Mobilizing resources to achieve growth targets

Reporting at the meeting, Ms. Nguyen Thu Cuc - Chairman of Thu Dau Mot City People's Committee said that in the first 2 months of 2025, Thu Dau Mot City focused on implementing socio-economic development tasks, focusing on organizing activities to welcome the Lunar New Year and celebrate the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025) and drastically implementing the work of arranging specialized agencies of the city in accordance with the direction of the Central and Provincial Party Committees; fully resolving the regimes and policies for the subjects during the Lunar New Year; organizing street decoration, organizing entertainment activities, and providing information and communication to serve the people during the Tet holiday. At the same time, directing to improve the sense of responsibility, focusing on handling and quickly resolving administrative procedures right after the Tet holiday. Complete military service assignment in 2025, reaching 100% of the set target.

Total state budget revenue in the first two months reached 1,733 billion VND; of which budget revenue from socio-economic development was 1,709 billion VND, reaching 42% compared to the provincial target and the City People's Council Resolution.

Overview of the working session

In particular, the Standing Committee of the City Party Committee has directed the City People's Committee to focus on solutions and tasks to achieve the double-digit growth target, propose solutions to mobilize resources including solutions to increase State budget revenue; conduct auctions of land use rights; expected revenue from changing land use purposes; regularly direct the work of compensation for site clearance and disbursement of public investment in the city, especially key projects and works of the province (Ring Road 3, Ring Road 4, Saigon River road, National Highway 13...).

To carry out this task, Ms. Nguyen Thu Cuc said that Thu Dau Mot City focuses on managing tax collection and debt recovery. Support and promptly resolve difficulties and obstacles or report to competent authorities to resolve difficulties and obstacles so that enterprises can stabilize production and business, create sustainable revenue for the State budget; strive to ensure tax arrears are below 8% of the 2025 budget revenue.

Another important resource is to exploit land funds and generate revenue from land according to the province's plan. In the city, there are 06 land lots being auctioned with a total area of about 5.5 hectares, the expected revenue from the auction of land use rights will be about 2,000 billion VND (with starting prices from 30-50 million VND/m2). In addition, there are 05 projects carrying out bidding to select investors with a total area of about 442.28 hectares.

The Saigon River road through Thu Dau Mot City is divided into 08 sections with a total length of 16.9km. Of which, 01 section of 2.24km has been completed, the remaining 07 sections with a length of 14.66km with a road width of 32m (6 lanes) will continue to be implemented.

After the projects are completed, Thu Dau Mot City will have an additional 10.03km of riverside roads within the boundaries of the bidding projects, contributing to connecting the entire riverside route from the boundary of Thuan An City to Ong Co Bridge. Contributing about 44.2 hectares of green park land, about 111 hectares of social housing land and other social welfare works such as healthcare, education, high-quality commercial centers serving people in the city and surrounding areas.

Mr. Vo Hoang Ngan - Director of the Department of Construction discussed land auctions and project implementation in Thu Dau Mot area.

To create conditions for Thu Dau Mot City to generate revenue from land for socio-economic development, Mr. Vo Hoang Ngan - Director of the Department of Construction said that currently, the authority to locally adjust the master plan belongs to the province. The province will have a working session with Thu Dau Mot City to appraise the local plan adjustment so that Thu Dau Mot City can carry out the procedures for auctioning and bidding for land plots in the area.

Preparing to organize the City Party Congress for the 2025-2030 term

At the meeting, delegates also focused on discussing preparations for the 13th Congress of the Thu Dau Mot City Party Committee. According to the report, by February 18, 2025, the city had 32/54 branches and grassroots Party Committees that had completed their Congresses. All 31/31 branches and Party Committees elected Party Committees according to the personnel structure approved by the Standing Committee of the City Party Committee. It is expected that the Thu Dau Mot Party Committee will complete the organization of the Party Congresses of branches and grassroots Party Committees before March 2, 2025.

The preparation work for the 13th Congress of the Thu Dau Mot City Party Committee has basically completed the political documents, personnel, and organizational work. Regarding personnel work, the Standing Committee of the City Party Committee has focused on and urgently directed the implementation of the work of reviewing and supplementing the planning of the Executive Committee, the Standing Committee, and leadership and management positions for the 2020-2025, 2021-2026 and 2025-2030, 2026-2031 terms strictly and in accordance with regulations.

Mr. Bui Thanh Nhan - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission highly appreciated the work of organizing the grassroots congresses and the preparation work for the 13th Congress of the Thu Dau Mot City Party Committee. He requested the Standing Committee of the City Party Committee to continue to collect additional opinions and complete the Political Report to synthesize, report to the Executive Committee and complete it for submission to the Standing Committee of the Provincial Party Committee for consideration and comments.

Concluding the meeting, Provincial Party Secretary Nguyen Van Loi highly appreciated the results of socio-economic development, national defense and security of Thu Dau Mot City in the first two months of the year. In particular, the city has focused on innovating cultural and artistic activities to celebrate the Lunar New Year 2025, creating an impression on people and tourists of a friendly and affectionate city.

Regarding the upcoming tasks, the Provincial Party Secretary requested Thu Dau Mot City to lead and direct the completion of the grassroots Party Congress. In early March 2025, the Provincial Party Standing Committee will consider and approve the Political Report, personnel plan and time to organize the 13th Thu Dau Mot City Party Congress.

In implementing Resolution No. 18-NQ/TW, Thu Dau Mot City strives to promote the implementation of the past time in reorganizing, streamlining the apparatus, and keeping the payroll unchanged. Continue to reorganize agencies and units according to the Central's direction.

Thu Dau Mot City needs to take the lead in implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation. Focusing on education, human resource training, community initiatives with specific jobs and products.

The Secretary requested that all areas of socio-economic development must adhere to the province's targets, focusing on investing in outstanding areas, education, health, and pioneering with the province to achieve the double-digit growth target in 2025.

In the first quarter of 2025, the plan for auctioning and bidding for land plots in the area must be completed with a clear roadmap. Report to the province any difficulties and obstacles in the implementation of auctioning and bidding for land plots for timely resolution. Assign the Provincial People's Committee to direct the implementation of local adjustments to the master plan to facilitate the city's auction and bidding work. Balance the budget of Thu Dau Mot City to implement the construction of the road along the Saigon River in 2025.
