Over the past years, the competent authorities have done a good job of advising the Party Committee and the Government in receiving citizens and resolving complaints and denunciations; advising the province to effectively resolve mass, complicated and prolonged complaints and denunciations, creating many positive changes and preventing hot spots. Thereby, creating trust and consensus between the people and the government, contributing positively to the socio-economic development of the province. Contributing to that common achievement are the unceasing efforts of the collective of cadres and civil servants of the Provincial Citizen Reception Committee.

Comrade Nguyen Thi Hue, Chief Inspector of the province, said: The Provincial Citizen Reception Committee always closely coordinates with the Provincial Inspectorate, performing well the function of advising the Chairman of the Provincial People's Committee in the work of receiving citizens and resolving complaints and denunciations. The Committee actively coordinates with the Provincial Inspectorate to advise the Provincial People's Committee to issue many documents for leadership and direction at all levels and sectors; coordinates in receiving citizens to ensure security and order for the sessions of the Provincial People's Council, the National Assembly, and important holidays of the country and the province. The Committee also proactively and actively coordinates with the Provincial Inspectorate in monitoring, inspecting, and urging the work of receiving citizens, handling petitions, and resolving complaints and denunciations at agencies and units; grasps the situation at the grassroots level, promptly advises the provincial leaders to receive and resolve potential incidents that pose a risk of causing instability in security, preventing the emergence of hot spots, contributing to ensuring security and order in the area.
With a large volume of petitions, increasing every year, complex in nature, and in the context of a lack of human resources, the Provincial Citizen Reception Committee always strives to improve its operational efficiency, actively advises the province to perform well the work of receiving citizens, promptly serving the citizen reception of the provincial leaders. On the basis of legal regulations, the Provincial Citizen Reception Committee coordinates with the Provincial Inspectorate, relevant agencies and organizations to regularly receive citizens and advises the leaders of the Provincial People's Committee to organize regular citizen receptions on the 15th of each month in accordance with regulations. The Committee also actively coordinates to advise the Provincial Party Secretary on regular and unscheduled citizen receptions. After regular citizen receptions, there is a written notice of the results of citizen receptions. The Committee is responsible for monitoring, urging, and organizing the implementation of the leader's instructions when receiving citizens, ensuring quality and efficiency, thereby contributing to resolving many long-standing cases.
According to statistics, from 2020 to present, the heads of the provincial Party Committees and authorities have seriously implemented the monthly citizen reception and directly received more than 100 cases, mainly mass cases; concluded and directed the final settlement of 69 cases, and continued to urge 39 cases. Many cases were completely resolved to ensure the rights of citizens such as: the case of Mr. Hoang Manh Phu (Quang Yen Town) requesting the issuance of land use right certificates; the case of 8 households in village 8, Quang Phong commune, Hai Ha district related to the issuance of land use right certificates; a number of households in zone 5, Ha Lam ward, Ha Long city requested consideration of compensation for land acquisition for the urban area project in Cao Thang-Ha Lam-Ha Khanh ward; the case of 12 households in Khe Ngai village, Doan Ket commune, Van Don district requesting to enjoy the policy for people with meritorious services, etc.

