Reaching new heights, promoting university autonomy
In her opening speech, Professor, Dr. Nguyen Thi Lan, Party Secretary, Director of Vietnam National Academy of Agriculture, said that after 68 years of construction and development, Vietnam National Academy of Agriculture has reached new heights, promoting university autonomy. The Academy has had strong development in training, the number of annual enrollments has met and exceeded the set targets, the scale of training at all levels is increasingly growing. The Academy has established many new departments, opened many new majors to meet social needs. Scientific and technological activities have achieved many outstanding achievements. Many research groups have been established, many potential scientific and technological products have been commercialized. Many new breeds of livestock and crops have been put into production. Research activities on vaccines to prevent diseases in livestock have achieved many achievements. Every year, hundreds of articles in the ISI, Scopus, and WoS categories are published. International cooperation activities have also developed remarkably with cooperative relations with about 120 universities and research institutes from 25 countries around the world. Connection and cooperation activities with businesses and localities have taken place strongly. Start-up and innovation activities among cadres, civil servants, lecturers and students have been constantly focused on and developed.
Vietnam Academy of Agriculture has been training 69 courses of students. In the new school year 2024-2025, the Academy welcomes more than 6,000 students, students of the 69th course are integrating with more than 20,000 students studying diligently in lecture halls and laboratories with modern and convenient equipment. Accompanying the students are nearly 1,300 officials and civil servants, including nearly 700 lecturers and scientists with high academic titles and degrees: PhDs, senior lecturers, associate professors, professors... Teachers and students of the Academy are determined to exploit the maximum intellectual resources and material resources to continue to promote fundamental and comprehensive innovation in training, research, and transfer of scientific and technological advances into life to meet the development goals in the new period of the country. At the same time, the Academy continues to develop in the direction of autonomy, multi-disciplinary, multi-field, multi-branch, research-oriented, as a training center, providing high-quality human resources for the country's increasingly deep construction, development and international integration.
Striving to become a center for training high quality human resources
On behalf of the Party and State leaders, General Secretary and President To Lam acknowledged and commended the great achievements that the agriculture and rural development sector has achieved in recent times, contributing to the successful implementation of the Resolutions of the Central Executive Committee and the Politburo on agriculture, farmers and rural areas, maintaining national food security, making an important contribution to ensuring global food security, and taking the lead in creating a circular, low-carbon, green growth agriculture. In that common achievement, there is an outstanding and comprehensive contribution from the Vietnam Academy of Agriculture.
The General Secretary and President emphasized that our Party and State always pay special attention to and attach importance to agricultural development. In particular, over 40 years of renovation, Vietnam's agriculture has made strong progress in both scale and production level, affirming its important position as a pillar of the economy, not only ensuring national food security, but also exporting many of the world's leading agricultural products, many of which have contributed to making Vietnam famous in the international arena.
With the foundation, potential, position and international prestige that have been built, our country is entering a new era with the aspirations of the Vietnamese people to rise up. The General Secretary and President requested that the Agriculture and Rural Development sector in general and the Vietnam Academy of Agriculture in particular need to deeply perceive the new historical starting point vision, clearly define their roles and responsibilities to constantly innovate, strive to rise up strongly, progress with the times, and contribute to building an increasingly rich, prosperous, civilized and happy country.
The General Secretary and President stated that our Party has repeatedly affirmed that education and training are the top national policies, and science and technology are key to the development and prosperity of the country. Therefore, the University must be an important entity in the national innovation system, meeting the requirements of the knowledge economy, circular economy and digital transformation. The Academy must strive to not only be the country's leading training and research center but also a prestigious higher education institution in the region and the world, a center of innovation, a trusted address for national startups. The Academy needs to develop a comprehensive development project with a suitable roadmap to become a university following the model of advanced research universities in the world. Ministries and branches are responsible for guiding and supporting the Academy in developing and organizing the effective implementation of this project.
Today's university graduates, in addition to good professional knowledge and skills, must also have the ability to adapt quickly and promptly to new issues (such as artificial intelligence, automation and digital transformation, etc.); at the same time, they need to have the desire to contribute, lifelong self-learning skills, innovation skills, along with other soft skills, to ensure adaptation to job requirements. Therefore, universities, including the Agricultural Academy, must actively improve the quality of training, training programs must ensure compatibility, integration, and internationalization according to advanced standards as soon as possible; continue to innovate training content and methods in accordance with the era of the 4th Industrial Revolution and national digital transformation.
