Accordingly, the Ministry of Transport divides road rest stops into 4 types and the required construction items. Specifically, type 1 rest stops have a minimum area of ​​10,000 ^m2 , type 2 a minimum area of ​​5,000 ^m2 , type 3 a minimum area of ​​3,000 ^m2 , type 4 a minimum area of ​​1,000 ^m2 , of which the minimum area for parking is 50% of the minimum area of ​​the station. These rest stops must have an area for vehicle inspection, maintenance, and repair; a fuel station; a toilet, a temporary resting room for drivers, an information center, a rescue room, and first aid for traffic accidents, etc.

Minimum area for a parking space for passenger cars and trucks is 40 ^m2 and for cars is 25 ^m2 , with painted lines to clearly define each parking space. There is a separate parking space for the disabled with a minimum area of ​​25 ^m2 according to QCVN 07:2010/BXD. The traffic routes in the rest stop must have signs, road markings; have a suitable turning radius (but the minimum radius is not less than 10 m calculated from the center of the road) to ensure the safety of all types of vehicles in the rest stop area.

Circular 09 also adds some new points such as: areas for installing charging stations, charging equipment; transformer stations, backup power stations...

This Circular takes effect from October 5. Rest stops that have been announced to be put into operation before the effective date of this Circular must complete the repair and upgrade of construction items to ensure that they meet the requirements of this standard before January 1, 2027.

According to information from the Vietnam Expressway Administration, the 8 rest stops of the North-South Expressway in the East, Phase 1, have issued bidding documents, and are expected to select investors in June. In particular, regarding site clearance, 5 rest stops of the Mai Son - QL45, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Cam Lam - Vinh Hao and Phan Thiet - Dau Giay sections will be handed over to the winning investor in June to start construction immediately. With 3 rest stops of the Nha Trang - Cam Lam; Vinh Hao - Phan Thiet expressways (2 stations), the site can only be handed over in August, 2 months late.

With the current progress, temporary works for the expressway can be put into operation in August (5 stations) and October (3 stations). After the station on National Highway 45 - Nghi Son completes the temporary works, expected in November, it will ensure that all expressway projects that have been opened to traffic will have temporary rest stops to serve the people.
