At the meeting, on behalf of the Party and State leaders, General Secretary and President To Lam respectfully paid tribute to the heroic martyrs who sacrificed their lives for the Fatherland; respectfully sent to the 46 delegates who are Vietnamese Heroic Mothers, war invalids, sick soldiers, relatives of martyrs and people with revolutionary contributions his warmest greetings and deepest gratitude.
The General Secretary and President stated that Quang Tri is a land with a rich history and culture; it has an extremely important strategic position in the historical process of building and defending the country of the nation. Quang Tri is considered a "Revolutionary War Museum", carrying within it the values that most fully and vividly represent the great struggle to defend the country of the Vietnamese people in the 20th century; it is a land of miracles and legendary feats of arms of a very special historical period of the nation.
Over the years, with the tradition of "When drinking water, remember its source", "When eating fruit, remember the one who planted the tree"; thoroughly implementing the policies of the Party and the State; the Party Committee, government and people of Quang Tri have focused on directing and doing a very good job of showing gratitude, repaying debts, and caring for people with revolutionary contributions. The province's activities of showing gratitude, repaying debts, and caring for people with revolutionary contributions have brought about practical results, contributing to stabilizing and improving the material and spiritual life of wounded soldiers, families of martyrs and people with revolutionary contributions.
On behalf of the Party and State leaders, the General Secretary and President acknowledged, commended and highly appreciated the province's work in gratitude and caring for people with revolutionary contributions in the past time; warmly welcomed and highly appreciated the will and determination of mothers, uncles, wounded soldiers, sick soldiers, families of policy beneficiaries, relatives of martyrs and people with revolutionary contributions who have overcome injuries, losses and sacrifices, integrated into life, continued to contribute their strength and intelligence and set a shining example for their children and grandchildren to follow.
The General Secretary and President affirmed that the work of caring for, helping and giving preferential treatment to people with revolutionary contributions is a sacred sentiment, a responsibility to history and the whole society, and the morality of our nation. Our Party and State always determine that this is the work that needs to be focused on and done best and most effectively, contributing to easing the pain and loss left by war, and further improving the living standards of people with revolutionary contributions both spiritually and materially.
The General Secretary and President suggested continuing to promote propaganda and education to raise awareness and responsibility of all levels, sectors and organizations in implementing preferential policies and regimes for people with revolutionary contributions and the "Repaying gratitude" movements. Along with that, it is necessary to continue to fully, promptly and thoughtfully implement policies and regimes for families with revolutionary contributions; focus on reviewing and thoroughly resolving cases that have not yet enjoyed the regime; promptly update difficulties and shortcomings of policies; mobilize agencies, units, enterprises and organizations to take care of and support martyr mothers from poor households, take care of families with revolutionary contributions in difficult circumstances, create favorable conditions for employment, loans for production development, increase income, and improve the lives of policy families.
The General Secretary and President also requested to focus on directing and implementing well the movements of "Repaying gratitude" and "Remembering the source of water" to mobilize resources from the community, contributing to caring for and improving the material and spiritual life of people with meritorious services. Priority is given to people with meritorious services and their relatives in the process of formulating socio-economic development policies, programs and projects on vocational training, job creation, poverty reduction and other social policies.
The General Secretary and President requested that the competent authorities study and resolve difficulties in implementing policies and laws on people with meritorious services; continue to standardize conditions and criteria for considering and recognizing people with meritorious services to the revolution according to strict principles, truly deserving, honoring the right subjects; preferential treatment for people with meritorious services to the revolution and their relatives is regulated in a unified and clear manner; promptly supplement both subjects and benefits for people with meritorious services and their relatives. Continue to review, research, perfect and better implement policies and laws on people with meritorious services, ensuring timeliness and effectiveness, so that people with meritorious services and their families have a standard of living from average to above average with the spirit of "no person with meritorious services is left without preferential policies of our Party and State".
On this occasion, General Secretary and President To Lam presented symbolic plaques for 200 houses to support Quang Tri province in eliminating temporary and dilapidated houses for poor and near-poor households and presented 200 gifts to Vietnamese Heroic Mothers, wounded soldiers, sick soldiers, and exemplary policy families of the province.
