Streamlining the apparatus: Need many "pioneering" examples

In any stage of national defense and construction, it is necessary to set an example for cadres and party members, especially key cadres. The “revolution of streamlining the apparatus” cannot lack the spirit of courage and sacrifice of personal interests.

At present, building a lean, strong, efficient, effective and efficient organizational apparatus requires great determination from the entire Party and the entire political system, first of all the leaders of Party committees, governments, the Fatherland Front and mass organizations at all levels.

That is because this revolution touches on extremely sensitive issues such as the practical interests of many localities, groups, individuals, and the thoughts of workers.

The task of building a truly streamlined political system that meets the requirements and tasks of the new revolutionary period is stated in the documents of the 9th, 12th and 13th Party Congresses. Most notably, Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee on innovation and reorganization of the political system.

However, there is a considerable gap between the resolution and life. According to the assessment of General Secretary To Lam, the current arrangement of the organizational apparatus is not synchronous, comprehensive, and has not linked streamlining with restructuring... so the organizational apparatus of the political system is still cumbersome, with many levels and many focal points; the effectiveness and efficiency of operations have not met the requirements and tasks; the functions, tasks, powers, organizations, and working relationships between many agencies and departments are not really clear, and still overlap...

Why is this so? The commentary of Vietnam News Agency on December 24, 2024 stated: “There are many reasons leading to this situation, including the pull of personal interests and small collective interests. Some individuals and organizations may enthusiastically support the general policy of streamlining the payroll and restructuring the political system when this “does not affect me” or “does not affect our unit”. Things can change when they have to “get involved”.

Cadres, party members, and even key leaders at all levels cannot avoid having "thoughts" when their units are in the plan to merge or dissolve, and their work and position are heavily affected. Overcoming personal thoughts for the common good requires that person to have thorough thinking, high determination, and the courage to sacrifice personal and small group interests.

Currently, there have been many cases of cadres, party members, and leaders at all levels proactively leaving their positions to make way for streamlining the apparatus. Positive information is continuously spreading from localities: Hundreds of cadres in Nghe An voluntarily retired early to streamline the apparatus; Ha Tinh Department of Agriculture and Rural Development has nearly 100 cadres applying for early retirement to facilitate the merger; 27 cadres of Thanh Hoa Department of Labor, War Invalids and Social Affairs volunteered to retire early...

Some party members and officials who voluntarily retired early in Quang Ninh, Thai Nguyen, Yen Bai, Thanh Hoa, Quang Binh... are holding important positions: Member of the Provincial Party Executive Committee, Director of the Department of Labor, War Invalids and Social Affairs, Member of the Provincial Party Standing Committee, Deputy Head of the Provincial Party Committee's Propaganda Department, Director of the Quang Binh Department of Tourism... Among them, there are comrades who have worked ahead of the prescribed time of 4 years, 5 years, even nearly 10 years.

Mr. Nguyen Ngoc Quy, Director of Quang Binh Department of Tourism, has a "working time fund" until December 2028. He said: "I would like to retire early to create development opportunities for young, capable staff."

Mr. Tran Viet Ty, Deputy Director of the Center for Social Work Services under the Department of Labor, War Invalids and Social Affairs of Thanh Hoa, has nearly 10 years left before reaching the age of "enjoyment". He confided: "As a cadre and party member, I must set an example. Whether I work in or out of the State, I will continue to try."

The example set by the above-mentioned cadres, party members, and key leaders at all levels has a great impact on the psychology of those subject to "restructuring", creating more favorable conditions for the arrangement and streamlining of the apparatus.

Reality shows that wartime has its own hardships, peacetime has its own complexities, and the “era of rising up” also faces many challenges. At any time, the pioneering spirit of cadres and party members is needed according to the spirit of Regulation No. 101-QD/TW, dated June 7, 2012.

Regulation No. 101 “On the responsibility of setting an example for cadres and party members, especially key leaders at all levels” requires: Every cadre and party member of the Communist Party of Vietnam must actively study and follow the moral example of Ho Chi Minh. The higher the position of a cadre, the more exemplary he or she must be in implementing, propagating and protecting the Party's guidelines and policies, the State's policies and laws; and be ready to sacrifice personal interests for the common interests of the Party, the State and the people.
