On February 11, US President Donald Trump signed an executive order requiring government agencies to closely coordinate with the Department of Government Efficiency (DOGE), headed by billionaire Elon Musk, to reduce the federal workforce.

The order directs agency leaders to “coordinate and consult with DOGE to reduce the federal workforce on a large scale, consistent with applicable law, and to only hire essential positions,” The Guardian reported.

Each agency will have a “DOGE team leader” to oversee hiring decisions and any hiring plans must be in consultation with this person.

The order also requires that after the hiring freeze expires, agencies may hire no more than one new employee for every four employees leaving the system, except for positions related to public safety, immigration enforcement, and law enforcement.

Speaking in the Oval Office as he signed the order, President Trump stressed that his administration had uncovered “billions of dollars in waste, fraud and abuse.” Standing next to him, billionaire Musk affirmed the importance of streamlining the government apparatus.

The federal layoffs are part of the Trump administration’s strategy to restructure the government, with the goal of reducing its size and increasing efficiency. It is estimated that cutting 25% of the federal workforce could save about 1% of the government budget.

The Trump administration is pushing ahead with plans to restructure the federal bureaucracy of 2.3 million civilian employees, with the goal of creating a leaner bureaucracy. Under the plan, furloughed employees will be paid through September.

However, the proposal is currently on hold as a federal judge in Massachusetts has extended the stay until February 10 to hear arguments from both sides in a lawsuit filed by federal employee unions.
