On the morning of December 19, 2023, in Hanoi, the 32nd Diplomatic Conference with the theme "Promoting the pioneering role, building a comprehensive, modern, and strong diplomacy, successfully implementing the Resolution of the 13th National Party Congress" officially opened. General Secretary Nguyen Phu Trong attended and delivered a speech at the Conference. Attending the Conference were members of the Politburo, Secretaries of the Party Central Committee, members of the Party Central Committee, leaders of departments, ministries, branches, and central agencies, heads of Vietnamese representative agencies abroad, and a large number of officials, civil servants, and employees of the Ministry of Foreign Affairs. The Conference was also conducted online to all 63 provinces and cities across the country.

Speaking at the opening of the conference, Foreign Minister Bui Thanh Son expressed his honor and warmly welcomed General Secretary Nguyen Phu Trong and Party and State leaders to attend and direct the conference, showing deep concern and great encouragement for the entire diplomatic sector.
Minister Bui Thanh Son said that since the beginning of the 13th Congress term, foreign affairs activities have been vibrant, continuous, synchronous, and effective, further consolidating the open and favorable foreign affairs situation to maintain a peaceful and stable environment; mobilizing external resources to serve socio-economic development and enhance the country's position. Key leaders have made 45 visits to neighboring countries, important partners, traditional friends, and welcomed nearly 50 delegations of leaders of countries and international organizations, creating a new qualitative step in the foreign affairs and international integration situation of our country. Along with that, the framework of relations with many partners has been raised to a new level, political trust has been higher, cooperation has been increasingly expanded, more substantial and more effective. On the multilateral level, Vietnam's position and prestige have been increasingly enhanced.
These foreign affairs achievements have contributed to the great and historic common achievement that “our country has never had such a foundation, potential, position and international prestige as today”, which is the result of the Party’s correct foreign policy, the close guidance of the Politburo, the Secretariat and the direct participation of the Party and State leaders, especially General Secretary Nguyen Phu Trong at the National Foreign Affairs Conference. These results also affirm the foreign affairs and diplomacy with the strong identity of “Vietnamese bamboo”, based on the foundation of Marxism-Leninism, Ho Chi Minh Thought, the cultural identity and the peaceful, humane but indomitable diplomatic tradition of the nation.
According to the Minister, the 32nd Diplomatic Conference will focus on objectively and comprehensively assessing the results of foreign affairs and diplomacy since the beginning of the 13th term. On that basis, the Conference will discuss and propose key tasks, especially the concretization and implementation of major foreign affairs policies and orientations issued in the first half of the 13th Congress term. In addition, the Conference will extensively discuss orientations, tasks, and solutions for building and developing a comprehensive, modern, and strong diplomacy.
At the opening session, Politburo member and Minister of Public Security To Lam; Politburo member and Minister of National Defense Phan Van Giang; Party Central Committee Secretary and Head of the Party Central Committee's External Relations Commission Le Hoai Trung, Party Central Committee members and Chairman of the National Assembly's External Relations Committee Vu Hai Ha and Chairman of the Hanoi People's Committee Tran Sy Thanh also delivered speeches, emphasizing the foreign affairs results achieved since the beginning of the 13th National Party Congress, highly appreciating the close and synchronous coordination between the diplomatic sector and other sectors in recommending, implementing and proposing directions and measures to successfully carry out the foreign affairs tasks of the 13th National Party Congress.
Speaking at the conference, General Secretary Nguyen Phu Trong emphasized that the conference is of great significance, not only for the diplomatic sector but also for all cadres working in foreign affairs nationwide. The conference takes place at the time of summarizing the work of the whole year 2023 as well as the first half of the 13th National Party Congress term with many important foreign affairs activities taking place vibrantly, continuously and successfully. The conference is an opportunity for the whole sector to look back on the nearly 3-year process of implementing the Resolution of the 13th National Party Congress on foreign affairs in general and diplomacy in particular, on that basis, proposing directions and measures to effectively carry out key tasks in the coming years, while contributing to the preparation for summarizing 40 years of implementing the renovation policy and preparing for the 14th National Party Congress.
