On the afternoon of November 24, the National Assembly discussed in the hall the draft Law on Road Traffic Order and Safety. Clause 2, Article 81 of the draft law stipulates that unlimited driving licenses issued before July 1, 2012 must be exchanged for new driving licenses according to the roadmap prescribed by the Government.
Commenting on the above content, delegate Trinh Minh Binh (Vinh Long delegation) asked the drafting committee to consider whether it is necessary or not?
Mr. Binh cited data from the Vietnam Road Administration, showing that the whole country has about 22 million unlimited paper motorcycle driving licenses, issued from 1995 to July 2012. Meanwhile, the fee for renewing a driving license according to regulations is 135,000 VND.
Thus, if all the above mentioned driving licenses had to be reissued, people would have to spend 2,970 billion VND. With such a large cost, the delegate said that this content should be carefully considered.

Delegate Sung A Lenh (Lao Cai delegation) also requested the drafting agency to explain and clarify the time frame for unlimited driving licenses issued before July 1, 2012, which must be converted to a new driving license. Along with that, the reason for converting to a new driving license is because this is an unlimited driving license.
Mr. Lenh also said that it is necessary to clarify the roadmap for changing driver's licenses without a time limit right in the draft Law without assigning the Government to regulate this content.
"To make policies transparent and make it easier for people to implement the law, through the opinions of many people and voters, it is shown that driver's licenses can be updated directly on VNeID instead of exchanging millions of driver's licenses, wasting time and money.
"I suggest that the drafting agency evaluate more carefully the impact of this regulation not only in terms of cost and finance but also in terms of time and effort of the apparatus and people when implementing this regulation," Mr. Lenh suggested.

Previously, in a report explaining this issue, Minister of Public Security To Lam said that changing the unlimited driving license from paper card to PET plastic card is necessary.
Unlimited driving licenses issued before July 1, 2012 are still missing some basic information fields such as date of birth, ID number, citizen identification number... Therefore, they cannot be synchronized with the electronic identification account or ID card.
On the other hand, paper driving licenses issued before July 1, 2012 and used for more than 10 years are old, wrinkled, and worn out. Therefore, it is necessary to convert to a new plastic card driving license that can fully integrate the required information fields.
However, switching from paper to plastic driving licenses will incur financial and time costs for people.
Therefore, to limit the pressure of conversion and create more convenience for people, the Government will implement the conversion with a roadmap, study the cost levels and implementation measures to ensure the most convenience for people .
