This morning, July 9, in Hanoi, the Politburo and the Secretariat held a national conference to disseminate Regulation No. 144 of the Politburo on revolutionary ethical standards of cadres and party members in the new period; Directive No. 35 of the Politburo on party congresses at all levels towards the 14th National Party Congress. At the conference, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Propaganda Department Nguyen Trong Nghia summarized three main contents, including the reasons for the Politburo's issuance of Regulation No. 144 dated May 9, 2024 on revolutionary ethical standards of cadres and party members in the new period; new and core points of Regulation No. 144; points to note to effectively deploy and implement the Regulation.
Accordingly, Regulation No. 144 is systematic, general, and updated in sync with regulations on revolutionary ethical standards for cadres and party members, and is interconnected with regulations on what party members are not allowed to do and on setting an example for the Party, contributing to quickly bringing revolutionary ethical standards in the new period into life. Regulation No. 144 is a continuation of Ho Chi Minh's thought on revolutionary ethical education and concretizes the task of building revolutionary ethical standards set forth by the 13th National Party Congress.
Regulation No. 144 meets practical requirements for the implementation of the current task of building and rectifying the Party and the political system, contributing to eliminating difficulties and inadequacies arising from reality but for which there are no regulations to adjust.
In particular, Regulation No. 144 is also a standard and measure that contributes to improving the effectiveness of the work of commenting, evaluating and classifying cadres and party members; it is the basis for party committees at all levels to consider, evaluate and select cadres and party members to include in the planning and preparation of personnel for party congresses at all levels, towards the 14th National Party Congress.
Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Commission Le Minh Hung thoroughly grasped Directive No. 35 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party. Directive No. 35 is an extremely important document, clearly orienting the viewpoints, principles, goals, requirements and basic contents of preparing for Party Congresses at all levels so that Party committees and organizations can thoroughly grasp, lead, direct, concretize and organize implementation at their level; ensuring synchronization and unity throughout the entire political system.
Personnel work must ensure the direct and comprehensive leadership of the Party, ensure high solidarity and unity, not leave out those who are truly virtuous and talented; resolutely not let into the organization cadres who show signs of ideological, moral and lifestyle degradation.
Concluding the conference, Standing member of the Secretariat Luong Cuong requested that Party committees at all levels grasp the contents of Regulation No. 144 and Directive No. 35 of the Politburo for implementation.
Regarding Regulation 144, each Party committee, Party organization, cadre and Party member must firmly grasp and deeply understand the regulations, focus on self-study, "self-examination" and "self-correction" of cadres and Party members according to revolutionary ethical standards, affirming the Party's determination in building a strong Party in all areas of ideology, politics, ethics and organization.
Regarding Directive No. 35 of the Politburo, Party committees and organizations at all levels need to thoroughly grasp and lead the preparation of draft documents for the congress, prepare personnel for the congress, and at the same time organize well the discussion and contribution of opinions to the draft documents of the 14th National Party Congress and documents of the congresses of the directly superior Party Committees, and at the same time select and introduce the election of new Party Committees to ensure quantity, improve quality with a harmonious and reasonable structure. The preparation and implementation of Party Congresses at all levels must be associated with the leadership in successfully completing the political tasks of localities, agencies and units.
