed their prison sentences so that they can reintegrate into the community, have jobs, have legitimate income, and stabilize their lives.

Along with implementing Decision No. 22 of the Prime Minister on credit for those who have completed their prison sentences, the Provincial Police directed detention facilities in the province to continue to propagate and disseminate the policies in Decision No. 22 of the Prime Minister to prisoners who are about to complete their prison sentences.

Assign the People's Committees of districts, towns and cities to direct relevant departments and offices and the People's Committees of communes, wards and towns, according to their assigned functions and tasks, to coordinate with the branches of the Vietnam Bank for Social Policies in the area to review the subjects and determine the loan needs, allocate capital sources in accordance with the needs to effectively organize the implementation of the credit program for people who have completed their prison sentences, contributing to helping people who have made mistakes reintegrate into the community, ensuring social order and safety, maintaining national security, building a "Society of order, discipline, security, safety and health", serving the socio-economic development tasks of the locality.