The General Secretary emphasized that the National Foreign Affairs Conference on December 14, 2021 had highly unanimously affirmed the formation and development of the "Vietnamese bamboo" school of foreign affairs and diplomacy: firm roots, strong trunk, flexible branches, imbued with the soul, character and spirit of the Vietnamese people" and has been increasingly widely recognized internationally. In nearly 3 years, especially since the National Foreign Affairs Conference, with the above spirit, the General Secretary assessed that the diplomatic and foreign affairs sector of the whole country has strived, seriously grasped and well organized the implementation of the Party's foreign policy, "achieving many important and historic results and achievements, becoming an impressive bright spot among the overall results and achievements of the country", which is a source of pride, adding motivation and confidence for foreign affairs work in the coming time.
The outstanding results include thoroughly grasping and synchronously and effectively implementing the foreign policy of the 13th National Congress, promoting new positions and strengths, the combined strength of the entire nation, more firmly consolidating the open foreign situation, favorable for the development of the country and the Fatherland in the new period; taking the lead in mobilizing external resources, making an important contribution to the implementation of socio-economic development tasks; proactively and actively integrating comprehensively and deeply into the international community, constantly enhancing the country's international position and prestige; synchronously implementing and closely combining the Party's foreign affairs, State diplomacy and people's diplomacy; closely coordinating with national defense, security and sectors and levels to promote the pioneering role in maintaining a peaceful and stable environment, ensuring the highest national interests, protecting the Party, the Fatherland and the People.
These results were achieved thanks to the correct, wise, strict and regular leadership of the Party Central Committee, directly the Politburo and the Secretariat, the proactive and flexible management of the State and the active participation of all sectors and localities, and especially the very important contribution of the foreign affairs staff in general and diplomatic staff in particular, with enthusiasm, responsibility and high expertise, always absolutely loyal to the Party, to our regime, always putting the interests of the nation and people first. The General Secretary also proposed to summarize the lessons learned from the above achievements to continue to promote and do better as well as to assess the limitations in the work in the past time to proactively overcome them.
Emphasizing that in the coming time, the world and regional situation is forecast to continue to have complex and unpredictable developments, General Secretary Nguyen Phu Trong requested the diplomatic sector to regularly monitor developments closely and correctly forecast the development direction of the situation, carefully assess the impacts on Vietnam, absolutely not be subjective, not be passive, surprised, always be calm, sober to seize opportunities, advantages, overcome difficulties and challenges, successfully carry out the goals and tasks of foreign affairs from now until the end of the term of the 13th National Party Congress.
The General Secretary requested the diplomatic sector to continue to closely follow the foreign policy of the 13th National Congress, the resolutions of the Central Committee, the directions of the Politburo and the Secretariat, proactively develop and organize the synchronous, creative and effective implementation of specific programs and plans. Diplomacy must skillfully combine the strength of the nation with the strength of the times, harmoniously handle the relationship between national and ethnic interests and international obligations and responsibilities. In implementation, it is necessary to always be steadfast in principles and flexible in strategies, depending on each issue and each time. In particular, the General Secretary emphasized the great thoughts of President Ho Chi Minh on foreign affairs such as "responding to all changes with the unchangeable", "making more friends and reducing enemies", "being ready to be friends with all democratic countries and not causing hatred with anyone"...
Regarding the issue of building and developing a comprehensive and modern diplomacy, the General Secretary requested to pay attention to building solidarity and consensus as Uncle Ho advised: "A career is made by Unity"; perfecting and synchronizing institutions and policies to manage and unify foreign affairs activities, innovating the coordination mechanism between party diplomacy, state diplomacy and people's diplomacy with foreign affairs activities in all fields. In particular, doing better in perfecting the organizational apparatus and building a team of foreign affairs cadres who are comprehensive in terms of mettle, qualities, ethics and intelligence, modern in working methods and manners, professional in style and behavior, proficient in professional skills and foreign languages.
Accepting the direction of General Secretary Nguyen Phu Trong, Minister Bui Thanh Son requested the Conference to seriously grasp and organize more effective implementation, with greater determination and effort to promote the pioneering role, build a comprehensive, modern, and strong Vietnamese diplomacy, and successfully implement the Resolution of the 13th National Party Congress.
The 32nd Diplomatic Conference will continue to work until December 23, 2023.
