Raise the sense of responsibility

In early 2025, Party Central Committee member and City Party Secretary Le Truong Luu had a working session with leaders of A Luoi district and key officials at the commune level of the district. The Hue City Party Secretary emphasized that the reason for calling more key officials from communes and towns in the area to attend was for officials to grasp the policies and orientations in the development of the centrally-run city; especially, the City Party Committee wanted to thoroughly grasp a working spirit that must be different from before, more proactive and creative.

Secretary of the City Party Committee Le Truong Luu analyzed that Hue has now become a city directly under the Central Government, so it is required to take advantage of all advantages for development. To do this, each cadre and party member must be proactive, and cannot have the mentality of waiting and relying on others. For example, the poverty reduction rate in A Luoi in recent times has been very good, but the risk of falling back into poverty is also very high. If the awareness of rising up to develop the economy of cadres and people cannot be changed, falling back into poverty is very likely to happen.

Also at the working session with A Luoi, a new working spirit, promoting roles and responsibilities was thoroughly conveyed by Secretary Le Truong Luu to cadres and party members. Specifically, for areas where drug abuse occurs, or has been controlled but now occurs again, the leaders of those areas must take responsibility; depending on each specific case, the leaders can be replaced. Or as with many other tasks, a strong, determined spirit was required by the Secretary of the City Party Committee that if anyone feels unable to undertake the job, they can step aside, so that more capable, younger cadres can take over.

With a more urgent, responsible and effective spirit, right after the end of the Lunar New Year holiday of At Ty 2025, in just the first 8 working days, there were 4 working sessions between the leaders of Hue city and Phu Loc district with related units and people to speed up the progress of site clearance for the Kim Long Motors Hue Production and Assembly Complex project.

According to statistics from Phu Loc district, in just the days after Tet, nearly 10 more households agreed to receive compensation, helping the site clearance of this key project near its completion. To date, more than 153 hectares have been recovered, reaching 93%; 189 households have received compensation, reaching 86%. The area that has not received money and handed over the site is only 11.84 hectares, with 31 households.

Mr. Phan Cong Man, Chairman of Phu Loc District People's Committee, said that with the spirit of working urgently and handing over the site to the investor as soon as possible, the district requires cadres, agencies, units, as well as Loc Tien commune to continue to proactively visit, propagate, and mobilize households; provide appropriate support for people, not to let people suffer; summarize difficulties to have appropriate solutions. Site clearance work will need to be flexible, suitable to the construction needs of investors. For cases of forced eviction, there must be a detailed and specific plan; relevant agencies and units survey the accommodation and property storage for households with houses after forced eviction.

Building a team equal to the task

During this time, the whole country is urgently implementing solutions to reorganize and streamline the apparatus according to Resolution 18 of the 12th Party Central Committee. Hue City is also in the same situation, the work of reorganizing the apparatus is being urgently implemented, ensuring the set progress.

Recently, the Standing Committee of the City Party Committee issued Official Dispatch No. 4725-CV/TU (dated February 7, 2025) to Party committees, Party organizations, agencies, units, and localities, requesting to focus on leadership, direction, and urgently and drastically implement the arrangement of focal points within agencies, units, and organizations within the scope of leadership and management, especially for focal points with overlapping functions and tasks. Requesting not to establish additional departments, offices, and new affiliated focal points to ensure the streamlining of the organizational apparatus.

The document also requires the development of a plan to streamline the apparatus, making it efficient, effective and efficient; synchronously implementing the streamlining of the apparatus in conjunction with restructuring and building a team of cadres with sufficient qualities, capacity and prestige to match the tasks, with a reasonable staffing level, striving to reduce at least 20% of civil servants and public employees receiving salaries from the state budget to reduce staffing levels according to the plan to streamline the apparatus of localities, agencies and units in accordance with the policy roadmap prescribed in Decree 178/2024/ND-CP of the Government.

Secretary of the City Party Committee Le Truong Luu noted that, in addition to reorganizing the apparatus to meet new needs and tasks, it is necessary to continue to promote Party building work; enhance the role, responsibility, and exemplary role of leaders. Focus on directing the concretization and serious implementation of resolutions, directives, programs, and plans of the Central Committee, the City Party Committee, and the Standing Committee of the City Party Committee. Continue to resolutely and effectively organize the implementation of Resolution 175 of the National Assembly on the establishment of Hue City directly under the Central Government; Resolution 1314 of the National Assembly Standing Committee on the arrangement of district- and commune-level administrative units of Hue City in the period of 2023 - 2025.