The General Secretary and President pointed out that higher education institutions, including the Vietnam National University of Agriculture, must continue to implement university autonomy in a more substantial and high-level manner, according to the criteria and practices of higher education in developed countries; ensure more comprehensive integration in higher education, but still imbued with Vietnamese culture and Vietnamese soul, originating from the realities of the country and people of Vietnam. The General Secretary and President requested the Ministry of Education and Training and relevant ministries and branches to continue researching and promulgating policies for universities to fully and synchronously implement university autonomy, in order to soon have a higher education system that can "stand shoulder to shoulder with the world powers".
“University autonomy does not mean that the State does not invest, but rather invests according to the "Output Results" that educational institutions commit to the State; especially prioritizing orders and assigning tasks to professions that are difficult to socialize, less attractive to learners, but the country really needs and is our strength such as agriculture - forestry - fishery", the General Secretary and President noted.
The General Secretary and President requested that the Academy's research must aim to contribute to the construction of "ecological agriculture, modern countryside, civilized farmers"; develop a smart agriculture that adapts to climate change, green growth, high added value, on par with advanced countries in the world. Ministries and sectors support and guide the Academy to soon pilot and expand the technology-originating enterprise model (Spin-off), serving as a bridge between university research and businesses, with practice, and quickly commercialize the research results of scientists.
In order to further promote intellectual resources, land resources and modern facilities, the General Secretary and President requested the Ministry of Agriculture and Rural Development and the Ministry of Science and Technology to create the best conditions for the Academy to actively participate in science and technology programs, first of all the programs on building new rural areas, adapting to climate change, low emissions and other programs. The Academy's laboratories with equipment on par with advanced universities in the world must be the main force in the system of reference laboratories, designated by the country, playing an important role in increasing the added value and competitiveness of Vietnamese agricultural products. The Ministry of Education and Training and the Ministry of Agriculture and Rural Development should study and organize training on natural disaster prevention and control to form a team of professional natural disaster prevention and control officers in our country, in which the Academy of Agriculture is one of the trusted addresses to carry out this task.
In the spirit of closer connection between the University and the locality, the General Secretary and President suggested that the locality should cooperate closely with the Academy of Agriculture and pay more attention to connecting infrastructure, environmental sanitation, ensuring security, social order and safety; actively coordinate, support, guide and help the Academy in the management, exploitation and effective use of land, avoiding wasting resources.
With a rich tradition over the past 68 years, the General Secretary and President believes that the Vietnam Academy of Agriculture will continue to achieve more outstanding achievements, constantly innovate, worthy of being the leading training, scientific research and startup center of Vietnam, soon reaching advanced levels in the region and the world; contributing more to the development of Vietnamese agriculture in the period of strong digital transformation, effectively serving the cause of industrialization and modernization of the country; adding to the glorious tradition of the Academy, a Heroic School, well implementing the advice of beloved Uncle Ho "Solidarity, constant efforts, to progress forever" with the country firmly stepping into the new era!
Immediately after the opening ceremony, General Secretary and President To Lam and delegates attended the inauguration of the "Project to enhance training and science and technology capacity" funded by ODA capital from the World Bank.
The project implemented at the Academy has contributed to improving the Academy's research and training capacity. Through this project, the Academy's technical facilities have developed strongly, spaciously and modernly with 13 newly built works to meet the working, teaching and studying needs of the Academy's staff and students.
Previously, General Secretary and President To Lam visited the Traditional Room and signed the Golden Book of the Academy with the following content: “I am very pleased to visit the Vietnam Academy of Agriculture, attend the Opening Ceremony of the new school year 2024-2025 and inaugurate the project “Strengthening training, science and technology capacity” from ODA capital of the World Bank. On behalf of the Party and State leaders, I acknowledge and commend the outstanding achievements that the teachers and students of the Academy have achieved in 68 years of construction and development, contributing greatly to the country's agriculture, making an important contribution to the construction, protection and development of our beloved country.
Our country is entering a new era of development, I hope and believe that Vietnam Academy of Agriculture will promote its glorious tradition, continue to strive to become a center for training high-quality human resources, a center for scientific research and innovation of the whole country, soon reach advanced levels in the region and the world, contribute more to the sustainable cause of Vietnamese agriculture, effectively serve the cause of building, protecting and developing the country in the new era.
I hope that you will always remember and carry out well the advice of President Ho Chi Minh when he visited the Academy: "Solidarity, constant efforts to progress forever".
On this occasion, General Secretary and President To Lam visited the Science, Technology and Innovation Exhibition and planted a souvenir tree on the campus of the Academy.