Along with the task of receiving citizens, the Committee actively advises the provincial leaders to resolve complaints; participates in the litigation of administrative cases, is the focal agency to coordinate the activities of the Working Group assisting the representatives of the Provincial People's Committee in participating in the litigation of administrative cases, the Advisory Council for resolving complaints and denunciations, the Provincial Recommendations Council, the Working Group of the Chairman of the Provincial People's Committee to organize the implementation of inspection, review, and resolution of complaints and denunciations of large numbers of people, complicated, and prolonged.
With the responsibility of examining the case file, the Provincial Citizen Reception Committee has carefully studied, provided reasonable grounds, and deepened the verification conclusions of the departments and branches. Through the analysis and evaluation of the Provincial Citizen Reception Committee, many cases have been seriously examined, reviewed, and reconsidered by the departments and branches.
The Committee closely coordinates with the Provincial Inspectorate, the Department of Natural Resources and Environment, and localities in grasping the situation and advising the Provincial People's Committee on direction; coordinates with specialized agencies to advise and assist the Provincial Party Committee, the Provincial Police, the Provincial People's Procuracy, and the Provincial People's Court in monitoring and managing the state in receiving citizens, resolving complaints and denunciations, and participating in the litigation of administrative cases.
At the same time, together with departments, branches and localities, coordinate well with central agencies such as the National Assembly's Petition Committee, the Government Office, the Ministry of Public Security, the Government Inspectorate, the Ministry of Natural Resources and Environment, and the Central Citizen Reception Committee in providing professional training, implementing inspection and supervision plans on the situation of receiving citizens and resolving complaints and denunciations; the security and order situation; guiding and coordinating to resolve problems related to the work of receiving citizens and resolving complaints and denunciations; especially with the Central Citizen Reception Committee in receiving and handling mass complaints and denunciations of Quang Ninh citizens in Hanoi.
From July 2014 to the end of June 2024, the Provincial Citizen Reception Committee has inspected, appraised and reported to the Chairman of the Provincial People's Committee to decide to accept and resolve over 1,947 complaints, 16 denunciations and thousands of petitions and reflections. In addition, the Committee closely coordinated with the Provincial Inspectorate and related departments and branches to inspect, urge and support units to remove obstacles and difficulties in the process of resolving a number of complicated and crowded cases. On average, each year, the committee handles 30-50 administrative cases at the Provincial People's Court and its decentralization, and 15-20 cases at the Hanoi High Court.
From 2019 to present, the Working Group of the Provincial People's Committee Chairman has developed a plan and conducted 7 inspections, reviews, and settlements of mass, complicated, and prolonged complaints and denunciations in 13 districts, towns, and cities in the province according to Plan 363/KH-TTCP, and at the same time linked to each case according to Plan No. 45/KH-UBND to unify the plan and measures to resolve it. Through the review, up to now, the province has no more mass, complicated, prolonged complaints and denunciations according to the criteria specified in Plan No. 363/KH-TTCP of the Government Inspectorate.

Mr. Bui Van Thanh, Vice Chairman of Uong Bi City People's Committee, said: Uong Bi always receives active and close coordination from the provincial departments and branches, especially the Provincial Citizen Reception Committee, the Provincial Inspectorate, the Department of Natural Resources and Environment in receiving citizens, resolving complaints, petitions and feedback from the people. With an open-minded spirit, the city listens to all opinions and suggestions on expertise and profession from the departments and branches; consults the opinions of the Provincial Working Group on complicated cases; pays attention to listening to people's thoughts, enhances dialogue, publicity and transparency, enhances the responsibility of leaders, and creates consensus in the settlement process. Thanks to that, complaints and petitions involving large crowds are basically resolved, and security and order are ensured.
Ms. Nguyen Thi Mai, Group 10, Zone 4, Hong Ha Ward, Ha Long City shared: Recently, authorized by my daughter, I went to the Provincial Citizen Reception Office to complain about the decision to resolve the complaint of the Ha Long City People's Committee. The incident was related to compensation for land acquisition for the implementation of the technical infrastructure project in the southern area of Road 18A, section km5-km8, phase 1 in Hong Ha Ward. Although I did not meet the provincial leaders, I was received and guided enthusiastically by the comrades in the Provincial Citizen Reception Office. During the contact, the officers of the Office were very enthusiastic, gave thoughtful guidance, and explained the regulations to help me properly exercise my rights as a citizen in making complaints and reflections. After receiving my petition, the Advisory Board assigned the Department of Natural Resources and Environment to verify and clarify, then the Provincial People's Committee Office sent a document to the Ha Long City People's Committee regarding the settlement of my family's case. Up to now, my family's case has been resolved completely, I find it very fair, reasonable and reasonable.
Overcoming difficulties, in the coming time, the staff and civil servants of the Provincial Citizen Reception Committee will continue to improve their sense of responsibility, focus on solving work effectively, and successfully complete assigned tasks.
