The North-South axis of Ho Chi Minh City (Nguyen Huu Tho Street) will be invested with about 10,000 billion VND to build a 7.2km long elevated road and parallel road, solving traffic congestion at the southern gateway of the city.
The project to upgrade and expand Nguyen Huu Tho Street (North-South axis of Ho Chi Minh City) has just been submitted by the Ho Chi Minh City Department of Transport for pre-feasibility study report for approval by the City People's Committee. This is one of four BOT gateway projects of the city expected to be implemented from 2025 - 2028. The project has a route length of 8.6km, starting at the Nguyen Huu Tho - Nguyen Van Linh intersection (in the photo) and ending at the intersection with Ben Luc - Long Thanh Expressway.
According to the reporter of Giao thong Newspaper, Nguyen Huu Tho Street currently has four lanes in both directions, often experiencing serious traffic jams during rush hour. This is a road with a large number of trucks and containers constantly coming and going, while the road cross-section is narrow, the waiting time for traffic lights is quite long... so the traffic jams occur continuously, especially at the intersection of Nguyen Huu Tho - Nguyen Van Linh.
"It's still jammed when it's sunny, and even worse when it rains, we have to move little by little. My house is on Le Thi Kinh Street (Nha Be District), about 2km from the Nguyen Van Linh - Nguyen Huu Tho intersection, so I often witness traffic jams here. The line of cars is long on both Nguyen Huu Tho Street and Le Van Luong Street, if we don't avoid rush hour, we will have to wait a long time," said Ms. Ngoc Anh, a resident of the area.
Nguyen Van Hung, a cargo driver in Hiep Phuoc Industrial Park (Nha Be District), said that traffic jams on Nguyen Huu Tho Street have lasted for many years. "The small road with a lot of traffic is often congested. Goods need to be delivered urgently but have to move little by little, which is very frustrating. I really hope the road will be widened so that traffic can move more smoothly," said Hung.
According to the pre-feasibility study report, the project to upgrade and expand the North-South axis of Ho Chi Minh City has a cross-section of 60m wide, 10 lanes and corridors for arranging trees and technical infrastructure works. The main route is a 7.2km long overpass with 4 lanes, speed of 80km/h. The center of the bridge will deviate from the planned centerline to the left (from District 7 to Nha Be) to avoid the existing D1200 water supply pipeline and facilitate the construction of metro line No. 4 in the future.
Meanwhile, the parallel road has 6 low lanes with a speed of 60km/h with 14 bridges on both sides of the road. In the photo, Nguyen Huu Tho Hien Huu Street has a very large area in the middle, which is currently a swamp, where reeds grow... This is the area that will be used as an elevated road for the project.
The project will build different level intersections including the intersection of Nguyen Van Linh Street and Ben Luc - Long Thanh Expressway, giving priority to the main transport traffic from Nguyen Huu Tho Street to Nguyen Van Linh Street and Ben Luc - Long Thanh Expressway running continuously. In the photo is the end point of the project at the intersection with Ben Luc - Long Thanh Expressway, this is a road section that has been built with 10 spacious and airy lanes.
At the locations of the overpass, the project will build branches at Rach Dia bridge area, Kho B road area, Pham Huu Lau road and Nguyen Van Tao road. In addition, there will be level intersections, connecting the level crossing to the parallel road, organizing traffic with traffic lights...
The total preliminary investment of the project is about 9,894 billion VND (including loan interest of 530.75 billion VND). The total preliminary land area occupied is about 66.5 hectares (District 7 about 13.28 hectares, Nha Be district 53.22 hectares). Of which, the land area to be cleared is about 2.2711 hectares, the public land area (roads, water surface...) is about 56.29 hectares.
The total number of affected households is about 98, of which about 19 households will be completely cleared. The preliminary cost of compensation, support, and resettlement (including contingency) is about 1,346.10 billion VND.
It is expected that in the first quarter of 2025, the investment policy will be approved; in the second and third quarters of 2025, the feasibility study report will be prepared, appraised and approved; in the fourth quarter of 2025, procedures for selecting investors and signing project contracts will be carried out. In the fourth quarter of 2025 - third quarter of 2026, site clearance will be carried out. As for construction, the component project using state budget capital will start in the fourth quarter of 2025. The PPP (public-private partnership) component project will start in the first quarter of 2026. The project is expected to be completed and put into operation in 2028.
In particular, the project is implemented in the form of BOT on existing roads. After completion and operation, tolls will only be collected on the main road, not on parallel roads, creating more choices for people when traveling and limiting the impact on people in the project area.
The project is expected to become a fast, less interrupted traffic axis connecting the existing central area with the new urban area of South Saigon, the urban area - Hiep Phuoc port, forming a radial traffic axis connecting Ring Road 2 with Ben Luc - Long Thanh Expressway (Ring Road 3) and later Ring Road 4; meeting the inter-regional traffic needs of the southern gateway area of the city with the provinces of the East and Southwest.
